Panukalang P5.3-T budget gagamitin para pabilisin ang e-governance- DBM

GAGAMITIN ang panukalang P5.268-trillion national budget para sa 2023 para sa transformation at digitalization ng government processes, records, at databases sa pamamagitan ng e-governance.
Sinabi ni Budget Secretary Amenah Pangandaman na kabilang ang mga Ito sa “top priorities” sa ilalim ng administrasyong Marcos.
“Through digital transformation, our bureaucracy can improve the ease of doing business, limit human discretion, and enhance transparency in government transactions,” ayon sa Kalihim sa isang video message sa isinagawang economic forum na hinost (host) ng Economic Journalists Association of the Philippines at San Miguel Corp.
Ang panukalang 2023 national budget ay makatutulong sa departamento upang “build on past gains such as Executive No. 170 (s.2022) which was signed during the Duterte administration.”
Ang Executive Order 170 na nilagdaan ni dating Pangulong Rodrigo Roa Duterte noong Mayo 12, 2022, nakasaad na nakita ang mga benepisyo ng digital payment services sa iba’t ibang sektor sa kasagsagan ng COVID-19.
Nakasaad pa rin sa EO na naging mabilis, convenient, secure at transparent ang paggamit ng digital payment services.
Sa ilalim ng EO, lahat ng departmento, ahensiya, at instrumentalities ng gobyerno kabilang ang mga state universities at colleges, government-owned-or-controlled corporations, at maging ang mga local government units (LGUs) ay inaatasan na gamitin ang digital payments para sa kanilang disbursements at collections.
Lahat ng mga ahensiya na sakop sa EO ay dapat ipatupad ang ligtas at maayos na digital disbursement sa pagbabayad ng goods, services, at iba pang disbursements, kabilang ang pamamahagi ng pinansiyal na tulong, suweldo, allowances at iba pang bayarin sa mga empleyado.
Para sa koleksiyon ng gobyerno, lahat ng kinauukulang ahensiya ay dapat mag alok ng digital mode para sa pagbabayad ng buwis, fees, tolls st iba pang dapat kolektahin.
“With its effective implementation and through further digitalization as well as the proposed national government rightsizing program and cash-budgeting system, we aim to enhance bureaucratic efficiency to ensure quick and responsive public service delivery to the Filipino people,” ayon pa kay Pangandaman.
Aniya pa, gagamitin ng departamento ang panukalang budget para paghusayin pa ang umiiral na Government Integrated Financial Management Information Systems (GIFMIS).
“GIFMIS will significantly improve the cash management of our country’s treasury, allow greater financial management, improve data governance, and enhance oversight control,” ang pahayag ni Pangandaman.
Sinabi pa niya na “an integral part of the GIFMIS is the Budget and Treasury Management System (BTMS), a web-based, fully-automated, and centralized database that will facilitate the generation of vital information on all aspects of government financial transactions and serve as an online ledger where transactions are mapped in real-time from purchase to payment.”
“The implementation of the BTMS is a crucial digitization initiative. It has already been introduced and pilot-tested in different government agencies and is presently being reviewed for improvement,” anito. (Daris Jose)
