DILG, hinikayat ang LGUs na maghigpit sa pag-iisyu ng PWD IDs

Hinikayat ni Interior Secretary Eduardo Año ang lokal na pamahalaan na mas maging mahigpit sa pagpapatupad ng pag-iisyu ng identification cards para sa persons with disabilities.

“Maganda ang intensyon ng batas pero mayroong mga taong gustong abusuhin ang pribilehiyong ibinibigay sa mga tunay na PWDs. LGUs should, therefore, be wary of such individuals who want to secure a PWD ID even if they are not entitled to PWD privileges,” lahad ni Año.

Giit pa rito, dapat lamang iisyu ang PWD IDs sa may mga long-term physical, mental, intellectual, o sensory impairment kung saan isinasaad na “which may hinder their full, effective, and equal participation in society pursuant to the United Nations Convention.”

Sa ilalim ng Republic Act No. 10754, ibinibigay sa PWDs ang 20% discounts, exemption sa value-added tax (VAT), 5% discount sa basic necessities at prime commodities, at express lanes sa commercial at government transactions.

“Hindi dapat magpatuloy ang ganitong pamemeke at pang-aabuso sa paggamit ng PWD IDs dahil baka mabangkarote pa ang mga business establishment lalo na ngayong panahon ng COVID-19,” lahad pa nito.

Samantala, nanawagan si Año called sa mga business establishment na ireport ang paggamit ng mga pekeng PWD IDs sa pulis.

“Kung walang magre-report, hindi natin mapipigilan ang ganitong panggugulang. We, therefore, urge business establishments to come forward if they encounter PWD impersonators with IDs so that authorities can act accordingly.” (Bishop Jesus “Jemba” M. Basco)
