Smoke emission test kailangan pa rin sa LTO

Nilinaw ng Malacanang na kailangan pa rin ang smoke emission test kahit na hindi na mandatory ang Motor Vehicle Inspection System (MVIS) sa pagrerehistro at renewal ng sasakyan sa Land Transportation Office (LTO).

“We have just a clarification. While the President said that motor vehicle inspection must be suspended, there is still a need to submit either the emission clearance or MVIS. This is how it goes: you can choose from two options – the emission test or MVIS. You can’t reject both. Because of the appeal of the President appeal, MVIS won’t increase fees,” paglilinaw ni presidential spokesman Harry Roque, Jr.

Ang mga bagong adjusted fees na sisingilin ng PMVIC ay nakapako sa P600 para sa light vehicle, P500 sa motorcycles, at P300 para sa public utility jeepneys. Ang mga nasabing fees ay kaparehas na ng sinisingil ng mga PETCs.

Dati rati ang kailangan lamang para sa rehistro ng sasakyan ay ang certificate of compliance sa Clean Air Act sa pamamagitan ng smoke emission testing na ginagawa ng mga private emission testing centers (PETCs).

Dahil sa pagkakaron na ngayon ng private motor vehicle inspection centers (MVICs), ang mga sasakyan ay maari rin na dumaan sa automated three-stage system na may 73 inspection points bago sila maging roadworthy at eligible na tumakbo.

Ang motorista ay maaaring pumili kung ang gusto nila ay emission testing clearance the galing sa private emission testing center o di kaya ay ang certificate na galing sa accredited na pribadong motor vehicle inspection centers (MPVICs).

Sinabi naman ni Department of Transportation (DOTr) Assistant Secretary Goddess Libiran na tatangapin ng LTO ang certificates o di kaya ay resulta na galing sa PETCs o kaya ay mula sa PMVICs.

“Inspection certificates are still required prior to registration of motor vehicles. This means that before you get your car registered, you will have the option to have it inspected either in a PETC or in a PMVIC. What is not mandatory is the inspection in PMVICs only,” saad ni Libiran.

Nilinaw din ni Libiran na kung ano na ang magiging gamit ng PMVIC kung ito ay hindi na mandatory at kanyang sinagot  na kailangan ang mga centers upang matiyak na roadworthy at safe ang mga sasakyan.

Ayon naman kay LTO chief Edgar Galvante na hindi nila sinasabi na inferior ang mga PETCs. Ang mga ito ay ang tinitingnan lamang ay ang emission samantalang ang mga MVICs ay tinitingnan ang buong performance ng sasakyan kaya’t hindi sila parehas ng serbisyo na binibigay.

“So our request to motorists is to submit their vehicle for total check-up or a full systems check for the same amount of money you pay in PETCs,” dagdag ni Galvante.  (LASACMAR)
