PBBM, nais ang regulated issuance ng protocol license plates

IPINAG-UTOS ni Pangulong Ferdinand Marcos Jr. ang regulasyon o alituntunin ng pagpapalabas ng protocol license plates sa mga opisyal ng gobyerno dahil sa tumataas na reklamo sa “unauthorized usage.”

Nauna rito, nagpalabas ang Pangulo ng Executive Order (EO) No. 56, inamiyendahan ang EO No. 400 (s. 2005), na pinahihintulutan ang pagtatalaga at pagpapalabas ng low-numbered protocol license plates sa mga sasakyan na ginagamit ng mga opisyal ng pamahalaan.

Tinapyasan din ng Pangulo ang bilang o numero sa 14 mula sa dating listahan na 16 na opisyal ang ‘entitled’ na gumamit ng protocol license plates.

Bahagi ng listahan ay ang Pangulo na may number one designation; Vice President, dalawa; Senate President, tatlo; Speaker of the House of Representatives, apat; Chief Justice of the Supreme Court, lima; Cabinet Secretaries, anim; Senators, pito; at mga miyembro ng Kongreso, walo; at Associate Justices of the Supreme Court, siyam.

Ang Presiding Justice of the Court of Appeals (CA), Court of Tax Appeals (CTA), Sandiganbayan, at Solicitors General ay Binigyang ng number 10 designation; Chairperson ng Constitutional Commission at Ombudsman, 11; at ang Chief of Staff ng Armed Forces of the Philippines at Hepe ng Philippine National Police, 14.

Nakasaad sa EO n ang paggamit ng protocol license plates ng mga awtorisadong opisyal ay bunsod ng rekumendasyon ng Land Transportation Office (LTO), ang approval ng Kalihim ng Department of Transportation (DOTr), at base sa listahan ng lahat ng mga opisyal na may “equivalent rank as the above authorized officials of the Department of Budget and Management (DBM).”

Sinasabi pa rin na bagama’t ang Associate Justices ng CA, CTA at Sandiganbayan ay pinapayagan na gumamit ng protocol license plates dahil na rin sa rekumendasyon ng LTO at approval naman ng Kalihim ng departamento ng transportasyon, ito ay hindi dapat “construed to authorize all other officials with equivalent rank as the Associate Justices of the CA, CTA and Sandiganbayan and below to use protocol license plates.”

Sinasabi pa rin sa EO na ang protocol license plates na ipinalabas sa mga awtorisadong opisyal ay balido lamang sa panahon ng kanilang panunungkulan at maaaring gamitin sa motor vehicles na duly registered sa kanilang pangalan o opisyal na nakatalaga sa kanila.

Idagdag pa rito, ang plates ay dapat na isuko o ibalik sa LTO sa oras na mag-retiro, magbitiw sa puwesto, humiwalay mula sa tanggapan o end of term o tour of duty.

“All previously-issued protocol license plates issued pursuant to EO No. 400, as amended, except those issued to incumbent authorized officials under Section 1 hereof, are deemed expired. The LTO in coordination with concerned agencies, is hereby directed to revoke and/or confiscate all expired protocol license plates, subject to existing laws, rules and regulations,” ang nakasaad sa EO.

Ang mga authorized officials naman ay papayagan lamang sa “maximum of two pairs” ng protocol license plates habang ang Pangulo, Bise-Presidente, Senate President, Speaker of the House of Representatives, at Chief Justice ng Supreme Court sa maximum na three pairs.

Ang assignment o pagtatalaga o paglilipat ng protocol license plates sa mga hindi awtorisadong tao o motor vehicles ay mahigpit na ipinagbabawal.

“It shall be subjected to revocation of the granted authority, confiscation of issued protocol license plates, imposed with appropriate penalty, including administrative sanction, pursuant to existing laws, rules and regulations,” ayon sa ulat. (Daris Jose)
