Mas malakas na ‘international legal frameworks’, kailangan sa pagtugon sa kalamidad, sakuna -PBBM

NANAWAGAN si Pangulong Ferdinand Marcos Jr. para sa mas malakas na ‘international legal framework’ na magsisilbi bilang gabay para sa disaster response measures.

 

”We must advocate for stronger international legal frameworks that guide disaster prevention and response. The Philippines is proud to lead the initiative toward developing an international legal instrument for the Protection of Persons in the Event of Disasters,” ang sinabi ni Pangulong Marcos sa pagbubukas ng 2024 Asia-Pacific Ministerial Conference on Disaster Risk Reduction sa Pasay City.

 

Sinabi ni Pangulong Marcos, nakahanda ang Asia-Pacific na manguna sa disaster risk reduction at climate action.

 

”This endeavor aims to fill critical gaps in international disaster response laws, uphold the rights and dignity of affected persons, establish clearer obligations, and enhance humanitarian coordination,” dagdag na wika nito.

 

Binigyang diin naman ni Pangulong Marcos kung paano ang ‘climate change at disasters’ ay ‘catalysts’ para sa ‘human displacement.’

 

”This necessitates forward-thinking policies that create safe pathways for migration and to support those displaced by disasters so that they can rebuild their lives with dignity and security,” ayon kay Pangulong Marcos.

 

Tinuran pa ni Pangulo Marcos na sa lahat ng panig ng Asia-Pacific region, “nations grapple with similar trials, navigating the balance between continued economic growth and dealing with the ever-present threat of disasters.”

 

”The Asia-Pacific region also stands as a testament to the unwavering spirit of its people. From the tsunami in the Indian Ocean to Typhoon Haiyan in the Pacific Ocean, from the earthquakes in Nepal to floods in South Asia, our nations have conquered monumental challenges,” ang winika ng Chief Executive.

 

“There is a need to harmonize approaches and pursue meaningful actions under these mandates to secure a sustainable and climate-resilient future,” ang sinabi pa ng Punong Ehekutibo.

 

Ang APMCDRR ay ang primary platform ng rehiyon para mag-monitor, review, at pasiglahin ang kooperasyon para sa implementasyon ng Sendai Framework for Disaster Risk Reduction 2015-2030 sa regional level.

 

Hangad naman ng komperensiya na magbigay ng oportunidad para sa comprehensive review ng regional progress pagdating sa ‘risk reduction efforts.’ (Daris Jose)
