Jeepney phase out deadline pinalawig hanggang Dec. 31

PINALAWIG  ng pamahalaan ang deadline ng phase out ng mga traditional jeepneys sa ilalim ng Public Utility Vehicle Modernization Program hanggang katapusan ng taon.

Ito ang inihayag ng Land Transportation Franchising and Regulatory Board (LTFRB) sa pamumuno ni chairman Teofilo Guadiz kung saan niya sinabi na magkakaron ng pagkakaantala ang consolidation ng mga public utility vehicles tulad ng libo-libong traditional jeepneys, UV Express Service at multicabs dahil binigyan nila ang mga operators at drivers nito ng hanggang Dec. 31, 2023

Hindi naman nababahala si Guadiz sa banta ng mga transport groups na magkakaron sila ng isang linggong welga upang iprotesta ang memorandum ng LTFRB na nagsasaad na hanggang June na lang deadline upang sila ay mag consolidate.

“To be honest, there is no pressure for us from the strike. More than 90 percent of the transport groups have signified support to the LTFRB,” wika ni Guadiz.

Ayon sa kanya, ang kanilang desisyon na palawigin ang deadline ay isang sagot sa pronouncements ni President Marcos at Department of Transportation (DOTr) Secretary Jaime Bautista at ilang senador.

“In compliance with the advice of Sec. Jaime Bautista and the pronouncement of President Bongbong Marcos, we extended the consolidation of jeepneys from June 30 to the end of December 2023. It was also deferred to the appeal of senators who urged the LTFRB to extend the deadline to give operators more time to comply with the requirements under the PUV modernization program,” saad ni Guadiz.

Sa ilalim ng LTFRB Memorandum Circular 2023-013, ang isang single operator na mabigong sumunod sa consolidation requirement sa takdang panahon ay babawiin ang kanilang prangkisa o ang kanilang certificate of public convenience. Ang prangkisa ng mga operators na hindi sasama sa consolidation ay “automatically rewarded” sa existing consolidated entity na may operasyon sa parehong ruta.

Sa nilabas na datus ng Land Transportation Franchising and Regulatory Board (LTFRB), may 96,000 na jeepneys lamang ang sumama upang maging kooperatiba o korporasyon na siyang pangunahing kailangan sa ilalim ng public utility modernization program (PUVMP).

“The figure is equivalent to 61 percent of the 158,000 traditional jeepneys plying routes across the country,” wika ni LTFRB technical division chief Joel Bolano.

Ang sektor naman ng UV Express ay mataas ang naitalang compliance sa ilalim ng consolidation policy.

“UV Express sector has 72 percent or 19,000 units of it nationwide have complied with the requirement,” dagdag ni Bolano.

Pinag-aaralan din ng LTFRB at DOTr ang iba pang problema sa loob ng PUVMP ng pamahalaan kasama na ang mataas na presyo ng modern jeepney units.

“That’s one of the areas we will be studying, I believe they are setting a supplemental budget that they request from the Department of Budget and Management whenever the need arises. The department has the flexibility to realign the budget as it sees fit,” dagdag ni Guadiz.

Samantala, umaasa naman si President Marcos na hindi na itutuloy ng mga transport groups ang kanilang plano na magkaron ng isang linggong welga at kung saan naman niya sinabi na ang jeepney modernization program ay hindi naman urgent sapagkat ang bansa natin ay may kakulangan pa rin sa infrastructure upang isulong ito.

“Based on my studies, it sees that the implementation of the modernization is not good. It’s true that jeepneys, tricycles and buses need to be safe. But the standards employed varied. Maybe we can talk to transport groups and say that we can amend it. We have to implement it in a different way. We have to look properly at what the real timetable is for the introduction of electric vehicles, when it can be done, if it can be done now,” sabi ni Marcos.

Sa mataas na kapulungan ay sinabi ni Senator Francis Escudero na ang pamahalaan ay dapat magkaron ng audit ng kalagayan ng jeepney modernization program ng DOTr dahil sa maraming reports na ang mga ibang bagong sasakyan ay parating nagkakaron ng break-down at hindi nakakatakbo dahil sa kakulangan ng mga spare parts.

Ang Anakbayan naman ay nagsabi na magkakaron ng monopolya sa sektor ng transportasyon. Sinabi rin nila na magdudulot ito ng financial burden sa mga jeepney drivers at operators sapagkat masyadong mahal ang presyo ng isang unit at dahil na rin  ang interest rate ay umaabot sa 6 percent kung saan ang isang unit ng modern jeepney ay nagkakahalaga ng P3.4 million.
