PBBM, oks sa paglikha ng single operating system para sa lahat ng gov’t transactions

APRUBADO ni  Pangulong  Ferdinand R. Marcos Jr. ang paglikha ng single operating system para sa lahat ng transaksyon sa gobyerno upang matiyak ang mabilis na pagnenegosyo sa bansa.

 

 

Sa isinagawang sectoral meeting on improving bureaucratic efficiency,  sinabi ni Pangulong  Marcos  na dapat na ikonsidera ng iba’t ibang ahensiya na nagta-trabaho sa code o polisya ang pagkakaiba sa pagitan ng national bureaucracy at iba- ibang  local government units (LGUs).

 

 

“There are technological reasons, as well as political and local considerations to comply with the law and the government has to deal with those issues,” ayon sa Pangulo.

 

 

“I think it may help when you’re writing the code or when you’re putting the system together, you’re going to have to think about the differences between the national bureaucracy and the different LGUs,” dagdag na pahayag ng Chief Executive.

 

 

“Those are the things that we still work with. The questions we were trying to bring it down to that level, and the local governments are really part of that thing. You’ve seen how it can happen. That’s what we need to address,” giit nito.

 

 

Sinabi naman ng mga opisyal ng pamahalaan na nakipagpulong kay Pangulong Marcos na iyon ang dahilan kung bakit ang Department of Information and Communications Technology (DICT) at  Anti-Red Tape Authority (ARTA) ay “are now mapping the processes of different agencies so they can be able to collate them in a single system.”

 

 

Kahit maging ang LGUs, ayon sa mga ito, ay saklaw ng “ease of doing business law,” partikular na ang nasa ilalim ng Section 11, “which requires them to set up and traditionalize electronic business one-stop-shop, which will standardize LGU requirements.”

 

 

Sa kabilang dako, inatasan din ng Pangulo ang DICT at ARTA na tulungan ang LGUs sa pag-adopt ng  Business Permits and Licensing Systems in All Cities and Municipalities (BPLS) system.

 

 

Sinabi naman ng mga opisyal na nagsagawa sila ng stakeholder consultations  kasama ang lahat ng ahensiya ng pamahalaan na tingnan ang kanilang “processes and requirements” na may layuning hikayatin ang mga ito na gumamit ng unified application form, iugnay ang mga ito sa network na nagtayo ng “one-stop-shop.”

 

 

Ang panukala, ayon sa mga ito ay palawigin ang sakop o saklaw sa ibang uri ng negosyo gaya ng ginawa ng Department of Trade and Industry (DTI) sa paglikha ng isang one-stop-shop for big-ticket investments.

 

 

Sinabi naman ng mga opisyal mula sa nasabing ahensiya na tinitingan nilang pagsama-samahin ang lahat ng proseso para sa  migrant workers, maritime, at maging sa shipping industries, tinuran din ng mga ito ang “improvement at ang mga proseso sa pamamagitan ng pagsama-samahin ang lahat ng  government processes sa pamamagitan ng data sharing.

 

 

“The best way to reduce requirements and processing time,  is for government agencies to adopt data sharing so that documents submitted in one agency should no longer be required in another agency,” ayon sa mga ito.

 

 

Upang masiguro na mapalakas pa ang implementasyon ng “streamlining and digitalization initiatives”, nag-request ang ARTA  na aprubahan ang panukalang rebisyon ng Executive Order No. 482, serye ng 2005,  upang maging responsive o tumugon ito sa kasalukuyang situwasyon at pagpapalabas ng kinauukulang Administrative Orders and EOs.

 

 

“And to ensure the administration’s efforts in streamlining and improving the efficiency of government services, the government, through the Ease of Doing Business (EODB) program, is carrying out TradeNet, Manual for the Reengineering of Business Permits and Licensing Systems in All Cities and Municipalities (BPLS Manual) and Streamlined Guidelines for the Issuance of Permits, Licenses, and Certificates for the Construction of Shared Passive Telecommunications Tower Infrastructure (PTTIs),” ayon sa Malakanyang.

 

 

Samantala,  kabilang naman sa mga nakipagpulong sa Pangulo ay sina DTI Secretary Alfredo Pascual, Interior and Local Government Secretary Benjamin Abalos Jr., Information and Communications Technology Undersecretary David Almirol Jr., ARTA Director General Ernesto Perez at Customs Commissioner Bienvenido Rubio.  (Daris Jose)
