PBBM, hinirang si Toni Yulo-Loyzaga bilang DENR Secretary

INANUNSYO ni Press Secretary Trixie Cruz-Angeles, araw ng Martes ang nominasyon ni  Ma. Antonia “Toni” Yulo-Loyzaga bilang Kalihim ng Department of Environment and Natural Resources (DENR).

“The President has nominated Ms. Ma. Antonia “Toni” Yulo-Loyzaga as Secretary of the Environment and Natural Resources. Her nomination will still be subject to the fulfilment of the required documents,”  ayon kay Cruz- Angeles.

Si Yulo-Loyzaga ay dating  chairperson ng  International Advisory Board of the Manila Observatory kung saan ay itinaguyod nito ang mas maraming scientific research on climate at disaster resilience.

Siya rin ay  naging  executive director  ng Manila Observatory  at technical adviser ng Philippine Disaster Resilience Foundation.

Si Yulo-Loyzaga  ay naging  Senior Advisory Board  ng  Command and General Staff College ng AFP.

Araw ng Lunes, hinirang naman ni Pangulong Marcos si Atty. Raphael Perpetuo Lotilla  bilang Kalihim ng Department of Energy “pending the clarification of his employment status.”

Si Lotilla ay kasalukuyang independent director ng Aboitiz Power at power firm  na ENEXOR.

Tinukoy ni Cruz-Angeles ang Seksyon 8 ng Republic Act 7638 o mas kilala bilang  Act Creating the Department of Energy na nagsasaad na “No officer, external auditor, accountant or legal counsel of any private company or enterprise primarily engaged in the energy industry shall be eliglble for appointment as Secretary within two (2) years from his retirement, resignation or separation therefrom.”

“Thus while the matter is reviewed to determine whether an independent director is considered an officer of the company, Lotilla is considered a nominee,” ayon pa rin kay Cruz-Angeles.

Si Lotilla ay dating Energy Secretary sa ilalim ng  administrasyon ni Pangulong  Gloria Macapagal Arroyo mula 2005-2007.  Siya rin ay naging  Deputy Director General ng  National Economic Development Authority.

Si Lotilla ay naging Pangulo rin ng Power Sector Assets and Liabilities Management Corporation o PSALM, “the government corporation tasked to manage the privatization of power generation assets, independent power producers contracts and other non-power assets, including the management of financial obligations and stranded contract costs of the state-owned National Power Corporation.”  (Daris Jose)
