Utos ni PBBM, patuloy na pagbabawas sa import duty rates sa bigas, mais at karne

PINALAWIG ni Pangulong Ferdinand Marcos Jr. ang pansamantalang modipikasyon o pagbabago sa rates ng import duty sa bigas, mais at meat products hanggang Disyembre 2024 upang masiguro na abot-kaya ang presyo ng mga pangunahing bilihin sa gitna ng epekto ng El Niño phenomenon at African Swine Fever.

Sa paglagda sa Executive Order No. 50, sinabi ni Pangulong Marcos na nabigyan ng katuwiran ng kasalukuyang kondisyon ng ekonomiya ng Pilipinas ang ekstensyon ng aplikasyon ng pagbabawas sa tariff rates sa bigas, mais at karne ng swine products para mapanatili ang “affordable prices” sa merkado.

“The present economic condition warrants the continued application of the reduced tariff rates on rice, corn, and meat of swine (fresh, chilled or frozen) to maintain affordable prices for the purpose of ensuring food security, managing inflationary pressures, help augment the supply of basic agricultural commodities in the country, and diversify the country’s market sources,” ang inihayag ng Pangulo sa EO.

Nito lamang Disyembre 22, nilagdaan ni Executive Secretary Lucas Bersamin ang anim na pahinang EO, ayon sa Presidential Communication Office (PCO).

Kung matatandaan, ininendorso ng National Economic Development Authority (NEDA) ang ekstensyon ng binawasang Most Favored Nation (MFN) tariff rates para sa mga pangunahing bilihin gaya ng bigas, mais at karne hanggang Disyembre 31, 2024.

‘The Board endorsed the proposed executive order to extend the reduced Most Favored Nation (MFN) tariff rates on selected commodities covered by Executive Order No.10 series of 2022, including pork corn and rice until December 31, 2024,” ayon Kay NEDA Secretary Arsenio Balisacan.

”Thus, the tariff rates for pork will remain at 15 percent in-quota and 25 percent out quota, corn at 5 percent in-quota and 15 percent out-quota, and rice at 35 percent both in-quota and out-quota for the extended period,” dagdag na pahayag ni Balisacan.

Sa ilalim ng Seksyon 1608 ng Republic Act No. 10863, Customs Modernization and Tariff Act, may kapangyarihan ang Pangulo na itaas, bawasan at alisin ang rates ng import duty para sa kapakanan ng sambayanang Filipino at national security at bilang tugon na rin sa rekumendasyon ng NEDA.

Samantala, inatasan naman ni Pangulo Marcos ang NEDA Committee on Tariff and Related Matters na magsumite ng kanilang mga natuklasan at rekomendasyon ukol sa semestral at annual review ng tariff rates kabilang na ang analysis at monitoring ng subject commodities. (Daris Jose)
