Mga jeepneys na hindi sumali sa PUVMP, huhilin simula May 1 bilang colorum units

SIMULA May 1 ay manghuhuli na ang Land Transportation Franchising and Regulatory Board (LTFRB) ng mga colorum na jeepneys na hindi sumali at lumahok sa Public Utility Vehicle Modernization Program (PUVMP) ng pamahalaan.

Ayon kay LTFRB chairman Teofilo Guadiz na may 79 porsiyento ng mga public utility vehicles (PUVs) sa buong bansa ang nag comply na sa PUVMP.

“We are in the final stage of the program’s phase one, meaning to say, you are only given until April 30 to consolidate. Transport operators need to form a corporation or cooperative to ply a certain route,” wika ni Guadiz.

Unang deadline ang binigay ng LTFRB noon Dec. 30, 2023 subalit ito ay pinayagan ni President Ferdinand Marcos na gawin na lamang sa April 30.

“It was extended by President Marcos until April 30. Unless it is extended again by the President, there will be no more extension and if you do not consolidate, you cannot operate,” dagdg ni Guadiz.

Sinabi rin ni Guadiz na ang pamahalaan sa pangangasiwa ng LTFRB ay narating na ang consolidation target na 70 porsiento.

“We do not expect all drivers to consolidate to make it viable, but then you need to increase the number of trips. So, at 79 percent compliance, we can start the PUV modernization program. There will be a social program for those who will be displaced,” saad ni Guadiz.

Sinabi ni Guadiz na ang ibang drivers ay hindi na sumali sa PUVMP dahil ang iba ay matatanda na at ang iba naman ay talagang ayaw sa programa. Ang mga operators na nabigong sumali sa nasabing programa ay mawawalan ng kanilang prangkisa.

“In layman’s terms, they are colorum by May 1. Definitely, if you are colorum, either your unit will be impounded or your license will be confiscated and the penalty is one year suspension for the driver,” wika ni Guadiz.

Ang grupo sa transportasyon na Pagkakaisa ng mga Samahan ng Tsuper at Operaytor Nationwide (PISTON) at Manibela ay tutol sa pagpapatupad ng PUVMP.

Samantala, kinumpirma ng LTFRB na sa ngayon ay may pito (7) ng motorcycle taxi players kasama ang nadagdag na apat (4) pa. Ang tatlong naunang motorcycle taxis ay ang Angkas, Joyride, at Move It.

“There were only three players when I came in as chairman of the LTFRB. So, yes, we have increased the number to four more and these are given 2,000 slots. This is only up to May,” sabi ni Guadiz.

Sa May 31 naman matatapos ang ginagawang taxi pilot study kung saan nila ito ay ibibigay ang report sa Congress dahil sila ang nagbigay ng awtoridad sa LTFRB na gumawa ng pag-aaral tungkol dito.

Ayon sa isang pag-aaral, ang isang motorcycle rider ay kumikita ng P40,000 gross income kada buwan. LASACMAR
