Pangakong P10B ni PDu30, huhugutin sa calamity, contingency fund, 2022 GAA —DBM

SINABI ng Department of Budget and Management (DBM) na may paghuhugutan na ang P10-billion aid para sa mga biktima ng bagyong Odette na ipinangako ni Pangulong Rodrigo Roa Duterte.

“For the P10 billion which the resident mentioned, the P2 billion is already available under the NDRRMF which is the long name of the calamity fund,” ayon kay DBM acting secretary Tina Canda sa Palace briefing.

Ang National Disaster Risk Reduction and Management Fund (NDRRMF) o calamity fund ay lump-sum appropriation na nakalaan para sa “aid, relief, and rehabilitation” para sa mga lugar na hinagupit ng human-induced at natural calamities.

Sinabi ni Canda na mayroong P4 bilyong piso ang natitira sa ilalim ng P20-billion NDRRMF para sa taong 2021.

“The next P2 billion is available under the President’s contingent fund,” anito.

Matatandaang, nangako si Pangulong Duterte na mangangalap ng P10 bilyong piso para sa rehabilitation at recovery efforts sa typhoon-affected areas, ayon kay acting presidential spokesperson Karlo Nograles.

Ang pangakong ito ng Pangulo ay matapos niyang ihayag na ubos na ang pondo dahil sa COVID-19 pandemic.

“The remainder P6 billion will be available in a couple of days once the GAA (General Appropriations Act) is signed for 2022,” ani Canda.

“When is it going to be signed? We expect the 2022 budget measure will be signed before the year ends so it’s between after Christmas until the 29th these are the days that are open,” dagdag na pahayag ni Canda. (Daris Jose)

Paggamit ng face shield, mananatiling boluntaryo sa mga lugar na nasa Alert Level 2 –Nograles

MANANATILING boluntaryo ang paggamit ng face shield sa mga lugar na nasa Alert Level 2 maliban na lamang sa mga ospital.

Ginawa ni Acting Presidential Spokesperson at Cabinet Secretary Karlo Nograles ang paglilinaw matapos sabihin ni Pangulong Rodrigo Roa Duterte na kailangang ipagpatuloy ng nga tao ang paggamit ng face shields sa gitna ng pagpasok ng Omicron variant ng coronavirus sa bansa.

“Under Alert Level 2, the mandatory use of a face shield is only for hospital settings. Those are our guidelines,” ayon kay Nograles.

“As to what the President said, it was only to remind people that the use of a face shield is voluntary to have an additional layer of protection,” dagdag na pahayag nito.

Nauna rito, sinabi ng World Health Organization (WHO) na wala ng pangangailangan para imandato ang pagsusuot ng face shield sa gitna ng pagsulpot ng Omicron variant.

“The virus is airborne, transferred via close contact transmission. What is important is observing social distancing, wearing face mask and hygiene,” ayon kay WHO representative to the Philippines Dr. Rabindra Abeyasinghe.

“As long as these minimum public health protocols are complied with and we ensure that people do not congregate in closed settings…face shields, at this point, are not mandatory because we are still looking at and understanding the transmission dynamics of the Omicron variant,” dagdag na pahayag ni Abeyasinghe.

Sa ulat, kinumpirma ng Department of Health (DOH) ang tatlong kaso ng Omicron variant sa gitna ng pagbaba ng bilang ng bagong COVID-19 cases sa bansa.

Nito lamang Disyembre 21, nakapagtala ang Pilipinas ng 168 bagong COVID-19 cases, pinakamababa sa daily count sa loob ng isangbtaon at pitong buwan.

Inilagay naman ng gobyerno ang buong bansa sa ilalim ng Alert Level 2 para sa buong buwan ng Disyembre.

Sa ilalim ng Alert Level 2 — ang second lowest sa bagong alert level system — ilang establisimyento at aktibidad ang pinapayagan ng 50% capacity indoors para sa fully vaccinated adults (at menor de edad at maging hindi bakunado), at 70% capacity outdoors. (Daris Jose)

Paggamit ng face shield iminungkahi ni Duterte na ibalik vs Omicron variant

Muling iminungkahi ni Pangulong Rodrigo Duterte ang pagsusuot ng face shield bukod sa pa sa face mask dahil sa banta ng Omicron coronavirus variant.

Sa kaniyang “talk to the people” nitong Martes ng gabi, sinabi ng pangulo na kahit na binabatikos at pinagtatawanan ng ibang bansa ang paggamit ng face shield sa mga pampublikong lugar sa Pilipinas ay malaking tulong aniya ito para maiwasan ang pagkalat ng virus.

Pinayuhan niya ang mga mamamayan na huwag munang itapon ang mga face shields dahil ito ay magagamit bilang doble proteksyon.

“Continue using it I advise you,” ani Pres. Duterte. “I really firmly believe that the wearing of face shield has contributed a lot.”

Magugunitang noong nakaraang mga buwan ay tinanggal ng Inter-Agency Task Force (IATF) ang paggamit ng face shield matapos ang tuluyang pagbaba ng kaso ng COVID-19 sa bansa.

“It might be not really a well-studied proposition but I would dare say that the shield will add another layer of protection,” giit pa ng pangulo.
