PBBM, ipinag-utos ang pagbibigay ng insentibo, rice allowance sa mga empleyado ng gobyerno

IPINAG-UTOS  ni Pangulong Ferdinand R. Marcos Jr. sa mga awtoridad ang pagbibigay ng one-time service recognition incentive na may  uniform rate na hindi lalagpas sa  P20,000 para sa  executive department personnel.

Nagpalabas ang Pangulo ng administrative orders  na naglalayong magbigay ng  service recognition incentive (SRI) para sa mga empleyado  sa executive department at maging  one-time rice allowance sa lahat ng  government employees para ngayong taon.

Ang mga ‘entitled’ na makatatanggap ng nasabing insentibo ay ang  civilian personnel sa national government agencies (NGAs), mga nasa  state universities and colleges (SUCs), government-owned or controlled corporations (GOCCs), regular, contractual o casual employees, mga miyembro ng military at kapulisan at maging ang  fire at jail personnel sa ilalim ng  Department of the Interior and Local Government (DILG).

Ang mga tauhan naman mula sa  Bureau of Corrections (BuCor), Philippine Coast Guard (PCG), at National Mapping and Resource Information Authority (NAMRIA) ay entitled din na makakuha ng service recognition incentive.

Base sa kautusan ng Pangulo, ang mga empleyado ng dalawang Kapulungan ng Kongreso, Hudikatura, Office of the Ombudsman at Constitutional offices ay mabibigyan din ng  one-time SRI ng kani-kanilang  ‘heads of offices’ na may uniform rate na hindi lalagpas ng P20,000.

Ang mga empleyado sa  local government units (LGUs), kabilang na ang mga nasa  barangay, ay maaaring makatanggap ng insentibo depende sa  financial capability ng LGU, “subject to limitation” sa LGU budget sa ilalim ng  Local Government Code of 1991.

Ang insentibo naman para sa  NGAs, SUCs, at military at uniformed personnel ay popondohan ng  available na ipinalabas na   Personnel Services (PS) allotment sa ilalim nh Republic Act No. 11639 o 2022 national budget.

Samantala, nagpalabas din si Pangulong Marcos ng kautusan na nagbibigay kapangyarihan na magbigay ng  one-time rice assistance sa mga  government personnel.

“Those who are entitled to receive the rice subsidy include civilian personnel in NGAs, including those in SUCs, GOCCs, government financial institutions (GFIs), government instrumentalities with corporate powers, and government corporate entities occupying regular, contractual or casual positions,” ayon sa kautusan.

“Military, police, fire and jail personnel are also entitled to receive the rice assistance,’ ayon sa ulat.

Makatatanggap din ng suporta ang mga empleyado ng  Bucor, PCG, at NAMRIA.

“The order also authorizes the release of the assistance to individuals and groups of people whose services are engaged through job orders (JO), contracts of service (COS) or other similarly situated working arrangement defined under a Commission on Audit’s circular order,” ayon sa ulat.

Ang rice assistance para sa  NGAs, military at uniformed personnel ay popondohan ng   Contingent Fund sa ilalim ng  R.A. No. 11639.

Para sa  GOCCs, ang pondo ay huhugutin mula sa kani-kanilang inaprubahang  operating budgets para sa  fiscal year 2022.  (Daris Jose)
