Angkas, JoyRide binigyan ng PA

Ang motorcycle taxi ride-hailing services na Angkas at JoyRide ay binigyan ng provisional authority ng motorcycle taxi technical working group (TWG) upang pansamatalang magkaron ng operasyon sa Metro Manila.
Bawat isang kumpanya ay binigyan ng PA upang magkaron ng operasyon mula Nov. 24 hanggang Dec. 9 ng TWG “pending confirmation of compliance and to pending operational requirements.”
Ang dalawang kumpanya na Angkas at JoyRide ay pinayagan magkaron ng operasyon sa ilalim na pinalawig na motorcycle taxi pilot study ng Department of Transportation (DOTr) na tatagal ng tatlo (3) hanggang anim (6) na buwan.
Ang pag-aaral ay nagsimula noong June ng nakaraang taon na pinayagan ang mga motorcycle taxis na magkaron ng legal na operasyon upang ang pamahalaan ay mapagaralan at kumuha ng mga datus tungkol sa viability ng motorcycle taxis kung ito ay isang ligtas na pamamaraan ng public transportation.
Angkas, JoyRide, at MoveIt ang lumahok sap ag-aaral na ito na sana ay matatapos noong nakaraang April subalit naputol dahil sa COVID-19 na di inaasahan ay nagkaron ng lock-down noong March.
“Both Angkas and Joyride will still have to comply with guidelines to curb the spread of COVID-19, issued by the National Task Force on the Management of Emerging Infectious Disease,” ayon sa DOTr.
Isa sa mga guidelines ay ang sapilitang pag-gamit ng thermal scanner upang malaman kung ang pasahero ay may lagnat.
Samantala, ang Angkas naman ay kailangan din na sumunod sa mga provisions tungkol sa insurance policy para sa sumasakay at nagmamaneho kung makakaron ng aksidente.
Bibigyan naman ng certificate of compliance ang Angkas at JoyRide kung sila ay parehong nakasunod sa mga pinaguutos ng TWG.
“The provisional authority is valid only until Dec. 9. So they need to address the pending concerns before that date. The TWG can issue the certificate of compliance before their provisional authority expires in case they can complete as soon as possible the requirements. The certificate of compliance will be given them authority to operate during the pilot study,” wika ni DOTr assistant secretary Goddess Libiran.
Habang ang MoveIt naman hindi pa nagpapahayag sa TWG kung gusto nilang mag comply kung kayat wala pang schedule ng inspection ang ginagawa sa kanila.
