President Duterte pinahinto ang vehicle inspection scheme

Pinahinto ni President Duterte ang pagpapatupad ng vehicle inspection scheme program ng Land Transportation Office (LTO) dahil sa dumaraming reklamo sa mataas na bayad dito.

Hindi na mandatory ang MVIS para sa renewal ng registration ng mga private at public utility vehicles (PUVs).

“MVIS is no longer mandatory. That means there should be no additional collection of payments when you register your vehicles,” ayon kay presidential spokesman Harry Roque.

Dati rati ang kailangan lamang para sa rehistro ng sasakyan ay ang certificate of compliance sa Clean Air Act sa pamamagitan ng smoke emission testing na ginagawa ng mga private emission testing centers (PETCs).

Dahil sa pagkakaron na ngayon ng private motor vehicle inspection centers (MVICs), ang mga sasakyan ay kinailangan dumaan sa automated three-stage system na may 73 inspection points bago sila maging roadworthy at eligible na tumakbo.

Pagkatapos magpayag ng isang ulat ang Malacanang ay sinabi naman ni Department of Transportation (DOTr) Assistant Secretary Giovanni Lopez na ang mga PMVICs ay magbaba ng walang katiyakan ng mga fees katulad sa parehong rates na binibigay ng PETCs. Habang ang re-inspection fees naman ay suspendido rin ng isang taon.

“After long negotiations and discussion, Secretary Art Tugade was able to convince the MVIC owners to level their charges with the current rates of PETCs owners. In addition, there will be no re-inspection fee for a period of one year,” wika ni Lopez.

Ang mga bagong adjusted fees na sisingilin ng PMVIC ay nakapako sa P600 para sa light vehicle, P500 sa motorcycles, at P300 para sa public utility jeepneys. Ito ay ayon kay Inigo Larrazabal, presidente ng Vehicle Inspection Center Operators Association of the Philippines (VICOAP).

Samantala, sinuspende rin Duterte ang pagpapatupad ng implementasyon ng Child Safety in Motor Vehicles Act o RA 11229 na nag-uutos na ang mga bata na may edad na 12 pababa at may taas ng 4’11” ay kinakailangan gumagit o maglagay ng car seats sa loob ng sasakyan at iba pang klaseng sasakyan.

“The President is banking on the Senate and the House of Representatives to follow through his lead by possibly amending the provisions of the new law on car seats and the MVIS,” dagdag ni Roque.

Malugod naman na tinangap ng mga Senador ang desisyon ni Duterte na suspendihin muna ang pagpapatupad ng implementasyon ng MVIS at Child Car Seat Law.

“The lesson here is that before you ram through a rule that will force the people to pay, be sure to run it by the President first. Never pull a fast one,” wika naman ni Senate President Pro-Tempore Ralph Recto.

Nagpapasalamat naman si Senador Bong Go sa mga private operators ng MVIS at kay Secretary Tugade dahil sa pagaksyon nila sa panawagan ng mga tao na huwag ng pahirapan ang mga Filipino sa sitwasyon ngayon na may pandemia.

“Despite improving mechanisms to ensure the roadworthiness of vehicles through this enhanced inspection system, they will push for a pandemic special rate that will ensure that no necessary burden is imposed on ordinary Filipinos at this time,” saad ni Go. (LASACMAR)
