IRR ng vintage vehicle law nilagdaan

NILAGDAAN kamakailan lamang ni Land Transportation Office (LTO) assistant secretary Jose Arturo Tugade ang implementing rules and regulations o ang IRR ng Republic Act 11698 o ang mas kilalang Vintage Vehicle Regulation Act.

Noong nakaraang April pa naging effective ang nasabing batas na naglalayon na maprotektahan at maitaguyod ang vehicle heritage ng bansa sa pamamagitan ng paglalagay ng regulatory policies upang magkaron ng preservation, maintenance, occasional na paggamit nito at ang pagkakaron na marehistro ang vintage vehicles.

Nakasaad sa batas na dapat ang mga vintage vehicles ay may 40 years o mas matanda pa mula sa taon ng manufacture nito.

Sa ilalim ng 26 na pahina ng IRR ng Vintage Vehicle Regulation Act ay pinagbabawal ang paggamit nito na may commercial purposes maliban na lamang kung ito ay gagamitin para sa motion pictures, advertisements, pictorials, weddings at motorcades.

“A registered vintage vehicle must not be used as a public utility vehicle, or for the commercial transport of persons or goods, including as a vehicle accredited with and operating through transport network corporations,” ayon sa IRR.

Kasama rin sa IRR na ang mga vintage vehicles ay hindi kinakailangan na masunod ang anti-pollution, safety, road use at ibang standards na hindi pa ipanatutupad noong ito ay gawin kahit na rin gawing conditions ito sa kanilang rehistro o gamitin sa mga public roads.

“The prohibition on the importation, registration and use of right-hand drive vehicles under Section 1 of RA 8506 must not apply to vintage vehicles manufactured on or before Dec. 31, 1970. As a general rule, a vintage vehicle applying for registration or renewal shall be subject to inspection to determine whether it is unsightly, unsafe, improperly equipped, otherwise unfit to be operated in public highways based on the standards that were in force at the time of its manufacture, and to ensure its conformity on period specification and permitted modifications,” saad sa Section 3 ng IRR.

Ang mga restoration shops at kumpanya na accredited ng Department of Trade and Industry (DTI) na maging service at repair enterprise para sa mga vintage vehicles ay may fiscal at tax incentives.

Ang LTO naman ay siyang binigyan ng mandatu na gumawa at magmentina ng isang national database na listahan ng mga vintage vehicles sa buong bansa.

Upang suportahan ang local restoration industry, ang LTO ang siyang magtatago ng database ng mga authorized at licensed shops na may kinalaman sa mga repairs ng vintage vehicles o di kaya ay yoong siyang manufacturer ng spare parts at replacement parts nito maging pribadong asosasyon at interestadong grupo.  LASACMAR
