Party-list group Gabriela, nilabag ang Saligang Batas-Esperon

SINABI ni National Security Adviser (NSA), Secretary Hermogenes Esperon, Jr., na malinaw na nilabag ng party-list group Gabriela ang Saligang Batas dahil sa di umano’y pagtanggap ng financial assistance at suporta mula sa foreign sources.
Bahagi ito ng naging testimonya ni Esperon sa video teleconferencing sa idinaos na 2nd Division of the Commission on Election (Comelec) noong Agosto 12, bilang pagsuporta sa petisyon ng National Task Force to End Local Communist Armed Conflict (NTF ELCAC) para sa kanselasyon ng rehistrasyon ng Gabriela Women’s Party (GWP) at General Assembly of Women and Reforms (GAWR) sa party-list system
Ang Gabriela ay pinaiksing General Assembly Binding Women for Reforms, Integrity, Equality, Leadership and Action, Inc.
Nakasaad sa petisyon ng NTF-ELCAC na nilabag ng Gabiela ang Section 2, Paragraph 5, Article 9 (C) ng Saligang Batas ng Pilipinas sa ginawa nitong pagtanggap ng financial assistance mula sa foreign government at non-government organizations (NGOs).
Nakita ng political parties na guilty ang Gabriela sa ginawa nitong pagtanggap ng financial assistance at suporta mula sa foreign sources dahilan para makansela ang rehistrasyon nito sa Commission on Elections (Comelec).
Maging ang, Rule 32, Section 8 (D) ng Comelec Rules of Procedure na nagsasad na “that receiving support from any foreign government is one of the grounds for the cancellation of the registration of any political party.”
Idinagdag pa ni Esperon na tumanggap ang Gabriela ng Belgian financial support, sa pamamagitan ng Belgian accredited NGOs na “subjected” sa external financial audit ng international accounting firm Mazars na kinontrata ng Belgian government para mg- audit o mag- review ng 2014-2016 at 2017-2021 programs nito.
Makikita sa report ng Mazar na ang Gabriela, kasama ang Ibon Foundation at Karapatan ay local partners ngViva Salud VZW.,isang Belgian accredited NGO.
Samantala, nakasaad naman sa report ng Anti-Money Laundering Council (AMLC), na ang Viva Salud ay nagpadala ng remittance sa Gabriela na nagkakahalaga ng P1,811,867.35 noong Marso 28, 2019, at anim na remittances mula sa Intl. Fstone Ltd. of London, United Kingdom na nagkakahalaga ng mulaP1,058,392.42 hanggang P2,190,628.52 mula Setyembre 2015 hanggang Marso 2019. (Daris Jose)
