Gobyerno, handa na kay ‘Mawar’

TINIYAK ng administrasyong Marcos sa publiko na naghahanda na ito para sa posibleng epekto ng tropical storm Mawar, partikular na sa mga rehiyon ng Ilocos at Cagayan Valley.

Sa press briefing sa Malakanyang, sinabi ni Social Welfare Secretary Rex Gatchalian na inihanda na ng kanyang departamento ang mga goods o kalakal sa iba’t ibang bahagi ng bansa bilang paghahanda sa anumang kaganapan.

“We have prepositioned goods … everywhere in the country,” ayon kay Gatchalian nang tanungin ukol sa contingency para sa nagbabadyang tropical storm.

“We have worked with PAGASA (Philippine Atmospheric Geophysical, Astronomical Services Administration) on the modeling that it seems going to, it seems at this point, kasi it’s very early. It’s going to affect Regions II, Regions I, all the way to Batanes,” ayon sa Kalihim.

Ani Gatchalian, nagawa na aniya ng Department of Social Welfare and Development (DSWD) na magdagdag ng stockpile ng food packs sa northern Luzon bilang preparasyon para sa bagyo.

“Right now, ang average kasi nila will be around 30 to 50,000 in those two regions, independently of each other. Naka-preposition na iyon. But we are doubling it up. The goal here is to double it before the end of business tomorrow,” ang pahayag ni Gatchalian sabay sabing sinimulan na nila ang mobilisasyon nito lamang weekend.

Ang food packs ay para sa mga lugar na mayroong DSWD field offices na kasalukuyan ngayong nakikipagtulungan sa local government units para sa logistical support.

Tiniyak naman ni Gatchalian na may sapat na pondo na gagamitin para sa disaster response at ang quick response fund (QRF) mula sa national government ay available.

“Remember in the quick response fund natin, part n’ya is preparedness, making sure that handa tayo even before the storms come in. At DSWD, we have a full department doing disaster response,” paliwanag nito.

“It’s not a one-shot deal na kapag may bagyo lang na dumadating. All year long, they do these types of stockpiling activities, identifying, and when I was signed up, we were talking about… we are trying to expand our warehouse system. That is what we are utilizing now, the warehouse system — the LGUs or (that of the) national government or (concerned) national government agencies.” litaniya ng Kalihim. (Daris Jose)

Pero good news ang hatid ni Mega dahil hindi pa siya pinakawalan ng ABS-CBN dahil sa kanyang mother studio pa rin siya gagawa ng teleserye.

Deklarasyon ng WHO na nagbigay tuldok sa COVID-19 global health emergency

MAAARI nang muling pagtuunan ng pansin ng pamahalaan ang economic development ng bansa.

Ito’y kasunod ng naging anunsyo ng World Health Organization (WHO) ukol sa hindi na isang global health emergency ang COVID-19.

“With this development, we can now refocus our plans and priorities and train our size with renewed vigor, carefully guided by the stinging lessons of the pandemic, we can now refocus our priorities on the development of our economy and the betterment of the lives of ordinary Filipinos,” ang talumpati ni Pangulong Ferdinand Marcos Jr., sa idinaos na reception na hinost (host) ng Asian Development Bank sa Mandaluyong City.

Nagpasalamat ang Pangulo sa Manila-based lender para sa lahat ng tulong nito sa Pilipinas sa gitna ng COVID-19 pandemic.

Aniya, bagama’t idineklara ng WHO na hindi na isang global health emergency ang COVID-19, hindi aniya ito nangangahulugan ng pag-abandona sa universal health protocols.

“Thankfully, because of swift breakthroughs in virology and vaccinology, communities were able to build effective response systems while humanity was able to boost its immune system,” ani Pangulong Marcos.

Inalala pa ng Pangulo na nang makapulong niya ang Board of Governors ng ADB noong Setyembre ng nakaraang taon, binigyang diin nito ang pangangailangan para sa Pilipinas na “safely navigate through the waters of the post-pandemic world.”

“The pandemic did not blur our national vision… Our goal remains to be the same as in pre-pandemic circumstances. Our goal is to evolve our economy into one that is defined by sustainability, climate resilience, responsiveness, and of course inclusivity,” aniya pa rin.

Nakasaad sa report ng emergency committee ng WHO, ang unang deklarasyon ng COVID ay kumakatawan sa highest level ng alert noong Enero 30, 2020. Tumulong ang estado na ituon ang pansin sa international attention sa health threat at maging ang palakasin ang kolaborasyon sa bakuna at paggamot.

“Lifting it is a sign of the progress the world has made in these areas, but COVID-19 is here to stay, the WHO has said, even if it no longer represents an emergency,” ayon sa ulat.

Pilot tested ng gov’t food stamp program sa 2nd half na ng 2023 – DSWD

SA LAYUNING mapagaan ang kagutuman at kahirapan sa bawat pamilyang Filipino na nabibilang sa “lowest income bracket”, nakatakdang ikasa ng Department of Social Welfare and Development (DSWD) ang pilot-test ng food stamp program nito sa second half ng taon.

Ito ang sinabi ni Secretary Rex Gatchalian sa press briefing sa Malakanyang.

Sa katunayan, kasalukuyan na silang nasa design stage ng programa para maayos na mapunan ang puwang na hindi napansin sa panahon nang ipatupad ito.

“Mayroon na tayong first draft ng design and we will spend the remaining months of May and June in the design stage. We all know that the devil will be in the details and we have hired multiple consultants in the department to take a second look at what’s being designed para may check and balance,” ayon kay Gatchalian.

“We are working with PSA’s [Philippine Statistics Authority] in-house poverty expert who is their Usec – Usec. Dennis Mapa – he is helping us craft the concept there. So, the remaining days of May and June, we will work on designing it. Now, July to December will be the pilot run to vet the (program) properly,” dagdag na wika ni Gatchalian.

Sa tulong ng economic team ng administrasyong Marcos, sinabi ni Gatchalian na sinusubukan nilang i-package ang financing side ng food stamp program ng national government, umaasa na maglulunsad ng actual run sa first quarters ng susunod na taon.

“But we have to point out that we will not also do it simultaneously (for the targeted) one million (families). That’s trouble waiting to happen. We have to do it in a progressive manner. We have to do the pilot at 3,000 families; 300,000 hopefully next year sa first run; another 300,000 right after and then hopefully reach the magic number of one million in the succeeding year,” ayon sa Kalihim.

Tinukoy nito na sa kabuuan ng programa, patuloy na imo-monitor ng DSWD at susuriin ang ang mga benepisaryo sa rehiyon na na- identify na.

Tinukoy din nito ang limang pilot sites na nagmula sa iba’t ibang geopolitical characteristics – isa sa Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), dating naging conflict area; isa sa geographically isolated regions o lalawigan; isa sa urban poor settings; isa na magiging calamity-stricken areas; at isa ay rural poor area.

“We have to make sure that iyong konteksto ng programa will be designed na naaangkop sa bawat lugar,” ani Gatchalian.

Ang food stamp program o “Walang Gutom 2027” naglalayon na magbigay ng electronic benefit transfers na lalagyan ng food credits na nagkakahalaga ng P3,000 para makabili ng piling lstahan ng food commodities mula sa DSWD accredited local retailers.

Layon ng “Walang Gutom 2027” na puntiryahin ang isang milyong sambahayan mula sa Listahanan 3 na nabibilang sa food poor criteria na ipinaliwanag ng PSA.

“We believe that this program will properly address the gaps and assist its beneficiaries in attaining the recommended food and energy consumption needed for each member to perform their daily tasks and routines that has direct and indirect contribution to human capitalization and a direct positive impact towards nation-building. In other words, by meeting the daily food requirements of its target beneficiaries, the said program will sufficiently mitigate hunger caused by extreme poverty,” ang wika ni Gatchalian.

Ang identified beneficiaries ay mga pamilya na hindi nagagawang kumita ng P8,000 kada buwan base sa PSA gauge.

“It’s conditional… similar to other food stamp programs, there will be a work component. Ang argumento kasi ngayon ‘di ba, ‘pag gutom ang isang indibidwal, hindi siya maka-participate, hindi siya makatrabaho – kulang iyong caloric intake. So kung hindi siya makapagtrabaho, hindi siya produktibong mamamayan ng ating bansa,” pahayag pa rin nito.

“Ang kondisyon nga doon is, when you’re signed up, you have to go to your nearest Public Employment Service Office (PESO), get a certification that you are now partaking—being counted as part of the workforce no matter what job it is,” dagdag na wika ni Gatchalian.

SAKSI kami sa naging yacht date noon nila Alden Richards at Sam Pinto.

Nangyari iyon noong 2011 at magkasama sina Alden at Sam sa pelikulang ‘Tween Academy: Class of 2012’ ng GMA Films.

Nabanggit kasi sa isang interview ni Alden na isa sa crushes niya during that time ay si Sam Pinto na fresh na fresh noon dahil sa pagsali nito sa ‘Pinoy Big Brother: Double Up’.

Noong maging Kapuso si Sam, binigyan siya ng special role sa Tween Academy movie bilang teacher na pinagpapanyastahan ni Elmo Magalona. Pero na-focus ang promo kina Alden at Sam.

In-arrange ng GMA Films ang yacht date ng dalawa one week bago ang showing ng Tween Academy. Na-cover naman ang buong dinner date ng dalawa ng showbiz talkshow na ‘Showbiz Central’.

Tama ang sabi ni Sam na bata pa si Alden noon at tumulong daw siya sa promo ng pelikula na bida ang mga young stars ng GMA. Pero noong nag-uusap na raw sila ni Alden during dinner, nalaman niya na maraming pangarap si Alden para sa kanyang pamilya kaya ito tumigil muna sa pag-aaral para magtrabaho.

Naalala pa namin na sinabi ni Sam about Alden na sisikat ito dahil naka-focus ito sa pagtulong sa kanyang pamilya at hindi para lang sumikat sa showbiz.

Nagbabalik ulit sa pag-arte si Sam via ‘Abot Kamay Na Pangarap’ pagkatapos ng anim na taon. Sa six years na nagpahinga sa showbiz si Sam, kinasal ito sa basketball player na si Anthony Semerad at meron na silang isang anak.

CHINESE NATIONAL NA WANTED SA PYRAMID SCAM, DINAMPOT SA LAGUNA

NAARESTO ng mga operatiba ng Bureau of Immigration (BI) ang isang babaeng Chinese na wanted ng awtoridad sa kanilang bansa dahil sa pagkakasangkot ng large-scale pyramid investment scam.

Kinilala ni Immigration Commissioner Norman Tansingco ang wanted na si Liu Jing, 44, na inaresto sa loob ng kanyang bahay sa isang subdivision sa Biñan, Laguna ng mga operatiba ng BI’s fugitive search unit (FSU).

Si Liu ay inaresto ng operatiba ng BI-FSU sab isa ng mission order mula kay Tansingco sa kahilingan ng Chinese authorities.

Ayon kay Tansingco, kinansela ng gobyerno ng Chinese ang pasaporte ni Liu na maituturing nang isang undocumented alien at maaari na itong ipa-deport.

Over-staying na rin si Liu kung saan dumating sa bansa noong Dec. 31, 2019 bilang turista at hindi na umalis pa simula noon.

“She will thus be deported for being an undesirable, overstaying and undocumented alien,” ayon kay Tansingco.

Ayon kay BI-FSU acting chief Rendel Ryan Sy, si Liu ay may nakabinbin na arrest warrant ng public security bureau sa Yongjian district ng Handan City sa Hubei province, China noong May 12, 2021.

Siya ay inakusahan na bumuo at nag-operate ng pyramid investment schemes sa pamamagitan ng foreign currency exchange platform na nakapanloko ng mahigit 300,000 na mga Chinese na umabot sa mahigit US$2.5 million.

Si Liu ay kasalukuyang nakadetine sa BI warden facility sa Camp Bagong Diwa, Taguig City habang hinihintay ang kanyang deportation proceedings. GENE ADSUARA

Warner Bros. Pictures presents a Double Dream/a Disco Factory production of an Andy Muschietti film, “The Flash.” It will be distributed worldwide by Warner Bros. Pictures and is set to open in theaters across the Philippines beginning June 14, 2023.

Konstruksyon ng MRT 4 tumaas ng P28 billion

NAGPAHAYAG ang Department of Transportation (DOTr) na magkakaron ng karagdagan gastos ang konstruksyon ng Metro Rail Transit Line 4 dahil sa pagbabago ng design at technology na gagamitin.

Ang pamahalaan ay kinakailangan gumastos ng kabuuang P87 billion upang matapos ang civil works at ang pagbili ng systems at trains na gagamitin sa MRT 4. Ang dating kinakailangan pondo nito ay nagkakahalaga lamang ng P59.3 billion.

Maglalaan ang DOTr ng P2.32 billion para sa paunang trabaho ng MRT 4 habang ang malaking halaga na P1.03 billion ay gagamitin sa structural demolition at site clearing operations sa mga lugar na dadaanan.

Magbabayad ang DOTr ng $865 million o P48 billion sa mga contractors na siyang gagawa ng depot, istasyon, main line at receiving substations. Magdadagdag pa ng budget ang DOTr para gamitin sa 600-meter na elevated walkway na magdudugtong sa MRT 4 at MRT 3.

Gagastos din ang DOTr ng $864 million o P37 billion para sa electromechanical at track works kasama na ang supply ng rolling stock ng MRT 4.

“The cost of the project has gone up due to the technical changes made by Spanish multinational IDOM in its consultancy work. It has increased due to the change in technology after the consultant conducted an update of the demand study,” wika ni MRT project manager Jumar Ramos.

Ayon kay Ramos na wala pang finalization kung magkano talaga ang itataas ng project cost. Kapag nalaman ang final na costing, ang Department of Finance (DOF) ay gagawa ng adjustments sa loan request ng pamahalaan para sa MRT 4.

Ang proyekto ay co-funded ng Asian Development Bank (ADB) at Asian Infrastructure Investment Bank. Ang pamahalaan ay may pending na $900 million request mula sa ADB upang bigyan pondo ang konstruksyon ng MRT 4.

Magpapadala ang ADB ng fact-finding team mula Aug. 25 hanggang 31 at magkakaron din ng management review sa darating na Oct. 30.

Umaasa ang pamahalaan na malalagdaan ng ADB ang loan contract ng MRT 4 sa looba ng taon ito sapagkat magsisimula na ang procurement ng contractors sa katapusan ng 2023.

Sinabi ni Ramos na ang pamahalaan ay nagsusulong sa kanilang plano na ang MRT 4 ay maging isang heavy metro rail system na may rapid-transit structure tulad ng Light Rail Transit Line 2 (LRT 2).

Sa unang plano, ang DOTr ay gustong gawin ang MRT 4 na isang monorail system na nangangailangan lamang ng konting space para sa kanyang operasyon. Subalit nagdesisyon ang DOTr na sundin na lamang ang recommendation ng IDOM na gawing metro rail upang masiguro na ang passenger demand ay mabigyan ng sapat na serbisyo.

Nakalagay sa timetable na dapat ang DOTr ay simulan na ang early works sa unang quarter ng 2024. Habang sa pagitan ng 2023 at 2024 ay dapat mayron ng project management consultancy para sa proyekto at nagkaron na ng bid contract packages para sa civil works at railway systems kasama ang trains.

Nakalagay din sa timeline na dapat ay may full operasyon na sa taong 2028. Mayron 12.7 kilometers ang MRT 4 na may 12 estasyon na dadaan sa 2 lungsod ng Metro Manila tulad ng Quezon City at Pasig City kasama rin ang 2 bayan sa Rizal tulad ng Cainta at Taytay.

Ang nasabing railway na idudugtong sa MRT 3 at Metro Manila Subway ay makakabawas ng travel time mula Quezon City papuntay Taytay at Ortigas ng 30 minuto. LASACMAR

Mananakay mas makikinabang sa motorcycle taxi law

MAS MAKIKINABANG umano ang mga mananakay sa sandaling maisabatas ang motorcycle law dahil makakahikayat pa ito ng pagpasok ng motorcycle companies sa bansa.

Ito ang sinabi ni Grab Senior Executive Vice President Lim Yew Heng sa joint public hearing ng Senate committees on Public services and Local government kaugnay sa panukalang pag-regulate at gawing legal ang motorcycles for hire at pagsiguro na ligtas at affordable ito bilang pampublikong sasakyan.

Ayon pa kay Lim, na ang well regulated at inclusive framework para sa motorcycle taxis sa bansa ay magkakaroon ng magandang benepisyo.

“Passing a law that regulates motorcycle taxis stabilizes the regulatory environment, which will encourage healthy competition,” pahayag pa ng ehekutibo ng Grab na lumipad pa mula Singapore para makadalo sa pagdinig na pinamumunuan ni Senador Grace Poe.

Kapag mabilis umanong naisabatas ang nasabing panukala ay mas makakabuti sa mga consumer na sa ilalim ng kasalukuyang setup ay makakapili lamang sa tatlong motorcycle companies.

Ang tatlong kumpanya ay ang Angkas, Joyride at Move It na pinapayagang na tumakbo sa mga lansangan sa Metro Manila sa ilalim ng provisional authority na inisyu ng Department of Transportation.
