PBBM, aprubado ang plano ng DTI na paghusayin ang food distribution sa Pinas

APRUBADO ni Pangulong Ferdinand Marcos Jr., ang estratehiya ng Department of Trade and Industry (DTI) na  mapahusay ang food logistics  sa Pilipinas.

 

 

Ayon sa Presidential Communications Office (PCO), tinalakay ng Pangulo ang plano sa isang pulong sa Palasyo ng Malakanyang kasama ang mga opisyal ng DTI, Department of Interior and Local Government (DILG), Department of Information and Cimmunication Technology (DICT) at iba pa.

 

 

“President Ferdinand R. Marcos Jr., approved on Tuesday the Department of Trade and Industry’s  Three -year Food Logistics Action Agenda aimed  at revolutionizing  the country’s  food distribution system, reducing transport and logistics costs, and ensuring food supply chain efficiency,” ayon sa PCO sa isang kalatas.

 

 

Sinabi ng PCO na ang pangunahing layunin ng plano ay tiyakin na ang pagkain ay mananatiling available  at abot-kaya ng mga Filipino.

 

 

Tugon ito sa naging kautusan ni Pangulong Marcos noong September 2022 na palakasin ang “food logistics chain, cold chain industry, ports infrastructure at farm-to-market roads.”

 

 

“The Three-Year Food Logistics Action Agenda contains six key strategies to ensure success. These include  revolutionizing  the Philippines’ food distribution system, reducing transport and logistic costs, increasing investments in logistics infrastructure on transportation and storage, and addressing other supply chain gaps,” ayon pa rin sa PCO.

 

 

Kabilang naman sa plano ang paggamit ng food terminals at hubs sa iba’t ibang bahagi ng bansa.

 

 

“Food terminals are specific  locations with  standardized  logistical processes and trasnportation system to shorten the supply chain  between producers and consumers,” aniya pa rin.

 

 

“These hubs operate as central command centers for effectively  supervising the balane between demand and supply withj the resulting  synergy within these hubs amplifying the effectiveness  of the action plan,” ang paliwang ng PCO.

 

 

Idagdag pa rito, mas mapalalakas ng plano ng DTI ang pagsisikap ng pamahalaan laban sa hoarding at smuggling.  (Daris Jose)

Price Act, dapat nang amyendahan

NAIS  ng isang mambabatas na amyendahan ang 31-taon ng batas na Price Act upang maitaas ang parusa at multa laban sa mga hoarders at mapagsamantalang mangangalakal ng bigas at mais.

 

 

Sa House bill 7970, nais ni Bicol Saro Partylist Rep. Brian Raymund Yamsuan na maitaas sa 40 taong pagkabilanggo ang parusa sa naturang krimen na maituturing na acts of economic sabotage.

 

 

Isinusulong din sa panukala ang agbuo ng isang anti-rice or corn hoarding and profiteering task force sa bawat probinsiya, siyudad at munisipalidad in na magsasagawa ng regular na pagbabantay sa inventory levels ng lahat ng mills, warehouses at stock houses ng bigas at mais upang mabatid kung itinatago ang mga naturang produkto.

 

 

“One of the reasons  greedy and shameless traders are bold enough to hoard rice or corn even during difficult times is that the punishment imposed on them under the law is not harsh enough. We need to amend the outdated Price Act to ensure that the penalties remain commensurate to the crimes committed, and include other acts and practices that should be deemed illegal but not covered under this law,” ani Yamsuan.

 

 

Ang pahayag ng mambabatas ay kasunod na rin sa naging pag-iikot ng fact-finding team mula sa kamara sa pangunguna ni by Speaker Martin Romualdez at opisyal ng Bureau of Customs (BOC) sa ilang several sa Bulacan nitong nakalipas na linggo.

 

 

Isa ang rice hoarding sa pinagsususpetsahang rason kung bakit masyadong mataas ang presyo ng bigas. Nagkakaroon aniya ng artificial shortage sa suplay ng rodukto dahil sa hoarding.

 

 

Sa ilalim pa ng panukala, ang hoarding ng bigas at mais tuwing may kalamidad o emergency na idineklara ng Pangulo ay maikukunsiderang economic sabotage at maaaring maparusahan ng reclusion perpetua na may katumbas na pagkakabilanggo ng 20 hanggang 40 taon.

Utos ni PBBM sa BOC, ipagpatuloy ang ‘warehouse raids’ para labanan ang hoarding, illegal rice imports

INATASAN ni Pangulong Ferdinand Marcos Jr. ang Bureau of Customs (BOC) na ipagpatuloy lamang ang raids o isang bigla at hindi inaasahang pagsalakay sa mga  warehouse o bodega para tugunan ang usapin ng hoarding at illegal rice importation.

 

 

Sa press briefing sa Malakanyang, sinabi ni  Customs Commissioner Bienvenido Rubio na ang naging direktiba ni Pangulong Marcos sa  BOC ay para i-validate ang lahat ng  warehouse na nag-iimbak ng imported rice at  kagyat na magpalabas ng  letters of authority para inspeksyunin ang mga nasabing warehouse.

 

 

“We will be conducting more inspections of these warehouses. The inspection and visitation will be coordinated with other agencies like the DA (Department of Agriculture) and DTI (Department of Trade and Industry).” ayon kay Rubio.

 

 

Nito lamang Agosto 25, sinabi ng BoC na pansamantala nitong kinandado at binantayan ang tatlong  warehouse na matatagpuan sa loob ng Intercity Industrial Complex sa Balagtas, Bulacan, napaulat na  nagtatago at nag-iimbak ng smuggled rice na nagkakahalaga ng  ₱505 milyong piso.

 

 

Ani Rubio, ang mga may-ari ng bodegang  ito ay binigyan lamang ng hanggang Setyembre  8  para magpakita ng “proof of payment” ng  duties at taxes  para sa  rice importation.

 

 

“Pag hindi nakapagbigay ng correct payment of duties and taxes, magkakaroon ng issuance of warant of seizure and detention na magbibigay ng authority para ikumpiska ang imported articles stored in the warehouses,” aniya pa rin.

 

 

Ang mga naturang warehouse ay naglalaman ng 202,000 sako ng imported rice grains na napaulat na nagmula pa sa  Vietnam, Cambodia, at Thailand.

 

 

Tinuran ni Rubio na hindi siya makabigay ng konklusyon kung ang nabanggit na produkto na nakaimbak sa warehouse ay intensyong itago.

 

 

“BOC’s authority only extends to whether the sacks of imported rice are paid with the correct duties and taxes,” ani Rubio.

 

 

“This comes after Marcos ordered the close monitoring of rice prices in markets and said he “will go after hoarders and price manipulators who take advantage of the lean months before the harvest season,” ayon sa  Presidential Communications Office (PCO)  nito lamang Agosto 16.  (Daris Jose)

Past Lives is about the story of Na Young (Greta Lee), a South Korean immigrant whose family moved to Canada when she was a child.

Her relationship with childhood friend Hae Sung (Teo Yoo) is just starting when her parents decide to move to another country.

After twelve years later, Na Young is now Nora, an aspiring playwright in New York City. Hae Sung is an engineering student back in Seoul. They reconnect over Facebook, and soon, their lives revolve around regular Skype calls, with different time zones.

Twelve more years pass, and Nora is still in Manhattan, married to Arthur (John Magaro), a fellow writer.  And after two decades Hae Sung decides to visit New York, and they are reunited. For one fateful week, Nora and Hae Sung grapple with questions of fate, love, and the choices that shape a life.
