NANANATILING masigasig at committed si Pangulong Rodrigo Roa Duterte na tapusin ang “abusive” o mapang-abuso na work arrangements sa bansa.
Ito’y matapos na magpahayag ng pagkadismaya si vice presidential aspirant Senate President Vicente Sotto III sa sinasabing pagkabigo ni Pangulong Duterte na tuparin ang kanyang pangako na itigil ang “unfair contractualization practices” makaraang ibeto (vetoed) ng Pangulo ang Security of Tenure bill noong 2019.
Sinabi ni acting Presidential Spokesperson at Communications Secretary Martin Andanar na bineto (vetoed) ni Pangulong Duterte ang panukalang batas dahil sa ilang “unsuitable provisions.”
“While it is true that President Rodrigo Roa Duterte vetoed the Security of Tenure Bill in 2019, as mentioned by Senate President Vicente Sotto III, the Chief Executive explained that the version submitted by Congress unduly broadens the scope and definition of prohibited labor-only contracting, effectively proscribing forms of contractualization that are not particularly unfavorable to employees involved,’” ayon kay Andanar.
Sinabi ni Andanar na umaasa si Pangulong Duterte na lilikha ng bagong batas ang Kongreso na naglalaman ng katanggap-tanggap na probisyon na mapakikinabangan ng “labor at business sectors.”
“The President hopes that Congress would rectify the vetoed provisions as he remains committed to eradicating all forms of abusive employment practices and protecting the workers’ right to security of tenure,” aniya pa rin..
Sa kabila ng naging pagtanggi ng Pangulo sa Security of Tenure bill, sinabi ni Andanar na tinintahan ng Chief Executive ang executive order (EO) noong 2018 na naglalayong ipatigil ang “illegal” contracting at subcontracting arrangements sa pagitan ng mga employers at mga empleyado.
Sinabi ni Andanar na ang EO 51, nilagdaan ng Pangulo noong Mayo 1, 2018, ay naglalayong protektahan ang ‘right to security of tenure’ ng mga manggagawa.
“A clear example is Executive Order No. 51 which PRRD signed in 2018 that strictly prohibits contracting or subcontracting undertaken to circumvent the worker’s right to security of tenure, self-organization and collective bargaining, and peaceful concerted activities,” ayon pa rin kay Andanar.
