Lokal na pamahalaan, kailangan ang ‘greater access’ para sa pondo ng climate change – ULAP

KAILANGAN ng local government units (LGUs) na gawing simple ang proseso at direktang funding channels upang paganahin ang napapanahon at epektibong pagtugon at makakuha ng ‘greater access’ sa mahalagang resources para tugunan nag global climate change crisis.
Ito ang sinabi ni Union of Local Authorities of the Philippines (ULAP) at United Cities and Local Governments Asia Pacific (UCLG ASPAC) president Dakila “Dax” Cua, tumatayong kinatawan ng
Philippine local at regional governments at Asia Pacific sa kamakailan lamang na isinagawang “Fourth Meeting of the Board of the Fund for Responding to Loss and Damage.”
“The establishment of a more accessible Loss and Damage Fund, coupled with mechanisms for direct engagement of local actors, is a step toward equitable and efficient responses. This Fund must ensure that those closest to the impacts, local governments are also closest to the solutions, enabling them to act with the urgency that the climate crisis demands,” ayon kay Cua.
Sa nasabing pulong, nanawagan si Cua ng ‘practical, inclusive at efficient mechanisms’ para tugunan ang climate-induced losses habang binigyang diin ang mga hamon na kinakaharap ng mga vulnerable region lalo na ng Pilipinas.
“Climate change is no longer a distant threat; it is a present reality that has already overwhelmed the adaptive capacities of many communities,” ang winika ni Cua.
Habang ang adaptation efforts aniya ay kinakailangan, sinabi ni Cua na hindi ito sapat kung walang robust mechanisms para tugunan ang ‘losses and damages.’
Sa kabilang dako, suportado naman ni Cua ang global framework na prayoridad ang local at regional governments sa pagtugon sa epekto ng climate change, pagtaguyod sa prinsipyo ng subsidiarity, ideya na ang desisyon at resources ay dapat na ilapit sa mga apektadong komunidad.
“We cannot overstate the importance of removing obstacles to local governments’ access to the Loss and Damage Fund. Simplified application procedures, technical support, and targeted funding windows are essential for communities to address the crisis without delays. Every moment of inaction deepens the suffering of those on the frontlines,” ang sinabi ni Cua.
Kinilala naman ni Cua ang liderato ni Pangulong Ferdinand Marcos Jr. sa pagtaguyod na magtatag ng Loss and Damage Fund, tinawag itong mahalagang hakbang tungo sa climate justice.
Ipinanukala rin niya ang dedikadong funding mechanism sa loob ng pondo para suportahan ang civil protection systems, na kanyang inilarawan bilang mahalaga para matiyak ang magkakaugnay na mga tugon sa pagitan ng lokal at national government.
“Local governments are not just implementers of policies; they are essential partners in crafting solutions,” binigyang diin ni Cua.
Hinikayat naman ni Cua ang integrasyon o pagsasampa-sama ng local at regional authorities sa global governance mechanisms gaya ng Warsaw International Mechanism at Santiago Network.
Itinulak din ni Cua ang whole-of-governance approach para epektibong matugunan ang ‘loss and damage’, sinabi na ang global community ay kailangan na iprayoridad ang ‘equity at inclusivity’ sa paglikha ng solusyon.
“This proposal at the Fourth Meeting of the Board for Responding to Loss and Damage brought to light the critical importance of local and regional governments in addressing climate crises,” ang winika ni Cua.
Sa ulat, ang Board of the Fund for Responding to Loss and Damage ay itinatag sa ilalim ng Paris Agreement and UN Framework Convention on Climate Change (UNFCCC) para gabayan at pangasiwaan ang pagpapatupad ng financial mechanisms na tutugon sa hindi maiiwasan epekto ng climate change.
Binubuo ito ng 26 miyembro, ang board balances ay kumakatawan sa pagitan ng developed countries (12 miyembro) at developing countries (14 miyembro), sumasalamin global nature ng climate crisis at ang pangangailangan para sa equity sa decision-making. (Daris Jose)
