Protocols, ‘di nasunod ng mga pulis sa drug war ops sa Phl – DoJ

Aminado si Justice Sec. Menardo Guevarra na hindi raw nasunod ng ilang pulis ang operations sa kanilang isinasagawang drug operations kaugnay pa rin ng kampanya ng pamahalaan kontra sa iligal na droga.

 

 

Sa report ni Justice Secretary Menardo Guevarra sa United Nations Human Rights Council (UNHRC), marami umong “nanlaban” cases ay hindi dumaan sa full examination ang mga narekober na armas at walang verification kung sino ang nagmamay-ari nito.

 

 

Wala rin umanong request para sa ballistic examination o paraffin test hanggang sa ito ay makumpleto.

 

 

Kung maalala Hunyo noong nakaraang taon nang ihayag ni Guevarra sa UNHRC sa isinagawang ika-44 session sa Geneva, Switzerland kaugnany ng pagbuo ng Department of Justice (DoJ) ng inter-agency panel magsasagawa ng review sa 5,600 police anti-drug operations mula noong 2016.

 

 

“Our initial and preliminary findings confirm that in many of these cases, law enforcement agents asserted that the subject of the anti- drug operations resisted arrest or attempted to draw a weapon and fight back. Yet no full examination of the weapon recovered was conducted, no verification of its ownership undertaken, and no request for ballistic examination or paraffin test was pursued until its completion. It was also noted, among others, that in more than half of the records reviewed, the law enforcement agents involved failed to follow standard protocols pertaining to coordination with other agencies and processing of the crime scene. It is now the immediate task of the review panel to ensure that these recommendations have been acted upon and carried out by the proper disciplinary authorities, and that measures are adopted to avoid loss of lives during legitimate law enforcement operations against illegal drugs,” ani Guevarra.

 

 

Sinabi ni Guevarra sa ika-46 UNHRC session na ang contingent mula sa DoJ ay na-examine na ang mga available records sa ilang key areas at cities kung saan nanggaling ang mga namatay habang isinasagawa ang illegal drug operations.

 

 

Kasama sa areas ang Bulacan, kabilang ang City San Jose del Monte; Cavite, kasama ang Bacoor City at bahagi ng National Capital Region. (Daris Jose)
