Health workers emergency allowance, fully paid sa pagtatapos ng 2025 —DBM

TARGET ng Department of Budget and Management (DBM) na plantsahin ang lahat ng hindi pa bayad at kulang para sa Health Emergency Allowance (HEA) sa pagtatapos ng susunod na taon.
Sa isang kalatas, sinabi ng DBM na nangako si Budget Secretary Amenah Pangandaman sa isinagawang public hearing at imbestigasyon ng Senate Committee on Health and Demography, na ang ‘unpaid arrears’ sa HEA ay maisasakatuparang bayaran sa pagtatapos ng 2025.
“The health workers are our priority. The HEA is in the SONA (State of the Nation Address) of our President. Whenever we see each other, he reminds us about it. My promise is, by 2025, it will be fully paid,”ayon sa Kalihim.
Sa ngayon, winika ng DBM na nakapagpalabas na ito ng P91.283 billion para sa Department of Health (DOH) para sa Public Health Emergency Benefits and Allowances (PHEBA) sakop ang lahat ng healthcare workers’ benefits mula 2021 hanggang 2023.
Saklaw ng PHEBA ang Special Risk Allowance (SRA), bayad at maging bilang karagdagang benepisyo gaya ng ‘meal, accommodation, at transportation allowances’ para sa mga healthcare workers.
Sa nasabing halaga, P73.261 billion ang inilaan para sa HEA.
Sa nasabing pagdinig sa Senado, isiniwalat ng Kalihim ang estratehiya ng DBM para bayaran ang natitirang P27.7 billion na atraso para sa HEA.
“The first step involves utilizing a P2.3-billion unprogrammed appropriations (UA) fund contingent upon the collection of excess revenue,” ayon kay Pangandaman sabay sabing We are just awaiting certification from the Bureau of Treasury on excess revenue.”
Noong nakaraang taon, sinabi ng departamento na ang karagdagang P7 billion, kinuha mula sa UA, ay ipinalabas para sa HEA.
Titingnan din ng DBM ang internal budget ng DOH at tukuyin ang posibleng realignment para sa programa.
Idagdag pa, nangako si Pangandaman na ang kinakailangang resources para tugunan ang kakapusan sa HEA ay prayoridad sa pagda-draft ng 2025 National Budget.
Pinasalamatan naman ni Health Secretary Teodoro Herbosa ang Senate Committee on Health at DBM para sa resolusyon sa lahat ng HEA concerns.
“We’ve been able to receive the budget from the DBM from the 2022 and 2023 GAA (General Appropriations Act), and we’ve been able to disburse almost 99%,” ayon kay Herbosa.
Para sa fiscal year 2024, nagpalabas ang DBM ng kabuuang P19.996 billion sa DOH.
Gayunman sinabi ni Herbosa, na mayroong mga hamon sa paggasta sa pondo.
“As for the budget this year, our disbursement rate is only about 48% but the fund is already with us,” aniya pa rin.
Samantala, hinikayat naman ni Pangandaman ang mga healthcare worker representatives na makipagtulungan sa DOH para tiyakin ang maayos na implementasyon at napapanahong pagbabayad sa HEA. (Daris Jose)
