Economic managers suportado ang ‘ayuda’, binasura ang suspensiyon ng fuel excise tax

TUTOL ang mga economic managers  ng administrasyon ni Pangulong Ferdinand Marcos Jr., sa panukalang suspendhin ang excise tax sa petroleum products sa gitna ng tumaas na presyo nito.

Naniniwala ang mga ito na maaaring makapagbigay ito ng negatibong epekto sa ekonomiya.

Sa halip, isinusulong ng economic team ang target na pagtulong sa ‘vulnerable sectors.’

Sinabi ni Socioeconomic Planning Secretary Arsenio Balisacan na ang month-long suspension ng fuel excise tax ay “very dangerous.”

“It’s quite inequitable. It’s quite a risk to our fiscal program. There are better ways of protecting the poor and vulnerable. We’d rather have the assistance program for the poor, for the jeepney drivers, tricycle drivers, than having a universal subsidy that tends to benefit disproportionately the rich,” ang pahayag nito sa isang panayam matapos ang budget hearing ng NEDA sa Mababang Kapulungan ng Kongreso.

“Once you put it in place, it’s very difficult to remove it, because policies like that are populist,” dagdag na pahayag ni Balisacan.

“In the past, we have unsustainable deficits because of programs like that. It led to high interest rates, it led to a slowdown of the economy, and lower growth, therefore, lower investments. Even the middle class will be hurt in the longer term,” aniya pa rin.

Sa kabilang dako, nagbabala naman si Finance Secretary Benjamin Diokno  na mawawalan ng bilyong piso ang gobyerno sa buwis, kung sususpendihin ang VAT at  excise tax sa langis.

Winika ni Diokno na ang revenue losses ay maaaring umabot sa P72.6 billion para sa huling quarter ng taon  o 0.3% ng Gross Domestic Product (GDP) ng bansa.

Sa isinagawang plenary deliberations sa panukalang 2024 budget ng DoF sa Kongreso, may ilang mambabatas ang nagsulong ng suspensiyon ng fuel excise tax habang ang pump prices ay tumaas  para sa 11th consecutive week.

Inulit naman ni Sultan Kudarat 2nd District Representative Horacio Suansing Jr., budget sponsor ng DoF ang posisyon ni Diokno.

“Hindi ba kinonsider ‘yung magiging domino effect naman nito sa ating mahihirap? Kasi pag bumaba ang presyo ng langis, ang transportation, iba pang utilities, maaapektuhan dito. Magdo-domino effect yan sa mga presyo ng products and agricultural products. Did you not consider that it would be advantageous to our poor sector?”ang tanong ni  ACT Teachers Party List Rep. France Castro.

“The intention of the pronouncement of the Secretary of Finance is that we should not suspend the collection of these excise taxes. What he wants is to provide targeted relief to vulnerable sectors. So magbibigay tayo ng UCT, targeted cash aid or fuel subsidies to the bottom 50% households or members of transport sectors, para ang benepisyo ma-deretso sa lower 50% ng population. Para hindi magka benepisyo ‘yung upper 10% of te population,” ang tugon naman ni Suansing. (Daris Jose)
