Paglilinaw ng DBM… Pagpapalabas ng performance-based bonus, magpapatuloy

NAGPALABAS ng paglilinaw ang Department of Budget and Management (DBM) matapos na ipag-utos ni  Pangulong Ferdinand Marcos Jr. ang suspensyon ng Results-Based Performance  Management System (RBPMS) at Performance-Based Incentive (PBI) System.

Upang bigyang-linaw ang concern na ito na nagmula sa pagpapalabas ng   Executive Order No. 61, sinabi ng DBM na  “release of the 2022 and 2023 performance-based incentives to qualified government workers in the government will proceed.”

Nakasaad kasi sa EO No. 61, suspendido ang implementasyon  ng Administrative Order No. 25 (s. 2011) at  EO No. 80 (s. 2012).

Itinatag naman ng AO No. 25 ang “unified at integrated” RBPMS sa lahat ng departmento at ahensiya sa loob ng  ehekutibong sangay ng gobyerno.

“EO 80 adopted the PBI System —which consisted of a Productivity  Enhancement Incentive (PEI) and the Performance-Based Bonus (PBB) aimed at motivating higher performance, greater accountability in the public sector, and ensuring the accomplishment of government commitments and  targets,” ayon sa DBM.

Sinabi pa ng  DBM na hangad ng  EO No. 60 na rebisahing mabuti ang RBPM at PBI systems ng gobyerno “in order to harmonize, streamline and make the process of releasing personnel incentives more efficient and timely.”

Sa kanyang pinakabagong EO, ipinag-utos ni Pangulong Marcos ang masusing pag-aaral sa  RPB at PBI systems dahil pinaniniwalaang may “duplicative” at “redundant” sa internal at external performance audit at evaluation systems ng government.”

Ang dalawang sistema ay kulang sa review mechanism  “leading to the accumulation of rules, regulations, and issuances from the Inter-Agency Task Force (IATF) on the Harmonization of National Government  Performance Monitoring, Information, and Reporting Systems.”

“Under the EO, possible refinements may be made for the more efficient and streamlined release of the 2023 PBB,” ayon sa DBM.

Idinagdag pa ng  Budget Department na ang budget allocation para sa 2024 PEI ay naipalabas na sa mga ahensiya at dapat lamang na magpatuloy

“Meanwhile, the Fiscal Year 2025 PEI shall also be included in the National Expenditure Program,” ayon sa DBM.

Sinabi pa ng DBM na hangad ni Pangulong Marcos na ireporma ang  government performance evaluation process at incentives system tungo sa mas “responsive, efficient, agile,  at competent bureaucracy sa pamamagitan ng pagpapalabas ng  EO No. 60. (Daris Jose)
