PDu30, inaprubahan na ang pagpapalabas ng gratuity pay para sa job order at contract of service workers sa pamahalaan

INAPRUBAHAN na ni Pangulong Rodrigo Roa Duterte ang pagpapalabas ng gratuity pay para sa job order at contract of service workers sa pamahalaan bilang pagkilala sa kanilang serbisyo ngayong taon sa gitna ng COVID-19 pandemic.

Sa ilalim ng Administrative Order No. 38, mabibigyan ang mga contractual at job order workers sa gobyerno ng one-time gratuity pay na P3,000 para sa kanilang serbisyo ngayong 2020.

Nakasaad na saklaw dito ang mga informal workers sa national government agencies, state universities and colleges, government-owned or controlled corporations, at local water districts.

napag-alam na ang mga ito ay hindi entitled sa personal economic relief allowance, mid-year at year-end bonuses, at performance-based bonus.

Ang one-time pay ay ibibigay sa mga nagtrabaho ng apat na buwan ng “satisfactory” performance sa serbisyo as of December 15, 2020.

Pero para naman sa mga nagbigay ng serbisyo nang hindi pa aabot sa apat na buwan ay mabibigyan pa rin ng gratuity pay sa pro-rata basis.

“Under Administrative Order 38, all job order and contractual workers who have rendered at least four months of “satisfactory performance of services” as of December 15, 2020 may receive a gratuity pay not exceeding P3,000 each. The gratuity pay for those who have rendered less than four months of service is as follows: not exceeding P2,000 (3 months or more but less than 4 months); not exceeding P1,500 (2 months or more but less than 3 months); and not exceeding P1,000 (less than 2 months). Covered by the order are those employed by the national government agencies, state universities and colleges, government-owned or-controlled corporations, and local water districts,” ayon sa AO.

Kaya, hinikayat ni Pangulong Duterte ang local government units na mag-provide ng gratuity pay sa mga manggagawang ito.

“Granting a year-end gratuity pay to COS [contract of service] and JO [job order] workers is a well-deserved recognition of their hard work in implementing programs, projects and activities, including those which are part of the emergency COVID-19 response efforts of the government,” nakasaad pa rin sa AO.

Sakali naman at kapusin o kulang, ang mga ahensiya ay maaaring mag-request sa Department of Budget and Management ng karagdagang pondo na sisingilin sa identified savings gaya ng mga ahensiya na “subject to the approval of the President.”

Nito lamang nakaraang linggo ay inaprubahan ni Pangulong Duterte ang pagpapalabas ng pondo para i-cover ang service recognition incentive ng hanggang P10,000 para sa regular, contractual o casual employees. (Bishop Jesus “Jemba” M. Basco)
