P15 bilyong pondo para sa silid-aralan, aprub na sa DBM

INAPRUBAHAN ni Department of Budget and Management (DBM) Secretary Amenah F. Pangandaman noong ika-15 ng Mayo 2023 ang pagpapalabas ng pondong aabot sa P15,151,709,646.00 para sa pagpapagawa ng 4,912 na mga silid-aralan sa 1,194 sites o lugar sa buong bansa.
“Ang napapanahong pagpapalabas ng pondo na pawang hiling ng Department of Public Works and Highway (DPWH) at Department of Education (DepEd), ay nagpapakita na hindi nag-aatubili ang PBBM administration na mamuhunan sa edukasyon.  Kailangan nating magtayo at magkumpuni ng mga classroom para makasabay sa pagtaas ng bilang ng enrollment sa mga pampublikong paaralan,” sabi ni Secretary Pangandaman.
Una nang tinukoy ni Vice President at Education Secretary Sara Duterte na ang kakulangan sa classroom ang pinaka-agarang isyu sa edukasyon at nangakong tutugunan ang pangangailangang ito sa imprastruktura.
“Our schoolchildren need to be in an environment conducive to learning and fun.  Kailangan nila ng ligtas, malinis at maaliwalas na mga silid-aralan para makapag-aral nang mabuti. Sila ang ating best investment,” dagdag pa ni Sec. Pangandaman.
Kung matatandaan, nangako si Pangulong Ferdinand Marcos Jr. sa kanyang budget message na bibigyan prayoridad ang pagpapagawa ng mga bagong silid-aralan sa ilalim ng Basic Education Facilities (BEF) ng DepEd sa muling pagbabalik ng face-to-face classes.
Aabot ang kabuuang halaga ng konstruksyon sa P15,020,282,176.00. Kasama na rito ang pagpapagawa, pagpapalit at pagkukumpleto ng mga kindergarten, elementary at secondary school buildings at technical vocational laboratories; paglalagay o pagpapalit ng disability access facilities; pagpapagawa ng water at sanitation facilities; at site improvement.
Sa kabilang dako, nasa P131,427,470.00 ang gagamitin para sa gastusin sa Engineering and Administrative Overhead (EAO). Kasama rito ang pagkuha ng mga tao; pagsasagawa ng preliminary at detailed engineering activities; pre-construction activities; construction project management; testing at quality control; acquisition, rehabilitation at repair ng related equipment at parts; training, communication, per diem, at transportation expenses; at contingencies na may kinalaman sa pre-construction activities.  (Daris Jose)
