DOTr at Land Bank lumagda sa kasunduan para sa transport projects

ISANG kasunduan ang nilagdaan sa pagitan ng Department of Transportation (DOTr) at Land Bank of the Philippines (LBP) tungkol sa anim (6) na proyekto na nauukol sa transport modernization at assistance projects.

 

Kasama sa mga nasabing proyekto ay ang mga sumusunod: North- South Commuter Railway Extension (NSCR-Ex) Appraisal Project; Resettlement Action Plan Entitlements Distribution Mechanism; Distribution of Cash Subsidy to operators of Public Utility Vehicles (PUVs); ang Automatic Fare Collection System-Pilot Production Testing; Support Package for Environment-friendly and Efficiently-Driver (PUV) (SPEED-PUV) Program; at ang Interim Rehabilitation Support to Cush- ion Unfavorably-affected Enterprises by COVID-19 for Better Urban Services (I-RESCUE BUS) Transport Lending Program.

 

Ang pagtutulungan ng LBP at DOTr ay nagawa sa pamamagitan ng paglada sa isang Memorandum of Agreement (MOA) sa pagitan ni DOTr Secretary Arthur Tugade at LBP president and CEO Cecilia Borromeo.

 

“These six (6) programs represent the numerous efforts we have been pushing to improve and enhance the whole public transport system in the country. These programs also show the multiple ways we innovate things for the comfort and convenience of the riding public. They are programs that prove the tremendous support coming from our partner stakeholders, as we carry out various transport initiatives for the Filipino people,” wika ni Tugade.

 

Ayon naman kay Borromeo siya ay nagagalak na magkaron ng pagtutulungan sa pagitan ng LBP at DOTr kung saan bawat isa ay magbibigay ng kanya kanyang galing upang magkaron ng programs na may ligtas, kaaya-aya, maginhawa, mabilis at komportable pagbihaye ng mga commuters. “Our partnership is also in stride with the national government’s effort to address the challenges of COVID-19 pandemic and revitalize the local economy, centered on sustaining the momentum of the Build, Build Build Program. Prioritizing infrastructure projects during this time will help create much needed jobs, attract investments and increase economic activities,” ayon kay Borromeo.

 

Ang DOTr at LBP ay magkasamang magsasagawa ng Pilot Pro- gram Testing of the Automatic Fare Collection System (AFCS). Ang gagawing testing ay gagamitin sa evaluation ng AFCS sa ilalim ng real-time operating condition para sa paghahanda sa full at commercial implementation nito at upang mabigyan and DOTr ng isang “model in writing” na ibibigay sa National Standard para sa pagtatayo ng isang transit payment facility. Para dito, kailangan ang 130 PUVs na pipiliin upang sumali sa nasabing pilot implementation na magsisimula sa first quarter ng 2021.

 

Isa pa rin sa kasunduan ay ang pagkuha ng technical expertise ng LBP upang mag appraise ng properties na affected ng DOTr projects.

 

Ang DOTr, PNR, at LBP ay lumagda din sa MOA upang magkaron ng Resettlement Plan (“RAP”) Entitlement Distribution Mechanism na magbibigay ng timely, orderly, at transparent na non-housing cash entitlements sa ilalim ng Project-Affected Persons of the North-South Commuter Railway Extension Project.

 

Habang ang LBP din ang mamahala sa pagbibigay ng cash sa ilalim ng Pantawid Pasada Program (PPP) fuel cash cards, na makukuha sa Land Bank accounts at iba pang bank accounts via InstaPay o PERSOnet, at over-the-counter payouts.

 

Ang huling MOA na nilagdaan ay para sa SPEED PUV Lending Pro- gram at IRESCUE BUS Transport Lending Program na umaayon sa DOTr’s Public Utility Vehicle Modernization Program (PUVMP) ng pamahalaan.

 

Ang SPEED PUV Program ay magbibigay ng financing sa mga public transport cooperatives o corporations upang palitin nila ang kanilang mga units ng maganda at ligtas na sasakyan. Hanngang noong September 30, 2020 may P737.21M na ang kabuohang loans ang na approved para sa 16 na borrowers sa buong bansa upang bumili ng 407 na modern jeepneys.

 

Mayron namang initial na P3 billion ang LBP para sa bagong project na tinatawag na IRESCUE BUS Transport Lending Program upang suportahan ang mga members ng consortium na siyang napili sa Metro Manila Bus Modernization Program upang bumili ng modern public utility buses.

 

Ang napiling qualified enterprises ay maaring makahiram hanggang 80 percent (80%) ng acquisition cost ng sasakyan na may affordable na fixed interest na 5 percent (5%) per annum sa unang tatlong (3) taon na babayaran hanngang sa maximum na pitong (7) na taon kasama na ang dalawang (2) taong grace period sa principal.
