LTO: Processing ng drivers’ licenses patuloy pa rin sa gitna ng kakulangan ng plastic cards

PATULOY pa rin ang pag proseso ng mga drivers’ licenses ng mga bagong aplikante sa gitna na kakulangan ng supply ng plastic cards.
Ito ang sinabi ni Land Transportation Office (LTO) assistant secretary at chief Jay Art Tugade matapos niyang ipagutos ang extension ng validity ng mga drivers’ licenses na nag expire noong April 24 hanggang Oct. 31.
“For students who want to apply for initial driver’s license, they can proceed with the processing at the LTO offices. What they will get is a photocopy of their official receipt. At the back of the OR will be their printed driver’s license,” wika ni Tugade.
Noong nakaraang linggo pa naireport na may shortage ng plastic driver’s license cards. Ayon sa kanya isang unique QR code ang ibibigay sa mga may-ari ng driver’s license. “The OR codes can be presented to traffic enforcers in case they are apprehended,” saad ni Tugade.
Maaari rin ang may mga may-ari ng printed na driver’s license ay magkaron ng access sa mga information sa pamamagitan ng LTO website kung ang kanilang printed na OR ay nawala. Sinigurado naman ni Tugade ang publiko na ang personal na information ng mga motorista sa LTO website ay ligtas.
Ang Department of Transportation (DOTr) ay nangako na matatapos nila ang procurement ng mga plastic cards sa darating na July.
Dagdag ni Tugade na halos ang supply ng mga driver license cards sa lahat ng sangay ng LTO sa regional, district, extension at renewal offices ay halos paubos na. Ang natitirang supply ng mga license cards ay nakalaan na lamang sa mga overseas Filipino workers. Sinabi pa ni Tugade na noong dumating siya sa LTO noong November ay kanyang nalaman na ang inventory ng plastic cards ay paubos na.
Noong nakaraang January, ang DOTr ay nagbigay ng order kung saan pinaguutos na ang lahat ng attached agencies nito na bibili ng supplies na nagkakahalaga ng P50 million at pataas ay kailangan gawin ng DOTr central office.
Ayon kay Tugade, ang LTO ay gumagamit ng mahigit sa 30,000 plastic cards kada araw para lamang sa mga drivers’ licenses. Mayron na lamang 147,000 na inventory ang LTO ng mga plastic driver’s license sa buong bansa.
Samantala, sinabi ni Senator Grace Poe na kailangan bigyan ng pansin sa lalong madaling panahon ng LTO ang shortage ng driver’s license plastic cards bago ito maging malala at mag lumika ng malaking problema.
“The shortage in driver’s license plastic cards should be nipped in the bud before it could create another gargantuan backlog for the LTO. Issuing a license printed on paper is prone to wear and tear, tampering and could compromise the security of the holder,” sabi ni Poe.
Noong 2017 ay tinulak ni Poe ang isang batas na magkaron ng extension ng validity ang driver’s license hanggang limang (5) taon o kahit sampung (10) taon upang mabigyan ng incentive ang drivers, mawala ang red tape at nag magkaron ang mga driver license holders ng isang ID card na kanilang magagamit conveniently sa lath ng official transactions.
Tinawagan din ni Senator Christopher “Bong” Go ang LTO at DOTr upang bigyan ng solusyon sa lalong madaling panahon ang shortage ng driver’s license plastic cards. Ayon kay Go ay dapat napaghandaan ang kakulangan ng mga drivers’ licenses.
“I am concerned over the possible inconvenience of issuing temporary paper-based drivers’ licenses since license holders need to go back to the LTO just to have these replaced,” wika ni Go. LASACMAR

Panukalang divorce law umani ng iba’t ibang opinyon mula sa publiko

UMANI  ng iba’t ibang reaksyon ang panukalang divorce law mula sa publiko, ang usaping ito kasi ay nais na muling buksan sa Kamara bilang pagpapahalaga sa well-being ng mga manggagawa maging sa labas ng kanilang trabaho.
Sa pamamagitan ng House Bill 4998 o ang Absolute Divorce Act of 2022, itinutulak nito ang pagsasabatas ng divorce law.
Ayon pa kay Davao Del Norte 1st District Rep. Bebot Alvarez, mayroong karapatan ang bawat indibidwal na umalis sa relasyong hindi na maganda para sa kanilang kalusugan mapa mental o physical health.
Ngunit ayon sa ating mga nakapanayam, hindi umano sila pabor sa panukalang batas na ito dahil tayo ay nasa Pilipinas.
Sinabi pa ni Girlie Gonzales na kawawa umano ang mga anak na maghihirap kung sakali mang maghihiwalay ang mag asawa.
Pareho naman ang naging stand ni Dong Luz, aniya hindi siya pabor sa panukalang divorce dahil ang nakasanayan raw ng mga Pinoy ay buo ang pamilya, iba naman raw tayo sa ibang mga lahi.

P4 BILYON NA DROGA, SINUNOG SA CAVITE

TINATAYANG mahigit sa P4 bilyon halaga ng hinihinalang droga ang sinunog sa Integrated Waste Management Inc. (IWMI) sa Brgy Aguado, Trece Martires City Huwebes  ng umaga . 

 

 

Ang naturang mga droga ay kabilang sa mga iba’t-ibang drug evidence na nakumpiska mula sa mga drug operations na isinagawa ng Philippine Drug Enforcement Agency (PDEA) at kanilang mga counterparts na law enforcement at military units.

 

 

Sinira sa pamamagitan ng thermal decomposition ang kabuuang 700 kilograms na nagkakahalaga ng P4,154, 802,996.83 bilyon kabilang ang 601,447,0994 gramo ng Methamphetamine Hydrochloride o shabu na nagkakahalaga ng P4,089,840.92; 110,694,1323 gramo ng marijuana na nagkakahalaga ng P13,283,295.88; 6,2800 gramo ng Cocaine na nagkakahalaga ng P33,284.00; 12,974.999 gramo ng MDMA o Ecstasy na nagkakahalaga ng P51,534,890.70; 32,5200 gramo ng Meth +Ephedrine na nagkakahalaga ng P111,218.40; 343,4410 gramo ng Codeine; 0.0200 gramo ng Ephedrine na nagkakahalaga ng P6.91; 0.3500 gramo ng  Phentermine na nagkakahalaga ng P25.03 at 177.500 milliliters na Liquid Marijuana.

 

 

Ang Thermal Decomposition, o thermolysis, ang isang proseso kung saan sinusunog ang mga ito na may 1,000 degrees centigrade na init nito.

 

 

Ang pagsira sa mga iba’t ibang droga ay pagsunod sa ipinapatupad na panuntunan sa kustodiya at pagtatapon sa mga nakumpiskang mga droga na nakasaad sa Section 21, Article II of Republic Act 9165, o ang  Comprehensive Dangerous Drugs Act of 2002, and Dangerous Drugs Board Regulation No. 1, Series of 2002.

Nakagugulat din ang chemistry nila ni Xian: RYZA, ‘di na maaaring pagtaasan ng kilay ngayon bilang aktres

SA aming personal na opinyon, hindi na maaaring pagtaasan ng kilay ngayon si Ryza Cenon bilang aktres.
Pinatunayan niya na kaya niyang maging mahusay na artista sa napaka-epektibo niyang portrayal bilang si Aurora (taong 1900), Belen (taong 1950) at Elly (year 2020) sa pelikulang ‘Sana Muli1 ng Viva Films.
Matagal na naming kilala si Ryza, kapapanalo pa lamang niya bilang Ultimate Female Survivor ng StarStruck noong 2004 (si Mike Tan ang Ultimate Male Survivor) ay nasubaybayan na namin, more or less, ang journey ni Ryza bilang artista.
At ginulat niya kami sa pasabog na acting niya sa ‘Sana Muli’ na pinagbidahan nila ni Xian Lim na gumanap naman bilang si Victor (1900), Nicolas (1950) at Pepe o Pep (2020).
Maayos na naitawid ni Ryza ang tatlo niyang persona; ang mahiyain at konserbatibong si Aurora; ang mayumi at masayahing si Belen, at ang palamura, naninigarilyo at nangungalangot na si Elly.
Hindi nagkamali ang Viva Films na pagbidahin si Ryza sa isang pelikula dahil halatang itinodo ni Ryza ang nalalaman niya bilang isang aktres.

90 day extension ng SIM card registration, inaprubahan ni PBBM

INAPRUBAHAN ni Pangulong  Ferdinand Marcos Jr. ang  90-day extension ng SIM card registration.

 

 

Nakatakdang magtapos kasi sa Abril 26, 2023 o ito kasi ang  deadline ng pagpaparehistro ng SIM card ng mga subscriber.

 

 

Sa Facebook page ng Radio Television Malacañang (RTVM), nakasaad dito na “Failure to register within the given period of extension will result to limited SIM services from the telecommunication companies.”

 

 

Binigyan din ng direktiba ng Pangulo ang Department of Information and Communications Technology (DICT)  para magsagawa ng public announcement sa bagay na ito.

 

 

Nauna rito, pinangunahan ni Pangulong Marcos ang sectoral meeting ukol sa  updates kaugnay  subscriber identity module (SIM) card registration sa  State Dining Room sa Palasyo ng Malakanyang, ngayong araw ng Martes, Abril  25, 2023.

 

 

Bago pa ito, ipinaalam ng DICT kay Pangulong Marcos na nagpulong ito kasama ang mga  stakeholders na binubuo ng public telecommunication entities at relevant agencies, araw ng Lunes, Abril  24, 2023, at ipinresenta ang panukalang palawigin o i-extend ang SIM registration period matapos ang April 26 deadline.

 

 

Sa kabilang dako, “as of 23 April 2023,” mahigit sa 82 milyong SIMs ang rehistrado na o  49.31% ng kabuuang  active SIMs “as of December 2022.”

 

 

Sa kasalukuyan, mayroong 168,016,400  kabuuang bilang ng aktibong  SIMs sa bansa.

 

 

Mula  82 million registered SIMs,  mahigit naman sa 37 milyon ang Globe subscribers, mahigit naman sa 39 milyon ang Smart subscribers at mahigit sa five (5) milyon ang Dito subscribers.

 

 

Target ng DICT na mairehistro ang 70% ng  active SIMs sa loob ng  90-day extension at magbigay ng ulat sa Pangulo na mas maraming Filipino   “will enjoy social, digital and financial inclusion upon SIM registration.”

 

 

“In the weeks/days leading to the 26 April 2023 deadline, there has been a sharp increase in the number of daily registrants. To ramp up SIM registration, the National Telecommunications Commission (NTC) and other relevant government agencies have been conducting facilitated SIM registration in remote areas,” ang nakasaad pa rin sa Facebook page ng RTVM.

 

 

Ang Republic Act No. 11934 o ang SIM Registration Act ay nilagdaan ni Pangulong Marcos noong Oktubre 10,  2022 na naglalayong sugpuin ang naka-aalarmang paglaganap ng spam messages at scams sa pamamagitan ng short messaging services (SMS) o text sa bansa. (Daris Jose)

PBBM, sinaksihan ang Balikatan 2023 Live-Fire Sea Drills sa Zambales

PERSONAL na sinaksihan ni Pangulong Ferdinand R. Marcos Jr. Marcos ang live-fire sea drills  ng Pilipinas at armed forces ng Estados Unidos sa Zambales bilang bahagi ng kanilang Balikatan Exercise. 
Habang isinasagawa ang drills na may  2.8 kilometers mula sa Naval Education Training Doctrine Command (NETDC) sa San Antonio, Zambales,  nagpartisipa ang U.S. at Philippine combat units sa combined joint littoral live-fire exercise, nagtapos  sa  field training event para sa Balikatan 2023.
Tinatayang may  1,400 Marines, soldiers, sailors, airmen at Coast Guardsmen mula sa dalawang bansa ang sumali sa Combined Joint Littoral Live Fire Exercise (CJLLFX), kung saan may kaugnayan sa “detecting, identifying, targeting and engaging a target ship” gamit ang iba’t ibang  ground at air-based weapons systems.
“The exercise featured U.S. and Philippine weapons platforms delivering coordinated fires on a target ship, a decommissioned Philippine Navy corvette towed into Philippine territorial waters,” ayon sa kalatas ng Malakanyang.
Ang  bilateral weapons systems  na ginamit sa  war games ay binubuo ng U.S. at Philippine artillery, High-Mobility Artillery Rocket Systems (HIMARS) at Avenger air defense systems.
“State-of-the-art combat aircrafts were also mobilized including AH-64 Apache attack helicopters, Philippine Air Force FA-50 Golden Eagle fighter-attack aircraft, F-16 Fighting Falcons, U.S. Marine F-35B Joint Strike Fighters, and the U.S. Air Force Special Operations Command AC- 130 Spectre gunship,” ayon pa rin sa Malakanyang.
“One of the most anticipated weapons from the U.S. arsenal was the HIMARS, a full-spectrum, combat-proven, all-weather, 24/7, lethal and responsive, wheeled precision strike weapons system,” dagdag na pahayag nito.
Ang HIMARS ay isang “C-130 air transportable wheeled launcher mounted on a 5-ton Family of Medium Tactical Vehicles XM1140A1 truck chassis organic/assigned to Field Artillery Brigades.”
Itinatag para suportahan ang expeditionary, lethal, survivable at tactically mobile force, ang HIMARS ay may bitbit na isang launch pod  naglalaman ng anim na  Guided MLRS (GMLRS)/MLRS rockets o kaya naman ay isang Army Tactical Missile System (ATACMS) missile.
Habang isinasagawa ang littoral live-fire event, isang  U.S. Marine Corps command and control at sensor network ang pinagana ang iba’t ibang firing platforms para madama ang kanilang  target, i-develop ang  firing solutions at makapag- deliver ng tumpak na integrated fires laban sa target vessel.
Ayon sa  Filipino at  American military officials, ang training event kumakatawan sa isang tangible demonstration ng  U.S.-Philippine commitment ay naglalayong  palakasin ang military capabilities at interoperability para makamit ang shared modern-day security challenges.
Ang Balikatan, isang Tagalog term na nangangahulugan na “shoulder-to-shoulder” o “sharing the load together,” ay  largest annual exercise sa pagitan ng dalawang magkaalyadong bansa at 2023 ay tanda ng 38th iteration at largest iteration sa ngayon.
“It provides an opportunity for the two armed forces to enhance cooperation, increase capabilities and improve interoperability in conflict situation and disaster response,” ayon sa Malakanyang.
“A focus point in Balikatan 2023 was bilateral integration of command and control, sensors and multi-domain fires,” ayon pa rin sa Malakanyang.
Sa kabilang dako, may  17,600 participants ang nakiisa sa  “exercise, developing interoperability and enhancing bilateral capabilities in the areas of maritime security, amphibious operations, live-fire training, urban and aviation operations, cyber defense, counterterrorism, and humanitarian assistance and disaster relief preparedness.”
Kabilang naman sa mga opisyal ng Pilipinas na dumalo sa nasabing drills ay sina  AFP Chief of Staff Gen. Andres Centino, National Security Adviser Eduardo Año, Zambales 2nd District Rep. Doris Maniquiz at Zambales Governor Hermogenes Ebdane Jr.
Para naman sa panig ng Estados Unidos, ang mga dumalo ay sina Ambassador of the US to the Philippines MaryKay Carlson, US Deputy Assistant Secretary of Defense for South and Southeast Asia Lindsey Ford, at US Exercise Director Lt. Gen. William Jurney.
Ang Pilipinas ang pinakamahalagang U.S. ally at pinakamalaking recipient ng U.S. military assistance, equipment, at training sa rehiyon.
Matatandaang, nilagdaan ang  U.S.-Philippines Mutual Defense Treaty  noong  1951 at itinuturing na  America’s longest standing defense treaty sa  Indo-Pacific region.  (Daris Jose)
