NEDA board, nagbigay ng go signal para sa P170.6B NAIA rehab

INAPRUBAHAN ng National Economic and Development Authority (NEDA) Board ang P170.6-billion Ninoy Aquino International Airport (NAIA) rehabilitation project.
Sinabi ni Socioeconomic Planning Secretary Arsenio Balisacan na ang  “solicited proposal to rehabilitate, operate, expand and transfer the NAIA” project  ay isasagawa sa ilalim ng  public-private partnership (PPP) scheme.
Ang nasabing proyekto, sa ilalim ng  Department of Transportation at Manila International Airport Authority (MIAC), nagkakahalaga ng P170.6 billion ay isasagawa sa pamamagitan ng public-private partnership (PPP).
“This initiative seeks to address long-standing issues at NAIA, including inadequate capacity and restricted aircraft movement,” dagdag na wika ni Balisacan.
Layon ng proyekto na itaas ang annual airport capacity mula  35 million  ay maging  62 milyong pasahero, palakasin ang  air traffic movement, at i- improve ang overall passenger experience at service quality.
“This also includes the improvement of all passenger terminals in NAIA and all its facilities, including those that have previously caused inconvenience,” paglilinaw ni  Balisacan.
Inaasahan naman na magsisimula ang proyekto sa taong 2024.
Ang  NAIA PPP project ay mayroong concession period na  15 taon at karagdagang 10-year extension, depende sa  performance ng  winning bidder.
“This includes improvement of all passenger terminals at the NAIA and all its facilities, including those previously identified as causes of inconvenience,” aniya pa rin.
“The goal of the project is to address long-standing issues at NAIA such as the inadequate capacity of passenger terminal buildings and restricted aircraft movement. It also aims to increase air traffic movement from 40 to 48 per hour,” dagdag na wika ni Balisacan.
At dahil sa desisyon ng pamahalaan na isulong ang solicited mode ng  NAIA rehabilitation, umaasa naman si Balisacan  na iyong mga mas pinili na magsumite ng unsolicited proposal sa pamahalaan ay magpapartisipa rin  sa  solicited bidding.
Sa kabilang dako, ang pangalawang inaprubahang proyekto ay ang Samar Pacific Coastal Road II Project, na may budget na P 7.48 billion. Kasama rito ang konstruksyon ng dalawang  marine bridges, gaya ng  Laoang II Bridge at Calomotan Bridge, at maging ang pagpapahusay sa kasalukuyan daan sa pagitan ng  Laoang Island at mainland Samar Island.
“This 15-kilometer infrastructure development is expected to improve connectivity in the region and promote economic growth,” ani Balisacan.
Inaprubahan din ang Unsolicited Proposal for the Upgrade, Expansion, Operation, and Maintenance of the Laguindingan International Airport Project.
“With an estimated cost of P12.75 billion, this initiative focuses on integrating sustainable and digitally advanced features into the design and operation of the Laguindingan International Airport in Misamis Oriental,” ayon kay Balisacan.
Ang proyekto, na isasailalim sa  PPP,  naglalayong palakasin ang regional development, i-promote ang turismo at magbigay ng mas maayos na “travel experience” para sa mga pasahero.
Idagdag pa sa bagong mga proyekto, inaprubahan din ng NEDA Board ang pagbabago sa “scope, cost, design, at/o loan validity” para sa apat na nagpapatuloy na  infrastructure projects.
Kabilang aniya rito ang Integrated Disaster Risk Reduction and Climate Change Adaptation o IDRR-CCA Measures sa Low-Lying Areas ng  Pampanga Bay Project;  Jalaur River Multipurpose Project Stage II project;  Malitubog-Maridagao Irrigation Project Stage II o MMIP II; at, ang Cebu Bus Rapid Transit Project.
Sa kabilang dako, kinumpirma naman ni Balisacan ang Proposed Adoption ng  National Policy on Infrastructure Sector Master Plans,  naglalayong “to harmonize and rationalize the formulation of master plans for the infrastructure sector.”
Ang polisiyang ito ay makasisiguro ng koordinasyon, synergy, at kakayahang tumugon ng sektor para sa mga umuusbong na usapin.
Samantala, sinabi ni Balisacan na isang executive order ang ipalalabas para palakasin  ang implementasyon ng nasabing polisiya sa buong bansa. (Daris Jose)
