Inter-agency council, binuo para tukuyin ang government lands na angkop para sa mass housing

LUMIKHA ang national government ng isang Inter-agency Coordinating Council na mangangsiwa sa ‘accounting’ at paglikha ng master’s list ng government lands na maaaring gamitin para sa mass housing.

Sinabi ni Department of Human Settlements and Urban Development (DHSUD) Jose Rizalino Acuzar na ang naturang hakbang ay bahagi ng intensyon ng pagpapalabas ng Administrative Order AO 21 na nagbibigay atas sa buong burukrasya para tiyakin ang pinakamainam na gamit ng government lands sa pagsuporta sa nilalayon ng national development.

Ipinaliwanag ng AO ang government lands bilang nakatiwangwang na lupa o abandonadong lupa o iyong hindi na ginagamit para sa layunin kaya ito nakareserba o binili; lupa na mayroong titulo o hanggang ngayon ay wala pang titulo sa ilalim ng pangalan ng gobyerno at ibang lupa na itinakda ng AO.

“In the AO, all hands that we need are already onboard. We are giving our full attention to come up with the Master List the soonest so that we can identify the areas that are suitable for housing and immediately consider it for Pambansang Pabahay,” ayon kay Acuzar.

Sinabi ni Acuzar na ang Inter-agency Coordinating Council is co-chaired ng DHSUD at Department of Environment and Natural Resources (DENR), kung saan ang pinuno ng Department of Agrarian Reform (DAR) bilang vice chairperson. Ang mga miyembro ng ahensiya ay kinabibilangan ng Departments of the Interior and Local Government, Agriculture, Justice, at Information and Communications Technology (DICT); Office of the Executive Secretary; Office of the Solicitor General; Land Registration Authority; at Commission on Higher Education.

Primarily, maghahanda naman ang coordinating council at magsusumite sa Pangulo ng isang digital Master List ng government lands, at mag-update ng kahalintulad kung kinakailangan.

Maaaring ipakita sa listahan ang lokasyon ng lupa, kabuuang lugar, property classification, kasalukuyang aktuwal na paggamit, bukod sa iba pa at iba pang kaugnay na impormasyon.

“The council is also directed to ensure the timely submission of land inventories by government offices, as well as the integrity, completeness and accuracy of the data. With DICT, the council will study, formulate and implement a mechanism for the digitalization of the Master List,” ayon kay Acuzar.

Winika pa nito na ang DENR – Land Management Bureau (LMB), bilang coordinating council’s secretariat ay inaatasan na magkaloob ng administrative at technical support, habang ng burukrsya ay magsisilbi bilang repository ng lahat ng dokumento at impormasyon na may kinalaman sa Master List.

Ang coordinating council ay inatasan na bumalangkas ng ‘implementing guidelines’ ng AO, nagpapakita na ang format ng Master List at ang proseso at mekanismo para sa pag-uulat at pagsusumite ng kani-kanilang inventory ng government offices kasama ang tungkulin ng land identification at inventory.

“Within 60 days from the effectivity of the implementing guidelines, all national government agencies and instrumentalities are directed to prepare and submit to the council through the DENR-LMB a complete inventory of lands in their possession,” ayon kay Acuzar.

Samantala, ang DHSUD at DENR-LMB ay makikipag-ugnayan sa local government units para sa gagawing pagsusumite ng huli alinsunod sa Republic Act 7279. (Daris Jose)
