Pinas, Japan nagsimula nang mag-usap ukol sa reciprocal access agreement

KAPUWA nagdesisyon na sina Pangulong  Ferdinand Marcos Jr. at Japanese Prime Minister Kishida Fumio  na simulan ang negosasyon para sa panukalang  Reciprocal Access Agreement sa pagitan ng puwersa ng Pilipinas at Japan.

 

Sinabi ni Pangulong Marcos na binanggit  ni Kishida ang mga benepisyo na makukuha ng Pilipinas mula sa kasunduan pagdating sa  pagpapanatili ng kapayapaan at katatagan sa rehiyon.

 

Nauna rito, mainit na tinanggap ng Pangulo si Kishida sa Palasyo ng Malakanyang.

 

“I also would like to recall our commitment to work on a framework for our status of visiting forces or the proposed Reciprocal Access Agreement, RAA, with Japan,” ayon kay Pangulong Marcos.

 

“We are cognizant of the benefits of having this arrangement, both to our defense and military personnel and to maintaining peace and stability in our region,” dagdag na pahayag nito.

 

Sinabi pa ni Kishida  na makikipagtulungan ang Japan sa Pilipinas  “to strengthen cooperation in maintaining and strengthening a free and open international order based on the rule of law amid complex crises facing the international community.”

 

“Japan and the Philippines are both maritime nations and strategic partners sharing a fundamental principles and values,”  dagdag na wika ni Kishida.

 

Sa kabilang dako, sa idinaos na  bilateral meeting ng Pilipinas at Japan, nilagdaan ang isang
Official Security Assistance grant aid  na nagkakahalaga ng 600 million yen o P235.5 milyong piso.

 

Sa ilalim ng kasunduan, magbibigay ang Japan sa Pilipinas ng coastal radar system na naglalayong paghusayin pa ang  defense awareness capability ng Philippine Navy.

 

Ang iba pang kasunduan na nilagdaan nina Pangulong Marcos at Kishida ay “Exchange of Notes concerning the provision of construction equipment for Road Network Improvement/Implementation and Disaster Quick Response Operation under the Economic and Social Development Programme; Memorandum of Cooperation in the field of Tourism;  at ang  “Memorandum of Cooperation on Mining Sector between the Department of Environment and Natural Resources of the Republic of the Philippines and the Ministry of Economy, Trade and Industry of Japan.”

 

Sinasabing  ang Pilipinas at Japan, kapuwa “closest Asian allies” ng Estados Unidos ay  “have taken a strong line against what they see as aggressive behavior by Chinese vessels” sa gitna ng decades-old disputes sa maritime sovereignty.

 

Ang Japan  ay walang anumang claim sa  South China Sea, subalit mayroong hiwalay na maritime dispute sa China sa  East China Sea.

 

Ang panukalang  reciprocal access pact sinasabing magpapakahawig sa  Visiting Forces Agreement, mayroon ang Pilipinas sa Estados Unidos.

 

Ang VFA ay isang bilateral na kasunduan sa pagitan ng Pilipinas at US na nagbabalangkas ng mga termino at kundisyon sa pagpasok at pagbisita ng armadong pwersa ng US sa bansa, na nagbibigay daan para sa mga aktibidad tulad ng Balikatan, o malakihang joint military trainings.

 

Inilalatag nito ang mga patakaran sa mga pribilehiyo sa paglalakbay na ibinibigay sa mga tauhan ng US; ang pag-import at pag-export ng mga kagamitan, materyales, at supply ng US, pati na rin ang movement ng mga aircraft, sasakyang-dagat, at sasakyan sa loob ng bansa. Tinutukoy din ng kasunduan ang mga karapatan ng parehong mga pamahalaan sa hurisdiksyon sa mga puwersa ng US na gagawa ng mga krimen habang nasa Pilipinas.

 

Ang VFA ay nilagdaan noong Pebrero 1998, sa ilalim ng termino ni Pangulong Fidel V. Ramos, at sinundan ng isang counterpart agreement noong Oktubre, tungkol sa mga tauhan ng Pilipinas na bibisita sa US. Ito ay agad napagtibay sa administrasyon ni Pangulong Joseph “Erap” Estrada, ang kahalili ni Ramos, at opisyal na ipinatupad noong Hunyo 1999 kasunod ng pagsang-ayon ng Philippine Senate.

 

Sa kabilang dako, binanggit din ni Kishida  ang pagpapalawak sa joint training ng Japan sa mga kaalyado nito sa Indo-Pacific.

 

Ipinahayag naman ni Kishida ang kanyang mga alalahanin ukol sa security situation sa  South China Sea, sabay sabing ang agresyon dooon ay  “unacceptable.”

 

“We shared serious concerns about the situation in the East China Sea and the South China Sea and that attempt to unilaterally change the status quo by force is unacceptable,” ayon kay Kishida.

 

Samantala, sinabi naman ni Kishida  pinag-usapan din nila ni Pangulong Marcos ang situwasyon sa  North Korea at Myanmar.

 

“And we want to secure a route where the dignity of the people can be maintained and secure peace and safety in the world through international cooperations, such as cooperations that we have in the Philippines,” ayon kay Kishida. (Daris Jose)

China, nakikipag-ugnayan at tulungan sa mga ahensiya ng PIlipinas na iniimbestigahan ang 2 tsino na nahulihan ng baril

PATULOY na nakikipag-ugnayan ang Chinese Embassy sa Pilipinas sa  Philippine enforcement agencies kaugnay sa kamakailan lamang na pag-aresto sa  dalawang Chinese national na nahulihan ng baril sa isang subdivision  sa Pasig City. 
Pinabulaanan naman  ni Chinese Ambassador Huang Xilian na naglagay ang China ng clandestine forces sa Pilipinas at ang mga suspek ay kabilang sa mga sleeper cells na dineploy sa bansa.
“The Chinese Embassy is working with the Philippine law enforcement authorities to investigate the said case to jointly combat transnational criminal activities,” ayon kay Huang.
Ani Huang, mariing  kinondena ng Tsina ang paratang sa kanila na aniya’y  malinaw na paninira sa  “the performance of normal duties and exchanges of Chinese institutions and personnel.”
“We strongly oppose and condemn such baseless allegations and malicious spreading of disinformation,” diing pahayag ni Huang.
Sa kabilang dako, sinabi ni NBI-NCR Asst. Regional Director Atty. Joel Tovera na ang ang kanilang naging operasyon ay base sa sumbong ng kapitbahay dahil sa ginagawang pang-aabala sa kanila.
Lumabas aniya sa kanilang pag-iimbestiga na talagang may pinag-iingat na baril ang dalawang tsino.
Nakuha ng NBI sa mga suspek ang  high-powered weapons kabilang na ang assault rifle, at isang  40-caliber gun. Nakuha rin mula sa mga ito ang iba’t ibang  ammunition o mga bala.
Nakuha rin mula sa mga  Chinese nationals  ang mga patches na may nakaburdang mga salitang Sniper Team, Assault Team, Blasting Team, at Machine Gun Team,  na itinuturing na accessories ng isang airsoft uniform.
“Medyo nagulat din kami dahil may mga Machine Gun Team, Sniper Team, Blasting Team at Assault Team and then may chinese character sa ‘taas. So, iyong mga kasamahan natin agents.. nag-google na sila doon sa area pa lang. At nakita natin na ito pala’y mga gamit o accessories ng mga airsoft enthusiast,” ayon kay Tovera.
Sinasabing pang-koleksyon lamang ang mga patches na may english translation.
Itinanggi naman ni NBI regional director Rommel Vallejo na ang ginawang pagtugon ng NBI-NCR sa sumbong ay bahagi ng destabilization plot.
Giit ni Huang  na sumusunod ang  China  sa “principle of non-interference in the internal affairs of other countries.”
Aniya pa, dedikado ang China na plantsahin ang anumang hindi pagkakaintindihan sa pamamagitan ng dayalogo.
“The irresponsible words and deeds of the relevant Filipino individuals run counter to the consensus of our two heads of state that maritime differences should be put in a proper place and well managed through dialogue and consultation, thus creating disruption to the diplomatic efforts,”  ayon kay Huang.
“It is hoped that the Philippine side will work in the same direction with China and follow through on the consensus between the two heads of state so as to jointly safeguard our bilateral relations and maintain peace and stability in the South China Sea,” dagdag na pahayag nito.
Hindi naman inaresto ang filipino caretaker at hardinero na kasama ng dalawang tsino sa bahay dahil wala naman silang alam sa mga nakumpiskang baril.
Inamin ng mga tsino na sa kanila ang mga armas.
Sinampahan na  ng reklamo  ang dalawag chinese nationals sa paglabag sa firearms law. (Daris Jose)

“Tis the Season to be jolly,” Fa-la-la-la-la-la-la-la-la 50 days before Christmas. The spirit and season of giving is in the air as the ‘BER’ month started, an unexplained feeling of excitement anticipates everyone. By receiving a gift of Hope, Love and a Wish that may or may not come true.

 

 

“Today.. A similar feeling for the (BSKE) Barangay and Sangguniang Kabataan Elections candidates is like opening a gift on this day.”

 

 

In the archipelago, there are 42,001 number of Barangays across 82 provinces in the Philippines, these are the posts for Chairpersons of Barangay and SK.

 

 

A post for both the Sangguniang Barangay and SK are 294,007 and 828,644 total number of candidates for Barangay Chairpersons and Kagawad. Total number of 585,843 for SK Chairperson and members.

 

 

This entry level for the Political Newbies and re-electionalist are ecstatic due to the repeated postponement since 2016. Came October 2022, President Ferdinand Marcos Jr. Signed a law moving the supposed December 2022 BSKE to the last Monday of October 2023.

 

 

However, the long wait is far from over today. Some families somewhat taken aback and are still in grief for the unnecessary deaths of some aspirants, later became areas of concern.

 

 

In this political entry level per se, became a trap to those who were not prepared. Spiritually, Financially and not knowing where they stand are imminent factors.

 

 

Moreover, it is imperative once seated and officially proclaimed. Is to stay focus on Objectives, Platforms and learn to apply Serenity in organization’s to suffice every decision. The Law is Law (Dura Lex Sed Lex). And the tradition in doing the right must persist. And the impeccable foundation to Public Service is a Family with full of happiness, love and generosity.

 

 

Whereas, for those who will continue to coerce in silence with wrong doings. Surely, you’ll live the life you longed to. (For the meantime in this lifetime).

 

 

Pandora’s box is a metaphor in the modern language, and when Pandora opened the box, she released all the unendurable evils of the world that infected humanity. But.. There is only one left inside the box. And that is HOPE.

 

 

Congratulations! To all proclaimed Barangay and Sangguniang Kabataan officials. And also, to all the families, relatives, friends, neighbors, schoolmates and colleagues who gave support.
