PBBM, ipinag-utos sa PNP na paghusayin ang kakayahan sa komunikasyon, interoperability sa panahon ng operasyon

INATASAN ni Pangulong Ferdinand R. Marcos Jr. ang Philippine National Police (PNP) na mas maging madiskarte sa pagkuha ng communications equipment para mas mapahusay pa ang interoperability nito lalo na sa panahon ng emergency at crisis situations.

Sa isinagawang unang PNP Command Conference na idinaos sa Quezon City, binigyang diin ni Pangulong Marcos ang pangangailangan na magtatag ng magandang sistema ng komunikasyon sa loob ng PNP.

“We have to be able to communicate to each other, lalung-lalo na dito sa mga disaster response. Kailangan alam natin kung ano ‘yung situation on the ground. Kailangan ‘yung nandoon na pulis, makapag-report kaagad na may nangyari, ganito yung situation, ito yung kailangan namin,” ayon sa Pangulo.

Sinabi rin ni Pangulong Marcos kay PNP chief Gen. Benjamin Acorda Jr. na tiyakin na may plano para sa pagpapahusay ng kakayahan sa komunikasyon nito, binanggit ng Punong Ehekutibo ang kanyang alalahanin ukol sa napaulat na low equipment capacity ng national police.

“We really need to come up with a plan to improve the communications capability of PNP. You cannot do your job without being able to communicate because mag-aantay kayo ng instructions, magre-report kayo sa central office, et cetera,” aniya pa rin.

“So that’s something that, I think, we need to look into very well, kasi ‘yung fill-up mababa masyado. Even digital radio, tactical—hindi tayo umabot ng 40 percent in any of the categories,” dagdag na wika nito.

“As of February 14″, malayo pa rin ang PNP para punan ang kahit pa papa ano ay kalahati ng requirement nito para sa communications equipment.

Nakapagtala ito ng 32.05% fill-up para sa digital radio, 33.98% para sa tactical radio at 2.48% para sa satellite phones.

Ang pagkuha ng mga equipment na ito nakaprograma sa ilalim ng PNP Capability Enhancement Program (CEP).

Sa ngayon ay hindi pa rin nakokompleto ng PNP ang pagbili sa 18 units ng conventional repeaters na nagkakahalaga ng P54 million at 80 units ng satellite phones na nagkakahalaga ng P6.5 million sa ilalim ng CEP 2023.

Para naman sa CEP 2024, nagpaplano ang PNP na kumuha ng 2,039 units body worn cameras, isang unit ng digital trunked radio system, karagdagang 18 units ng conventional repeaters, at 420 units ng VHF low band handheld radio, nagkakahalaga ng P585 million.

Ayon sa PNP, ang pagkuha sa ilalim ng CEP 2024 ay naantala bunsod ng mga usapin kaugnay sa Terms of Reference. Gayunman, tiniyak ng PNP na tinutugunan na ito.

Target ng PNP na makompleto ang procurement para sa CEP 2023 at 2024 sa loob ng 2024, makakapagpapataas sa fill-up rate nito na 32.07% para sa digital radio, 39.17% para sa tactical radio, at 6.03% para sa satellite radio.

Winika rin ng Pangulo sa mga opisyal ng PNP na pag-aralan ang paggamit ng iba pang communications equipment na maaaring nababagay sa lokal na situwasyon, sinabi pa ang teknolohiya sa ngayon ay nagiging mas mura at maayos.

“The advantage that we have is that technology is getting cheaper. Satellite phones are getting cheaper. All kind of communications equipment are getting and better,” ayon sa Chief Executive.

“So, tingnan ng mabuti what it is that we can do so we can provide our people with the best possible communications equipment,” dagdag na pahayag nito.

Binanggit din ng Punong Ehekutibo na ang equipment na ginagamit ng ibang police forces sa ibang bansa, inatasan ang kapulisan na tingnan kung ano pa ang maaaring I-adapt sa PIlipinas.

Pinaalalahanan naman ng Pangulo ang mga dumalo ng opisyal na tiyakin na ang lahat ng equipment para sa komunikasyon ay standardized para masiguro ang interoperability sa iba’t ibang panig ng bansa.

“Napag-usapan namin ni General Acorda yan in our sectoral meeting that our procurement must be all standardized so that the interoperability is clear,” ayon sa Pangulo.

“Kahit ‘yung pulis malipat sa ibang lugar, pareho pa rin ang gamit, pareho pa rin ang procedure, pareho pa rin ang sistema. So, I think that’s very important thing: there has to be consistency,” lahad nito. (Daris Jose)

DBM, nagpalabas ng ₱2.5 Billion para sa Free Public Internet Access Program (FPIAP)

INAPRUBAHAN ni Department of Budget and Management (DBM) Secretary Mina F. Pangandaman ang pagpapalabas ng Special Allotment Release Order (SARO) na nagkakahalaga ng P2.5 billion, at Notice of Cash Allocation (NCA) para sa first quarter na nagkakahalaga ng P356.2M para sa Maintenance and Other Operating Expenses (MOOE) ng Department of Information and Communications Technology—Office of the Secretary (DICT-OSEC).

Saklaw ng disbursement ang implementasyon ng locally-funded projects kabilang na ang Free Public Internet Access Program (FPIAP).

“This funding is crucial because the internet is central to our emerging new age— the digital era. It is the backbone of our modern world. It connects us and makes everything more convenient, powering education, economy, health care, public safety, and even government services,” ayon kay Sec. Pangandaman.

Sa ilalim ng FPIAP ay ang pagtatayo ng Information Communication Technology (ICT) facilities gaya ng high-capacity networks, Middle Mile, at Last Mile ICT infrastructures, at maging ang mga tower, data centers, assets, at Iba pang service buildings.

Mula sa budget, mahigit sa ₱2.4 billion ang ilalaan sa free internet wifi connectivity sa mga pampublikong lugar.

Ang natitirang ₱50 million ay mapupunta sa connectivity concerns para sa State Universities and Colleges (SUC).

“President Ferdinand R. Marcos Jr.’s administration strives to make network connectivity more available for everyone, especially for our public servants and students. Sa Bagong Pilipinas, we are united as Filipino people both physically and online,” ang paliwanag ng Kalihim.

Layon ng FPIAP na makapagbigay ng zero-cost internet access sa public spaces sa buong bansa.

Ang mga public areas na ito ay ang national at government offices, public basic education institutions, SUCs, Technical Education and Skills Development Authority (TESDA) institutions, at maging ang mga pampublikong ospital, medical care facilities, mga plaza, at transport terminals.

Pinag-usapan ang success bilang isang theatre actress: LEA, na-feature sa isang article sa The Guardian UK

NA-FEATURE si Lea Salonga sa isang article ng The Guardian kunsaan pinag-usapan ang success niya bilang isang theatre actress sa London’s West End na nagsimula 35 years ago sa pinagbidahan niyang musical na ‘Miss Saigon’ in 1989.

Bumalik ang Tony Award-winning Filipino star sa pag-perform sa West End para sa musical tribute na ‘Stephen Sondheim’s Old Friends’ na nagbukas noong October 2023 sa Gielgud Theatre. Ngayon ay magsisimula na si Lea ng kanyang UK tour para sa kanyang ‘Stage, Screen & Everything in Between’ this summer.

Eight venues ang pagdarausan ng show at ang makapag-perform ulit ng isang gabi sa sa Drury Lane ay dream come true kay Lea: “We’ll definitely have Sondheim, some pop music, Disney, Miss Saigon, especially here, but it might not be the ones I sang. I remember doing the show and being envious of other people and their music. Now it’s 30-plus years on, I can pick and choose.”

After three decades sa theatre industry, malaki na raw ang pinagbago nito dahil naging open na ang lahat sa iba’t ibang klase ng tao: “There are more people of colour behind the scenes, where we need to be: directors, producers. In the upper echelons, I don’t know how far we’ve gotten because the positions of really great power are still occupied mostly by white folks.

“With producers like Clint Ramos, who I work with in Here Lies Love, and writers like Lin-Manuel Miranda; for him to also keep pushing needles in his own way and for all of these people of colour.”

INAMIN nina Shaira Diaz at EA Guzman na two years na silang engaged.

Sa GMA morning show na ‘Unang Hirit’ inamin ng dalawa na noong December 25, 2021 nag-propose si EA kay Shaira.

Ang rason kung bakit nila tinatago ang tungkol sa pagiging engaged nila ay dahil gusto ni EA na maging ready muna si Shaira.

“Ni-respect ko lang yung time niya. I know na ‘pag nag-propose ako baka mag “no” siya sa akin. That’s the truth. Pero naniwala ako sa pagmamahal niya and alam niya na ‘pag nag-propose ako sa kaniya, ‘pag nag-“yes” siya, I’m willing to wait. Maghihintay ako sa kanya, sa right time niya. Sa gusto niyang goal namin na pupuntahan. I’ll wait for her,” sey ni EA.

Sey naman ni Shaira na ramdam na niya na handa na siyang magkaroon ng sariling pamilya kaya ngayon lamang nila napagdesisyunan na i-announce officially ang kanilang engagement sa masa.

“Ngayon ko lang na-feel talaga na reding-ready na akong gumawa ng pamilya in the future, makasama siya habang buhay so sobrang ready na ako. Gusto ko nang ipagsigawan sa mundo kung gaano kami nagmamahalan, kung gaano ko siya kamahal,” sabi ni Shaira.

KINASAL na ang R&B singer na si Usher at ang longtime partner niyang si Jenn Goicoechea sa Las Vegas ilang oras pagkatapos ng kanyang Super Bowl LXVIII half-time show noong nakaraang February 11.

Kinasal ang dalawa sa Vegas Weddings, according sa marriage certificate na nilabas sa publiko noong February 12.

The ceremony was officiated by the Rev. Ronald Joseph Polrywka na kilala bilang Ron DeCar. Naging witness sa kasal ay si Jonnetta Patton, ina ni Usher.

The Clark county clerk, Lynn Marie Goya, the head of the county’s marriage license bureau ang nag-confirm na nag-issue sila ng a license kina Usher at Goicoechea last week.

Usher, 45, and Goicoechea, 40, have been together since 2019 and have two young daughters.

Naghintay lang ng tamang oras para i-announce… EDGAR ALLAN, ni-reveal na December 2021 pa sila engaged ni SHAIRA

MABUTI naman at nakikipag-date na muli si Andrea Torres.

Mula kasi noong nag-break sila ni Derek Ramsay noong 2020, wala na tayong nabalitaan na espesyal na lalaki sa buhay ni Andrea.

Sayang naman na sa ganda at seksi niyang iyon ay tatanda siyang dalaga, hindi ba?

Kaya sa pag-amin ni Andrea na back in the dating game siya, marami ang natuwa para sa magandang aktres.

Sa podcast na “Updated with Nelson Canlas” ay inihayag ni Andrea ang tungkol dito, na medyo matagal na rin siyang nakikipag-date pero hindi madalas.

“Yes,” umpisang pahayag ni Andrea. “Actually, matagal-tagal na rin. Hindi kasi ako yung maya’t-maya.

“Medyo may gap talaga.”

“Lumalawak ang mundo ko, and ngayon din na nagta-travel ako, nakakatuwa kasi siyempre parang nakaka-meet ka ng iba-ibang klaseng tao, tapos nalalaman mo yung buhay nila.

“Ine-enjoy ko lang talaga. Ganun pa rin naman, single, pero happy and nag-e-enjoy, nag-e-explore ng buhay.”

Ayon pa sa ‘Pasional’ lead actress hindi exclusive ang pakikipag-date niya.

Sa naturang panayam namin kay Shaira sa presscon ng ‘Lovers/Liars’ ay sinabi niyang HINDI pa sila engaged ng boyfriend niyang si Edgar Allan Guzman.

Pero heto at umamin na sila ni EA na December ng 2021 pa pala sila engaged!

Nangyari ang pag-amin ng dalawa sa ‘Unang Hirit’ nitong Biyernes, February 16.

Pahayag ni EA, “It happened on December 25, 2021… yes, mga Kapuso, UH fam, Shaira and I are engaged!”

Ayon pa sa dalawa iyon na nga, 2021 pa sila engaged pero dahil nirerespeto ni EA ang desisyon ni Shaira naghintay muna sila ng tamang oras bago ihayag sa publiko ang engagement nila.

Going back sa interbyu namin kay Shaira last November kung saan sinabi niya mismo sa amin na hindi pa sila engaged, in fairness naman ay sinabi rin niya na pinag-uusapan na nila ni EA ang tungkol sa kasal.

Plano raw nilang magpakasal pagka-graduate ni Shaira, then isang taon silang mag-iipon.

“Para lang ready kami parehas, hindi kami pupulutin sa kangkungan.

“Para magawa namin yung dream wedding namin, gusto ko may ipon kami parehas, hindi lang siya, hindi lang ako,” bahagi pa rin ng interbyu namin kay Shaira last November.

Fourth year Marketing Management student si Shaira sa University of Perpetual Help sa Las Pinas City that time na kausap namin siya last November; isang taon na lamang at magtatapos na si Shaira sa pag-aaral.

Wala rin naman daw silang target na edad sa pag-aasawa.

“Wala naman, pero sakto na din naman po e, twenty-eight na po ako ngayon, si Edgar ay thirty-three na po, thirty-three or thirty-four, hindi ako sure,” sinabi pa sa amin ni Shaira November last year.

Well, hindi naman porke engaged na sila noong 2021 at inanunsiyo na nila ang tungkol dito ngayong 2024 ay hindi naman siguro nangangahulugang agad-agad silang magpapakasal.

Baka naman nga ga-graduate muna si Shaira sa school at mag-iipon muna bago ang wedding nila.

WYATT RUSSELL TALKS ABOUT THE SINISTER POOL AND HIS TROUBLED CHARACTER IN THE SUPERNATURAL THRILLER “NIGHT SWIM”

Like his Night Swim character, Wyatt Russell (The Falcon and the Winter Soldier, Monarch: Legacy of Monsters) was a former athlete, one of the reasons director Bryce McGuire wanted him for the role of former baseball pro Ray Waller.

For the actor, being able to draw on his own experience as an athlete definitely helped his performance. “There are aspects of this character that obviously I’ve felt before, or seen in people I know, where you’re sort of losing your ability and sense of identity to injury,” says Russell, who played hockey on the amateur and professional levels for six years, until injuries forced him to quit. “I know the feeling of wanting to do anything, even if it’s detrimental to yourself or your family, to keep playing; it’s a hard drug to let go of. There was that element of it that I know Bryce wanted, and I was able to do that because I had lived aspects of that life.”

In Night Swim, based on director McGuire’s acclaimed 2014 short film of the same name, Ray Waller (Russell) is a former major league baseball player forced into early retirement by a degenerative illness. Secretly hoping, against the odds, to return to pro ball, Ray persuades his wife, Eve (Kerry Condon), that their new home’s shimmering backyard swimming pool will be fun for the kids (Amélie Hoeferle and Gavin Warren) and provide physical therapy for him. But a dark secret in the home’s past will unleash a malevolent force that will drag the family under, into the depths of inescapable terror.

Besides his personal connection to his character, Russell says he was drawn to Night Swim because of the thematically rich story that McGuire had built from its fiendishly simple swimming-pool premise.

“I just love everything that the swimming pool represented – how it gives life and takes it away; how it holds both good and evil – and how it made for a refreshingly different approach to a genre story,” Russell says, adding he also appreciated the trajectory of Ray’s increasingly dark arc and how the true evil that threatens Ray and his family isn’t supernatural but his own flaws. “I liked how his selfishness and his misguided strategies for dealing with everything that comes with M.S. [multiple sclerosis] ends up being the forces that drive him. He’s a nice guy with a nice, normal family dealing with very real human dilemmas, but there’s this little kernel of narcissism that leaves him vulnerable to corruption that can take over his soul. It was just a fun part to play.”

McGuire says Russell was a joy to work with. “From our first conversation, I saw how deeply he understood the psychology of an athlete and an athlete’s struggle to move on from the sport they’ve dedicated so much of their life to,” he says of Russell. “Wyatt was a joy to work with for me because he was completely fearless. Without saying too much, he has to go to some extreme places in the movie and he was never self-conscious. He understands how to connect to an audience and he’ll try five different versions of something to give you options. That’s a dream for a director. He was game for anything, very selfless and always thinking of the movie.”
