“BE BOLD, BE BRAVE, BE GRAND” para gawing makatotohanan ang “BAGONG PILIPINAS”

HINIKAYAT ni Pangulong Ferdinand R. Marcos Jr. sa mga lokal na opisyal na binubuo ng League of Municipalities (LMPs) na ipagpatuloy lamang ang pakikipagtulungan at makatrabaho ang gobyerno upang maging makatotohanan ang Bagong Pilipinas.

Binigyang diin ng Pangulo ang kahalagahan ng pinag-isang aksyon upang makamit ang Sustainable Development Goals (SDGs) ng Pilipinas.

“Mayor JB and to the whole LMP, let us continue to work tirelessly towards making Bagong Pilipinas a reality, one municipality at a time,” ayon sa Pangulo, tinukoy si LMP National President, La Paz, Abra Mayor Joseph Bernos.

Ang pahayag na ito ng Pangulo ay sinabi niya sa LMP’s 2024 General Assembly na idinaos sa Pasay City kung saan ay kinilala niya ang mahalagang papel ng mga municipal mayor sa pagpapaunlad at pagtataguyod sa bansa sa ilalim ng “Bagong Pilipinas” campaign.

Sa naging talumpati ng Chief Executive, ipinaabot ng Pangulo ang kanyang pasasalamat sa LMP sa pagsama sa kanya na manawagan para sa isang “united and undivided nation” habang binigyang diin ang mahalagang papel ng Local Government Units (LGUs) sa pagbibigay ng public service.

Winika naman ng Pangulo na siya ay isang “firm believer” na ang mga alkalde ay mga unang responders at nagsisilbi hindi lamang bilang “last outposts of government” kundi frontliners ng government services.

“Municipalities are not mere implementors of national progress because you too can initiate your own programs. Municipalities should not be treated as passive receivers of projects from the National Government. You must actively incubate your own initiatives, your own projects,” ayon sa Pangulo.

“Programs developed by municipalities from below, by leaders who know the conditions on the ground, are better than those policies that are dictated from above, from the ivory towers, from the height of the halls of power because you understand the situation in your area better than anybody else. And that is why, I believe that many policies must rise bottom up, not all must flow top down,” dagdag na pahayag nito.

Tinuran pa ng Punong Ehekutibo na kailangang tingnan ng LGUs ang 17 Sustainable Development Goals (SDGs) bilang “collective efforts” sa pagitan ng lokal na pamahalaan at national government.

Binigyang diin pa rin ng Pangulo na ang “united government” ay isang commitment sa mga mamamayang Filipino.

“It is our commitment to solving the problems of today, while ensuring a better tomorrow,” aniya pa rin.

Samantala, pinuri naman ni Pangulong Marcos ang mga municipal mayor para sa kanilang “clearer lens to craft and implement programs” nakahanay sa nilalayon ng SDG na ayusin ang mga buhay. Kabilang ang promosyon ng partisipasyon ng komunidad at pangalagaan ang citizen empowerment patungo sa kaunlaran.

“You are on the frontlines of action.  You are our invaluable partners in this endeavor for sustainable growth.  So, to be clear — we are not just pumping you up so that to delegate you all responsibility of governance.  This Administration remains committed to achieving these SDGs,” ayon sa Pangulo.

Ngayong 2024, nakatakdang gumastos ang National Government ng P2.09 trillion sa social services. Samantalang, may kabuuang P457.41 billion ang gagastusin naman para sa climate change expenditures, kabilang na ang P373.45 billion para sa water security; P18.19 billion para sa sustainable energy; at P6.48 billion para sa environmental at ecological stability.

Muling inulit naman ng Pangulo na “securing the future of the present and future generations, requires “brave, bold visions and bold action,” deserving of functional and substantial projects, stressing that “mandates should not be wasted on petty things” subalit “should be used for grand things.” (Daris Jose)
