PBBM, ipinag-utos ang agarang pagbabawal o ban laban sa lahat ng POGO Operations sa Pinas

TINUKOY ang panganib na dala ng operasyon ng Philippine Offshore Gaming Operators (POGO) sa bansa, nagpalabas si Pangulong Ferdinand R. Marcos Jr. ng Executive Order No. 74, pagpapatupad ng agarang pagbabawal sa offshore at internet gaming sa bansa.

Sa ipinalabas na EO 74, sinabi ni Pangulong Marcos na “the State has the paramount duty to safeguard national security, maintain public order, uphold the rule of law, protect the safety of its citizens, and ensure the integrity of the social fabric of the nation.”

“…In pursuit of such duty, an unequivocal ban of POGO/IGL operations was pronounced during the State of the Nation Address on 22 July 2024.” ang nakasaad sa kautusan.

Tinukoy sa EO ang pag-aaral ng Department of Finance (DOF) na nagsasabi na nalamangan na ng POGO activities ang economic at social benefits mula sa POGO industry dahil sa panganib at negatibong consequences gaya ng tumaas na crime rates, social instability, at exploitation ng vulnerable na tao na iniuugnay sa kanila.

Ipinahiwatig din sa Anti-Money Laundering Council (AMLC) Report na ang POGOs ay natukoy bilang madaling iugnay sa money laundering, fraud, at iba pang illicit financial activities, kaya’t samakatuwid ay mayroong ‘substantial threats’ sa integridad ng national financial system.

“The high reputational risks associated with POGO/IGL operations deter foreign investment and tourism, undermining the efforts of the National Government in promoting the country as a safe and sustainable investment and tourism destination,”ang nakasaad sa EO.

Magiging saklaw naman ng kautusan ng Pangulo, nilagdaan ni Executive Secretary Lucas Bersamin noong Nobyembre 5, ay ang Philippine Offshore Gaming Operators at Offshore Gaming Operations and Services.

“All POGOs/IGLs and other offshore gaming operations and other offshore gaming-related/auxiliary/ancillary services with issued licenses, permits are expected to completely cease operations, including the winding up of their affairs, on December 31, 2024 or earlier,” ayon sa ulat.

At para i- develop at ipatupad ang komprehensibong estratehiya, lilikhain ang Technical Working Groups (TWGs). Ang TWG

sa Employment Recovery and Reintegration ang tutugon sa epekto ng naunang pagbabawal sa mga apektadong sektor ng ekonomiya at tiyakin ang reintegration ng displaced Filipino workers.

May kinalaman din dito ang probisyon ng ‘assistance at safety nets’ kabilang na ang ‘upskilling at reskilling programs’ upang masiguro na ang displaced workers ay makahahanap ng bagong trabaho.

Nagpalabas din ang Pangulo ng direktiba sa lahat ng ahensiya ng pamahalaan para sa agarang POGO operations prohibition.

Nais din ng Pangulo na paigtingin ng Presidential Anti-Organized Crime Commission (PAOCC), Philippine Drug Enforcement Agency, at iba pang law enforcement agency ang kanilang pagsisikap laban sa illegal POGOs/GLs at iba pang offshore gaming operations at services.

Samantala, inatasan naman Department of Human Settlements and Urban Development (DHSUD) na tulungan ang TWG sa Anti-Illegal Offshore Gaming Operations sa pagtiyak ng kooperasyon ng homeowners associations para masiguro ang non-proliferation ng POGO/IGL at iba pang offshore gaming operations at services sa mga subdivision, condominium at iba pang real estate developments.

Samantala, inatasan naman ang Department of Tourism na i-monitor ang tourism establishments at pasilidad para masiguro na hindi magagamit ang mga ito para sa POGO/GL at iba pang offshore gaming operations o serbisyo.
