Locsin, binuweltahan si Duque: ‘Don’t ever question my motives’

SINITA ni Foreign Secretary Teodoro Locsin Jr. si Health chief Francisco Duque nang pasinungalingan ng huli na nawala ang oportunidad ng Pilipinas na makakuha ng milyong “vaccine syringes” mula sa Estados Unidos.

 

Sinabi ni Duque na ang kasunduan na makabili ang Pilipinas ng 50 milyong syringes mula sa Estados Unidos ay nabasura dahil sa usapin ng overpriced.

 

“Don’t ever, Duque, ever question my motives,” ayon kay Locsin, sa kanyang Twitter, araw ng Linggo.

 

Ani Locsin, “the government, dropped the ball again” nang mabigo itong makakuha ng syringes.

 

Ang sagot naman ni Duque, inalok sila ng P411.5 million para sa 50 milyong syringes kung saan P2.38 ang bawat isang syringe na giit ng Kalihim ay lampas sa inilaang pondo ng pamahalaan.

 

Aniya pa, isang paglabag sa RA 9184 o Government Procurement Reform Act kapag itinuloy ang naturang kasunduan.

 

“Wala, wala ‘yun, hindi totoo ‘yun. Kasinungalingan ‘yun, puro kasinungalingan ‘yun. Hindi totoo ‘yan ,” ayon kay Duque.

 

“Ang gusto ni Locsin, sumunod kami sa gusto nung supplier na presyo. Ay hindi naman pwede ‘yun. Hindi naman kami gago para gawin ‘yun. Meron tayong batas diyan: Republic Act 9184,” dagdag na pahayag nito.

 

“Walang katuturan ‘yung sinasabi niya. Unang-una, nag-back out ka kasi hindi nga maka-supply at that budget, bakit naman kami susunod doon, e di ma-ga-graft naman kami,” ang pahayag ng Kalihim.

 

Ang resbak naman ni Locsin, ang alok ng Health Department na 4.7 sentimo kada syringe ay “hallucinatory.”

 

Aniya pa, hindi ipinaliwanag mabuti ni Duque ang kanyang dahilan sa pagtanggi sa kontrata.

 

“Just respond to the offer professionally on the right not junior level, say no and explain why. The offeror answered back devastatingly,” ayon kay Locsin.

 

“I was assured it was being handled professionally and would be disposed of on a factual basis and not by pakiusap or tago ng tago,” aniya pa rin.

 

Matatandaang, hindi man binanggit ang pangalan ni Duque, nasabi na ni Locsin noong Disyembre ng nakaraang taon na mayroong isang tao na nag-“dropped the ball” na makakuha ng delivery ng Pfizer-BioNTech vaccines sa Pilipinas para sa buwan ng Enero.
