Pagbaba ng presyo ng bigas, magtutuloy-tuloy na dahil pag-amyenda sa Rice Tariffication Law (RTL)

KUMPIYANSA si National Unity Party (NUP) president LRay Villafuerte na magtutuluy-tuloy ang pagbaba sa presyo ng bigas matapos maaprubahan ni Pangulong Marcos ang pag-amyenda sa Rice Tariffication Law (RTL).

Ayon sa mambabatas, niratipikahan ng kongreso bago ang Sept. 28-Nov. 3 break nito ang panukalang amyendahan ang RTL o Republic Act (RA) No. 11203 sa pamamagitan nang pagpayag na maki-alam ang gobyerno sa pamilihan dala na rin sa pagtaas sa presyo ng bigas sa pamamagitan ng pagbabaenta ng imported na bigas sa murang halaga sa pamamagitan ng Kadiwa stores sa buong bansa.

“With rice accounting for a sizable share of the food expenses of Filipinos, most especially of poor or low-income families, the President’s issuance of EO (Executive Order No.) 62 that slashed the rice import tariff and his expected signing soon of the Congress-ratified proposed amendatory law to RA 11203 that empowers the government to better intervene in the market during abnormal price spikes, will make the staple more affordable and accessible for our consumers—and help take the edge off sticky inflation,” ani Villafuerte.

Batay sa datos, nagsimula ng bumababa ang retail prices ng bigas matapos magpalabas ang pangulo noong Hunyo ng EO 62, na nagbawas sa taripa sa imported na bigas mula 35% sa 15% simula Hulyo.

“And once the proposed amendments to RTL are signed into law by the President, rice prices are likely to go down even further, possibly by as low as P5 to P7 per kilo by January next year, as projected by Agriculture Secretary Kiko (Francisco Tiu Laurel Jr.),” pahayag ni Villafuerte.

Sa pagbaba ng presyo ng bigas, bumaba rin ang inflation sa 3.3% nitong September, pinakamababa sa loob ng apat na taon.

“The deceleration of food inflation in September 2024 was primarily brought about by the slower inflation rate of rice at 5.7% in September 2024 from 14.7% in the previous month,” anang PSA.

Kabilang sa panukalang amendments sa RTL ay ang pagpapalawig ng karagdagang 6 na taon sa Rice Competitiveness Enhancement Fund (RCEF), na nakatakdang mag-expire ngayon taon at pag-triple sa taunang badyet mula P10 billion sa P30 billion para sa mga programa ma ,agpapalakas sa produksyon ng palay at pagtaas sa kita ng magsasaka.
