Panukalang P5.2-T nat’l budget para sa 2023, isusumite sa Kongreso sa Aug. 22 – DBM

ISUSUMITE ng Department of Budget and Management (DBM) sa Kongreso ang panukalang P5.2-T national budget para sa 2023 sa Agosto 22, 2022.
“We will submit the budget to Congress on August 22,” ayon kay Budget Secretary Amenah Pangandaman sa isang press conference kasunod ng Development Budget Coordination Committee (DBCC) meeting.
Ang Pangulo, alinsunod aniya kasi sa Seksyon 22, Artikulo VII ng Konstitusyon ay dapat na magsumite ng panukalang national budget sa Kongreso sa loob ng 30 araw mula sa pagbubukas ng regular session ng Kongreso.
Ang 19th Congress ay nakatakdang magbukas sa Hulyo 25, araw ng unang Ulat sa Bayan ni Pangulong Ferdinand “Bongbong” Marcos Jr.
Nangangahulugan na ang DBM ay mayroong hanggang Agosto 24 para isumite sa mga mambabatas ang panukalang budget para sa 2023.
Sinabi ni Pangandaman na ima-maximize ng DBM ang timeline na nakasaad sa Saligang Batas “to give way and accommodate for the priority projects of the new Cabinet secretaries.”
Nauna rito, sinabi ng administrasyong Marcos na ia-adopt nito ang budget ceiling na itinakda ng nagdaang administrasyon dahil layon nito na isumite ang full-year budget sa Kongreso, dalawang araw bago ang constitutional deadline.
“As discussed during the DBCC meeting, we will stick with the P5.2 trillion as previously announced,” ayon kay Pangandaman.
Ang DBCC ng administrasyong Duterte ay nagtakda ng 2023 budget ceiling na P5.268 trillion.
Sa kabilang dako, sinabi naman ni dating Department of Budget and Management (DBM) officer-in-charge Tina Canda na kailangang sumunod ang administrasyong Marcos sa P5.268-trillion budget ceiling “for prudent fiscal management.”
Samantala, sinabi ni Pangandaman na nakatuon ang panukalang 2023 national budget sa “agricultural and food security, climate change adaptation, economic recovery, improved healthcare and education, enhanced infrastructure projects including digital infrastructure, utilization of renewable energy sources, strengthened tourism and jobs creation at sustainable development, among others.” (Daris Jose)
