PBBM, nanawagan ng “pagkakaisa” para matiyak ang full labor market recovery

NANAWAGAN si Pangulong Ferdinand R. Marcos Jr. nang pagkakaisa sa mga empleyado, labor workers, at iba pang stakeholders para matiyak ang full recovery ng labor market sa gitna ng economic challenges.

Ginawa ng Pangulo ang kanyang panawagan na ito sa isinagawang “DOLE@90 Stakeholders’ Night: Gabi ng Parangal at Pasasalamat” idinaos sa Philippine International Convention Center sa Pasay City, araw ng Huwebes.

Sa kanyang naging mensahe, binigyang diin nito ang pangangailangan na lumikha ng mas marami at de-kalidad na hanapbuhay para makamit ang nilalayon nito na magkaroon ng “New Philippines.”

“As we pursue a progressive and inclusive Bagong Pilipinas, I thus call on everyone – employers, workers, government, and stakeholders alike – to remain united in ensuring the full recovery of the labor market,” ang naging pahayag ni Pangulong Marcos sa kanyang naging talumpati na binasa naman ni Executive Secretary Lucas Bersamin.

“So, let us continue to work together to produce not only more jobs but also quality and meaningful employment that will uplift the lives and dignity of every Filipino worker,” dagdag na pahayag nito.

Sa kabilang dako, pinuri naman ng Punong Ehekutibo ang Department of Labor and Employment (DOLE) para sa pagpo-promote ng mapakikinabangan na employment opportunities at protektahan ang karapatan at kapakanan ng mga manggagawa para sa 90 taon.

“This shows not only the enduring spirit of public service that prevails here at the DOLE, but also your steadfast commitment to ensuring full, decent, and productive employment for every Filipino worker,” aniya pa rin.

Kinilala naman ng Chief Executive ang awardees at government partners at pinagtibay ang labor protection at industrial peace bilang isa sa mga prayoridad ng administrasyon.

Nanawagan naman ito sa mga awardees na panatilihin ang kanilang adbokasiya at magbigay ng inspirasyon sa bawat isa na lalo pang magsikap na magtayo ng “strong and resilient workforce.”

“Rest assured that promoting labor protection and industrial peace remain among the top priorities of this administration, as they are the keys to developing the full potential of our workers and harnessing their productivity towards nation-building,” ayon kay Pangulong Marcos.

Ang event ay bahagi ng weeklong celebration ng ika-90 founding anniversary ng DoLE.

Ang tema ng pagdiriwang ng anibersaryo ngayong taon ay “Serbisyong Mabilis at Matapat sa Bagong Pilipinas” at may kasama na pagsasagawa ng nationwide job fairs, pagpapalabas ng payouts sa mga benepisaryo sa ilalim ng Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers (TUPAD) Program, at Kadiwa ng Pangulo para sa mga Manggagawa.

Ang DOLE ay nagsimula bilang ahensiya noong 1908 sa ilalim ng datng Department of Commerce and Police. Itinatag ito bilang departamento sa ilalim ng Act 4121 noong Disyembre 8, 1933.

DA, DILG pinaigting ang implementasyon ng “HAPAG KAY PBBM PROGRAM” para sa food security

KAPUWA sumang-ayon ang Department of Agriculture (DA) ar Department of the Interior and Local Government (DILG) na paigtingin ang implementasyon ng localized agriculture production program na naglalayong tiyakin ang food security at pagaanin ang kahirapan sa bansa.

Ang DA at DILG ang mga nangugunang ahensiya sa implementasyon ng Halina’t Magtanim ng Prutas at Gulay, Kadiwa’y Yaman, Plants for Bountiful Barangays Movement (HAPAG Kay PBBM) Program.

Ang “HAPAG kay PBBM Program” ay isang whole-of-government initiative na naglalayong itaas ang access para sa mga sariwa, ligtas at abot-kaya o murang pagkain sa pamamagitan ng urban at peri-urban agriculture at community engagement.

Sa ilalim ng programa, magbibigay ang DA ng “technical assistance, seeds at seedlings, fertilizers at pesticides” bilang financial assistance sa mga magpapartisipang barangay at magsasaka.

Sa kabilang dako, palalawigin naman ng DILG ang pagsasanay at suporta sa mga opisyal ng barangay sa kung papaano ipatutupad ang programa at pakilusin ang magpapartisipang residente ng barangay sa pagdadala ng inisyatiba.

Sabay-sabay na inilunsad sa iba’t ibang pilot barangays sa bansa, nakakuha naman ng suporta ang programa mula sa iba’t ibang rehiyon gaya ng Cordillera Administrative Region (CAR), Eastern Visayas, at Caraga.

Ayon sa tagapagtaguyod nito, ang HAPAG Kay PBBM Program ay “still in the early stages of implementation and the agencies still have to address some challenges such as intensifying barangay and farmer participation to ensure long-term success.”

Ang VIsayas Agricultural and Fishery Councils (AFCs) Congress idinaos sa Cebu City noong Setyembre, kinilala ng mga tagataguyod ang ang pangangailangan na tiyakin ang epektibo at mabisang implementayson ng programa at i- identify ang mga lugar para sa improvement.

“It was agreed upon during the Visayas Congress that the need for the DA and the DILG to develop a monitoring framework for the HAPAG Kay PBBM Program shall be prioritized to facilitate its progress and identify areas for improvement,” ayon sa ulat.

Inirekumenda naman ng AFC Visayas na ang dalawang pangunahing ahensiya ay mangyaring makipag-ugnayan sa Presidential Communications Office (PCO) at Philippines Information Agency (PIA) para sa komprehensibong information dissemination campaign sa barangay level para masiguro ang tagumpay. 4Ps cash grant, mas praktikal kaysa sa pamamahagi ng bigas

MAS PRAKTIKAL ang pamamahagi ng cash grants kaysa sa aktuwal na pamamahagi ng bigas sa mga benepisaryo ng Pantawid Pamilyang Pilipino Program (4Ps).

Sinabi ito ni Department of Social Welfare and Development (DSWD) Assistant Secretary Romel Lopez at tagapagsalita ng departamento matapos irekumenda ng National Food Authority ang pagbili at pamamahagi ng bigas sa halip na P600 monthly rice allowance para sa mga benepisaryo ng 4Ps.

Tinuran ng DSWD na mas gugustuhin pa nito na sumunod sa implementing rules and regulations (IRR) ng 4Ps Act “which calls for rice cash subsidy instead of distributing actual bags of rice.”

“Under sa ating 4Ps law, talagang nakalagay doon na ang stipend natin ay cash at ito po ay ibibili ng bigas ng ating mga beneficiaries,” ayon kay Lopez.

idinagdag pa nito na ang kasalukuyang sistema gamit ang cash card ng mga benepisaryo ay mas praktikal at makabubuti na mamahagi ng rice subsidy at mas kapaki-pakinabang para sa mga benepisaryo dahil maaari silang mamili ng bigas na gusto nilang bilhin.

“We want to give our beneficiaries iyong ika nga nila, na purchasing power. Choice po nila iyon,” dagdag na pahayag nito.

Maliban sa rice subsidy, ang mga miyembro ng 4Ps ay makatatangap ng monthly health at education cash grants.

Tiniyak naman ni Lopez sa publiko lalo na sa mga benepisaryo na handa ang DSWD na mamahagi ng sako ng bigas sa 4Ps beneficiaries sa halip na cash subsidy sa oras na aprubahan ng National Advisory Council (NAC) ang resolusyon na nananawagan ng aktuwal na rice distribution sa halip na cash grant.

Ang NAC ay binubuo ng mga miyembro mula sa iba’t ibang ahensiya ng gbyerno kabilang na ang DSWD, Departments of Health, Education, Agriculture, Labor and Employment, at Trade and Industry.

Samantala, mahigit naman sa 760,000 4Ps pamilya ang nauna nang na-assessed bilang non-poor base sa resulta ng Listahanan 3 na nananatiling eligible na makatanggap ng grants matapos ang re-assessment na isinagawa ng ahensiya.

“DSWD Secretary Rex Gatchalian ordered the re-assessment using the Social Welfare and Development Indicator (SWDI),” ayon kay Lopez.

Ang SWDI ay ginagamit ng departamento bilang case management tool para madetermina ang progreso ng pamilya, sa pamamagitan ng pagsukat sa kanilang “level of well-being” pagdating sa “economic sufficiency at social adequacy.”

Matapos ang reassessment gamit ang naturang tool, mahigit naman sa 760,000 4Ps members ang nananatiling nasa “survival at subsistence level” at patuloy na makatatanggap ang mga ito ng grants mula sa pamahalaan.

Tinatayang mahigit sa 330,000 re-assessed members ang nabibilang o tinatawag na non-poor at kasalukuyang nasa level ng “self-sufficiency.”

“They are now being processed for their official exit from the program through the “Pugay-Tagumpay” graduation ceremony,” ayon kay Lopez.

Ang reassessment aniya ay bahagi ng pagsisikap ng departamento na i-improve ang implementasyon ng programa na naglalayong tuldukan ang inter-generational poverty sa bansa. (Daris Jose)

Pinas, isusulong ang ‘international certifications’ para sa 9M green jobs para sa mga pinoy

SINABI ng gobyerno ng PIlipinas na agresibo nitong tatrabahuhin ang international certifications para sa target na 9.0 million “green jobs” sa bansa sa pamamagitan ng “planned upskilling at right-skilling” ng mga manggagawang filipino upang sa gayon ay agad silang makakuha ng trabaho hindi lamang sa clean energy sector ng Pilipinas kundi maging sa buong mundo.

Sa naging mensahe ni Energy Undersecretary Felix William B. Fuentebella sa isinagawang Global Offshore Wind Alliance (GOWA) side event sa COP28, sinabi nito na “we will pursue international certifications for green jobs so that our skilled workforce will be globally recognized.”

Binigyang diin ni Fuentebella na “the International Labour Organization (ILO) and International Renewable Energy Agency (IRENA) and other development partners are helping us in designing this international certification process.”

Giit pa nito na “in implementing our blueprint for our renewable energy development, we will create quality and green jobs by taking stock of our most important assets – human capital.”

Batay sa pigura na kinalkula ng Energy Policy and Planning Bureau (EEPB) ng Department of Energy (DOE), ang green jobs na maaaring malikha sa iba’t ibang supply chain ng renewable energy (RE) sector ay aabot sa 9.0 million.

“The ‘green jobs’ up for reinforcements are not just focused on power plant installations, but also those on the transmission, distribution as well as other components of the clean energy infrastructure development network,” ayon sa DoE.

“The Philippines – given its robust pipeline of projects and enhanced attractiveness for renewable energy investments – is being invited for a membership at the Global Offshore Wind Alliance (GOWA), an organization that provides one-stop overview as well as event-updates on the international offshore wind industry,” ayon pa rin sa departamento.

Winika naman ni Fuentebella, “our commitment to attain global competitiveness is founded in the implementation of skills and competency mapping development programs.”

Idinagdag pa nito na “these will assist Filipino workers to acquire the necessary technological skills to support our growing portfolio of renewable energy.”

Sa pagkakataong ito, ipinarating ni Fuentebella sa GOWA na ang gobyerno ng Pilipinas ay “initiated measures to identify the baseline skills of our workforce in the different stages of offshore wind development.”

Paliwanag pa ni Fuentebella na “we will develop and harness multi-generation skilled workers who will competently support our growing domestic offshore wind industry and increase employment opportunities in a more competitive international market.”

Ang malakas aniya na human capital base ani Fuentebella ay maaaring “help communities adapt to changing climate and in return, investments in low-carbon and climate-resilient initiatives will help us further unlock human capital gains.” (Daris Jose)
