HB 5402: Senior’s discount sa traffic fines, minungkahi

Ang House Bill 5402 ay inihainsamababangkapulunganupangmabigyan ng diskwento ang mga senior citizens ng 20 porsiento kung sakalisila ay mahulisamga traffic violations.
Si Rep. Dan Fernandez ng distrito ng Sta. Rosa City sa Laguna ang naghain ng nasabing HB.Ang HB 5402 ay naglalayonnaamendyahan ang Senior Citizens Act of 2003 (RA 7432).
“In furtherance of the laudable Filipino consciousness that our elderlies still much to contribute to nation-building this bill further accords our senior citizen-drivers the privilege of enjoying a discount of 20 percent on traffic fines that may be imposed upon them,” wikani Fernandez.
Ayon sa kanya ang mga senior citizens ay mahinana ang mga reflexes, instinct at skills sapagmamanehokumaparanoongsila ay bata pa. Dagdag pa niyanahindina sharp ang kanilangisip tungkongsapagmamaneho kung kaya’tsila ay vulnerable ngmagkamali.
Pinaliwanag din ni Fernandez na ang mga senior citizens ay nagmamaneho pa rinkahitnasila ay may advanced age dahilnarinsamadamingkadahilanan.
“Elderly Filipinos driving jeeps and cabs are still common sights on the road. Many seniors also drive their grandchildren to schools, in reporting for work or simply as designated driver of the family,” saadni Fernandez.
Sinabirinniyana ang diskwento ay kinakailanganlalona kung ang mga seniors ay umaasalamangsapagmamaneho ng mgapampublikongsasakyan kung saanito ay kanilangpinagkukunan ng pagkakakitaan at kabuhayan.
“Given the usual small amount of such charges or fines, it may be argued that whatever revenue loss to the government that might arise from the proposed discount, this would be far outweighed by the benefit of promoting the welafe and morale of our senior citizens,” wikani Fernandez.
Ang nasabing HB 5402 ay nakapaloob ang lahat ng mgamultasamga traffic violations napinapataw ng national government agencies at local government units.
Inuutusan ng HB 5402 ang Land Transportation Office (LTO) at ang Chairman ng Metropolitan Manila Development Authority (MMDA) nagumawa ng implementing rules at regulations kapagnaisabatasna ang nasabing bill.
Sa kabilangdako naman, si veteran election lawyer Romulo-Macalintalnaisang senior citizen ay nanawagansamgamambabatasnamulingihain ang HB 9544 ni dating congressman Lito Atienza kung saannaglalayonnamabigyan ng diskwento ang mga senior citizens kung sila ay gagamit ng mga expressways.
