TINUKOY ni Pangulong Rodrigo Roa Duterte ang tagumpay ng Pilipinas laban sa China sa agawan ng teritoryo sa South China Sea.

Sa kanyang naging talumpati sa United Nations General Assembly, sinabi ng Pangulo na hindi pinapayagan at hindi tinatanggap ng Pilipinas ang anumang pagtatangka na sisira sa July 2016 ruling ng Permanent Court of Arbitration in The Hague.

“The award is now part of international law, beyond compromise and beyond the reach of passing governments to dilute, diminish or abandon,” ayon kay Pangulong Duterte.

Aniya, ang commitment ng Pilipinas sa pinag-aagawang teritoryo sa South China Sea ay laging nakasalig sa United Nations Convention on the Law of the Sea at sa 2016 ruling ng Permanent Court of Arbitration sa the Netherlands.

Matatandaang, ilang ulit nang hindi kinilala ng China ang 2016 ruling ng arbitral tribunal.

Sa kabilang dako, pinasalamatan din ng Chief Executive ang iba pang mga bansa na sumusporta sa arbitral victory ng Pilipinas.

“We welcome the increasing number of states that have come in support of the award and what it stands for — the triumph of reason over rashness, of law over disorder, of amity over ambition. This — as it should — is the majesty of the law,” dagdag ng pangulo.

Sa ulat, noong nakaraang linggo ay ipinaalam ng mga bansang France , Germany at United Kingdom sa UN na hindi nila tinatanggap ang “historic rights” ng China sa South China Sea.

Sa note verbale na isinumite ng permanent mission ng UK sa UN sa New York, ini-refer ng European states sa arbitral ruling taong 2016 na pinaninindigan niti ang pag-angkin ng Pilipinas base sa UN Convention on the Law of the Sea.

“France, Germany and the United Kingdom also highlight that claims with regard to the exercise of ‘historic rights’ over the South China Sea waters do not comply with international law and UNCLOS provisions and recall that the arbitral award in the Philippines v. China case dating to 12 July 2016 clearly confirms this point,” ang nakasaad sa note verbale.

Ang note verbale ay inihain, araw ng Miyerkules sa New York (Huwebes sa Maynila ).

Hiniling naman ng UK mission sa UN na ipakalat ang note verbale “to all States Parties to UNCLOS and all Member States of the United Nations.”

Ayon kay Pangulong Duterte “geopolitical tensions continued to rise despite the COVID-19 pandemic.”

Nagpahayag din ito ng pangangailangan para sa “deescalation of tension” lalo pa’t may maliliit na bansa ang hindi kayang makipagkumpitensiya.

“Escalating tensions benefit no one. New flashpoints heighten fears and tend to tear peoples apart,” ang pahayag ni Pangulong Duterte.

“When elephants fight, it is the grass that gets trampled flat,” dagdag na pahayag ng Pangulo.

Aniya pa, “one could only imagine and be aghast at the terrible toll on human life and property that shall be inflicted if the ‘word war’ [deteriorated] into a real war of nuclear weapons and missiles.”

“I therefore call on the stakeholders in the South China Sea, the Korean Peninsula, the Middle East and Africa: if we cannot be friends as yet, then in God’s name, let us not hate each other too much,” lahad nito sabay sabing “I heard it once said, and I say it to myself in complete agreement,
