PBBM, ipinag-utos ang konsolidasyon ng mga pag-amyenda sa procurement law

IPINAG-UTOS ni Pangulong Ferdinand R. Marcos Jr. ang konsolidasyon ng panukalang pagbabago o amiyenda sa decades-old Republic Act (RA) 9184 o  Government Procurement Reform Act (GPRA).

 

 

Nagbigay ng direktiba ang Pangulo ayon kay Budget Secretary Amenah Pangandaman sa sectoral meeting sa Palasyo ng Malakanyang kasama ang mga miyembro ng gabinete.

 

 

“During our meeting with the President, we were directed to have a consolidated amendments to the existing GPRA that we will present to House and the Senate,” ani Pangandaman sa press briefing sa Malakanyang.

 

 

“Isusulat lang po namin ng maayos ito in a form of an amendment doon sa mga provision, sa mga  existing provisions and then we will sit down with the House and Senate counterparts,” dagdag na wika nito.

 

 

Ani Pangandaman, ang “specific  amendments” sa umiiral na probisyon ng  GPRA ay ipalalabas sa loob ng dalawang linggo.

 

 

Binigyang diin na  “a lot of amendments” ay gagawin,  sinabi ni Pangandaman na ang panukalang revisions ay hahatiin sa anim na items, ito ay ang “innovative procurement methods; efficiency in the procurement process; procurement planning and budgeting; digitalization and innovation; green procurement; at amendments to miscellaneous provisions.”

 

 

Ang panukala aniyang pag-amiyenda ay naglalayong tugunan ang usapin na nakasasakit sa  public service delivery at tugunan ang underspending ng ilang  government agencies.

 

 

“We have also been hounded by controversies linked to the Philippine procurement system. That’s why our President is correct that we need to make government procurement more attuned to our changing times. Procurement affects us everyday, not just us in the government but the Filipino people,”ayon sa Kalihim.

 

 

“Of our total national budget, up to 25 percent po diyan  is done to procurement. So, for this year, our total budget is PHP5.268 trillion so it’s roughly PHP1.3 trillion. So, it’s quite a huge amount. These are the reasons that these reforms have become necessary albeit tedious,” dagdag na wika nito.  (Daris Jose)

PBBM, nalungkot sa pagpanaw ni Sec. Toots Ople

LABIS na ikinalungkot ni Pangulong Ferdinand  Marcos Jr. ang pagpanaw ni Department of Migrant Workers (DMW) Secretary Susan “Toots” Ople nitong Martes, Agosto 22.

 

 

“It’s a very, very sad news. I have lost a friend. The Philippines has lost a friend,” ayon kay Pangulong Marcos sa isang panayam.

 

 

“Ang galing-galing ni Secretary Toots. She was very much following the tradition of Ka-Blas Ople, of excellence, of compassion,.  It is a great lost to the Philippines for the service that we know she could still have rendered,” ayon s Chief Executive.

 

 

Sa kabilang dako,  nagpahayag naman ang Pangulo sa X (Twitter) account na  na tinuturing niyang “much valued friend” si Ople.

 

 

“The Philippines now also mourns a great champion for the labour movement in the Philippines. She dedicated her life, in every waking moment, to the welfare of labourers in general and migrant workers in particular. She was tireless in her pursuit to always support and find protection for our workers,” ang wika ng Punong Ehekutibo.

 

 

“There cannot be a better example of the perfect mix of compassion and hard-nosed pragmatism than in Toots. She got many things done in her years of public service, and all for others, never for herself,” aniya pa rin.

 

 

Nauna rito, kinumpirma naman  ni DMW spokesperson Toby Nebrida na pumanaw si Ople kanina dakong 1 ng hapon.

 

 

“It is with great sadness that the Department of Migrant Workers announces the passing of our dearest Secretary Susan “Toots” Ople.

 

 

Secretary Toots peacefully joined our Creator at around 1PM today, August 22, 2023 surrounded by her family and loved ones,” ayon kay Nebrida.

 

 

Nakatakda namang magpalabas ng mas marami pang detalye si Nebrida sa mga lalong madaling panahon.

 

 

Sa ngayon, ang hiling ng DMW ay ang “prayers for the eternal repose of the soul of our dear Sec. Toots. We ask as well for prayers for the Ople family.” (Daris Jose)

DENZEL WASHINGTON’S ROBERT MCCALL IS A MAN ON THE VERGE IN “THE EQUALIZER 3”

DENZEL Washington is back as Robert McCall, and in The Equalizer 3 McCall’s story reaches a conclusion. 

 

 

In the third and final film of the trilogy, it becomes clear that while working on behalf of the people who need him has provided Robert McCall with some solace, it still means that he is a man whose life is defined by violence – and that cannot last.

“He’s dealing with his demons,” says Washington, who reprises one of his signature roles. “It’s very different than the first two films; I think it’s much more personal. This movie is about his salvation and letting go of his past.”

“He’s going through an internal battle,” says Antoine Fuqua, who returns to direct the third film in the trilogy and fifth overall with Washington. “He’s helping those who can’t help themselves, handing out justice his way to evil people. But he’s questioning himself. Has he gone too far? Is he enjoying it too much? Is he still doing it for the right reasons?”

 

 

Producers Todd Black and Jason Blumenthal say that the reason that The Equalizer franchise has resonated so strongly with audiences is that it echoes with who Washington is in real life – minus the violence.

“Robert McCall is able to take care of good people who can’t take care of themselves,” they say. “Denzel, as a human being, really believes in mission-oriented goals… I think it’s the same thing here with Robert McCall – he uses his powers to serve good. He, as both Denzel and as Robert McCall, are going to make sure that the good people are protected. The fun of it is tracking them down – he gives them all an opportunity to stop what they’re doing, and they don’t, and so he has to become the Equalizer.”

 

The trouble for McCall, says Washington, is that he’s become a little too enamored by that idea – to his peril. “He has gotten addicted to this so-called ‘justice’ and crossed the line into unnecessary violence,” adds Washington. “He pays a price. And he has to deal with himself, and rely on others, and break out of his patterns, or he will die. Through that, hopefully, he finds peace.”

 

“What I wanted to explore was a man on the verge,” Fuqua continues. “McCall is on the verge of a question – what else does he have to live for? His wife is gone; Susan Plummer (Melissa Leo) is gone. It seems like he does the right thing, but he’s constantly punished. And so I think he’s on the verge, and he has to think about what he’s going to do with his life.”

 

The Equalizer 3 brings Robert McCall abroad for the first time. “The plan was always that the third film would go overseas,” says screenwriter Richard Wenk. “I had never been to Italy, but I knew that Denzel spends a lot of time there. So, during the pandemic, I did a lot of research. I thought that Italy would be the place that McCall might end up finding a place for himself.”

 

The Equalizer 3, also starring Dakota Fanning, opens in Philippine cinemas September 13, distributed in the Philippines by Columbia Pictures, local office of Sony Pictures Releasing International.
