194 infra projects, ibinida ng mga eco managers ng administrasyong Marcos sa Singapore

IBINIDA ng economic managers ni Pangulong Ferdinand Marcos Jr.,  sa  Philippine Economic Briefing sa Singapore ang 194 infrastructure flagship projects  na nagkakahalaga ng P8.3 trillion sa ilalim ng Build Better More program ng administrasyong Marcos.

 

 

Kabilang dito ang mga proyektong may kinalaman sa physical  connectivity, water resources at agrikultura.

 

 

Mahigit kalahati nito ay popondohan ng Official Development Assistance (ODA) habang may  30% naman ay popondohan sa pamamagitan ng  Public-Private Partnerships.

 

 

At may bahagi rin ng mga proyekto ay popondohan sa pamamagitan ng Maharlika Investment Fund (MIF).

 

 

“We want the Maharlika Fund to be able to finance some of them, not all of them, okay? We have identified another source of funding for this very important infrastructure project that will make a difference in the landscape of the Philippine economy,” ayon kay Finance Secretary Benjamin Diokno.

 

 

“We will graduate into an upper-middle-income country soon, maybe in a year or two, and that means we will not be entitled to the same ODA funding so that is another source of funds,” dagdag na wika ni Diokno.

 

 

Para naman kay National Economic and Development Authority (NEDA) Secretary Arsenio Balisacan, sinabi nito na ang layunin ng administrasyon na gawing  upper-middle income economy ang bansa ay maaaring makamit sa  2025.

 

 

Isa aniya sa tamang daan para makamit ito ay ang mang-akit pa ng mas maraming investors.

 

 

“One thing he [President Ferdinand “Bongbong” Marcos Jr.] noticed was that among ASEAN, among our dynamic neighbors, the Philippines has the lowest number of bilateral trade relations. What the president wants is to rapidly expand that,” ani Balisacan.

 

 

Sa kabilang dako, sa ilalim ng updated standards ng World Bank, ang isang  upper middle-income economy  ay mayroong gross national income (GNI) per capita sa pagitan ng $4,046 at $12,535.

 

 

Taong 2019, ang Pilipinas ay nasa kategorya bilang lower-middle-income country na may GNI per capita sa pagitan ng $1,006 at $3,955.

 

 

Samantala, sinabi naman ni  Department of Budget and Management Secretary Amenah Pangandaman  na ang administrasyon ay maglalaan ng sapat na pondo para sa “struggling sectors.”

 

 

“We have allocated much of the budget to social transformation, meaning, education will corner 17% of the budget, the health sector will get a boost of 19%, and food security, increased by 30%. Social protection, to ensure no one is left behind in terms of cash assistance and cash programs,” ayon sa Kalihim.

 

 

Sa ngayon, hindi pa rin nilalagdaan ng Pangulo ang  MIF bill upang maging ganap na batas na ito,  na mage-establisa sa bansa bilang “first sovereign wealth fund.”

 

 

May ilang ekonomista naman ang nagpahayag ng kanilang alalahanin ukol sa panukalang pondo, sinasabing hindi malinaw ang nilalayon nito at mapapansin ang ilang pagkalito hinggil sa kung saan huhugutin ang pondo na gagamtin. (Daris Jose)
