PBBM, nagpalabas ng EO 34, idinedeklara ang Pambansang Pabahay Para Sa Pilipino Program bilang flagship program

NAGPALABAS si Pangulong Ferdinand R. Marcos Jr. ng Executive Order (EO) No. 34, idinedeklara ang   Pambansang Pabahay Para sa Pilipino Program (4PH) bilang  flagship program  ng gobyerno.

Inaatasan din nito ang lahat ng ahensiya ng pamahalaan na magpalabas ng inventory ng  angkop na  lupain  para sa programa.

“The 4PH Program is hereby declared as a flagship program of the government,” ang nakasaad sa EO.

“The DHSUD (Department of Human Settlement and Urban Development), as the primary government entity responsible for the management of housing and human settlements in the country, shall be the lead implementing agency of the Program,” ayon pa rin sa EO.

Para sa layuning ito, inatasan ni Pangulong Marcos ang lahat ng national government agencies (NGAs), local government units (LGUs) at iba pang  government entities na suportahan at  makipagtulungan sa DHSUD para matiyak ang matagumpay na implementasyon ng 4PH program.

Inatasan naman ng  EO ang  DHSUD na i-identify ang  national at local government lands na angkop para sa pabahay at  human settlements sa pakikipagtulungan sa mga kinauukulang NGAs at LGUs, at isagawa ang required activities  para sa kanilang  development.

Hinggil naman sa  public lands, ang DHSUD  ay may mandato na irekomenda sa Pangulo sa pamamagitan ng  Department of Environment and Natural Resources (DENR), ang pagpapalabas ng proklamasyon na magdedeklara sa public lands  bilang  “alienable and disposable”  para sa pabahay at human settlement purposes.

Ipinag-utos din ng EO  sa national government departments, mga ahensiya at instrumentalities, kabilang na ang GOCCs, at maging sa LGUs na magsagawa ng inventory ng mga lupain na kanilang pagmamay-ari at pinangangasiwaan, at magsumite ng kompletong listahan sa DHSUD sa loob ng  60 na araw mula sa pagpapalabas ng kautusan ng Punong Ehekutibo.

“The inventory of lands shall include government-owned idle lands or lands that have not been used for the purposes for which they have been originally reserved or set aside for at least 10 years, and on which no improvements have been made by the owner as certified by the concerned LGU, pursuant to Section 8, Paragraph 2 of Republic Act No. 7279 (Urban Development and Housing Act of 1992), as amended, and Sections 5.II (d) and 24 of RA No. 11201 (the law that created the DHSUD),” ang nakasaad sa EO.

“The Land Registration Authority (LRA) shall assist these agencies in the preparation of their respective inventories by providing a list of titles and the corresponding certified true copies thereof that are registered in the name of said agencies,” ayon pa rin sa EO.

Ayon pa rin sa  EO, “the DHSUD will acquire ownership and administration of the identified lands of concerned agencies for housing and human settlement purposes and immediately carry out the development of those lands. The funding requirements for the EO’s implementation will come from the current available appropriations of concerned agencies, subject to pertinent budgeting, accounting, and auditing laws.”

Ang  funding requirement para sa mga susunod na taon ng program implementation  ay isasama sa  taunang  General Appropriations Act.

Samantala, inilunsad ng DHSUD ang programa para tugunan ang pangangailangan para sa disenteng pabahay.

Layon din nito na tiyakin ang tagumpay ng 4PH program, kinilala naman ng administrasyon ang pangangailangan na palakasin ang DHSUD at ang mga pangunahing shelter at siguraduhin ang suporta ng NGAs at LGUs.

Ayon sa  Philippine Development Plan 2023-2028, “the country’s housing need estimates have accumulated to 6.8 million in 2017-2022.” (Daris Jose)
