Abalos, ipinag-utos sa LGUs na maghanda para sa posibleng epekto ng El Niño

IPINAG-UTOS ni Department of the Interior and Local Government (DILG) Secretary Benhur Abalos na maghanda para sa at pagaanin ang posibleng epekto ng El Niño  sa kanilang lugar. 
Ang kautusan ni Abalos ay  matapos na magpalabas ng El Niño alert  ang  state weather bureau  na Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA)  na nagpapakita na maaaring lumutang at maramdaman ang  phenomenon sa susunod na tatlong buwan na maaaring pumalo sa 80% at puwedeng magtagal sa unang quarter ng susunod na taon.
Ayon sa DILG, dapat na ikonsidera ng  local government units (LGUs) ang mga mitigation efforts gaya ng “Urgent enactment of ordinances curbing illegal connections and encouraging prudent water usage, Allowing water concessionaires and water utilities to conduct emergency leak repairs, Lifting of number coding schemes for water tankers used by concessionaires, Implementing and updating existing contingency plans related to El Niño, Stockpiling of relief goods (food and non-food items) for immediate relief assistance at Information, education, and communication campaigns on water leaks, rainwater harvesting and storage, water conservation, and air-conditioning.”
Sinabi ni Abalos  na ang mga hakbang na ito ay maaaring magpagaan sa epekto ng  El Niño sa agrikultura,  water resources, marine resources, human health, at kapaligiran.
“Conserving water is one of the key actions needed to be taken to mitigate effects of El Niño and as public servants, we must set an example. These precautionary steps, albeit small, can make a big difference that can affect our communities,” ang paliwanag ni Abalos.
Hiniling naman ng Kalihim sa mga Alkalde na makipagtulungan sa regional offices ng  Department of Agriculture  para sa “cloud seeding, irrigation, water-saving technology,  paggamit ng  drought-resistant at early-maturing seed varieties, cropping calendar changes.”
Samantala, pinayuhan naman ni Abalos ang Bureau of Fire Protection (BFP)  na iwasan ang hindi kinakailangang pagkuha ng  tubig mula sa  fire hydrants at i-limit lamang ito sa pag-apula sa sunog.
Ang El Niño phenomenon ay  mailalarawan bilang ” abnormal warming of sea surface temperatures in the central and eastern equatorial Pacific Ocean and below-normal rainfall.”
“Recent conditions and model forecasts indicate that El Niño may emerge in the coming season (June-July-August) at 80% probability and may persist until the first quarter of 2024. With this development, the PAGASA El Niño Southern Oscillation (ENSO) Alert and Warning System is now raised to EL NIÑO ALERT,” ayon sa kalatas ng PAGASA.
“When conditions are favorable for the development of El Niño within the next two months at a probability of 70% or more, an El Niño ALERT is issued,” ang paliwanag ng PAGASA.
