PCSO chair, pinuri positibong epekto ng Bagong Pilipinas Service Fair

PINURI ni Philippine Charity Sweepstakes Office (PCSO) Chairman Junie E. Cua ang positibong epekto ng programa tulad ng “Bagong Pilipinas Service Fair” sa pagpapalapit ng pamahalaan sa mga mamamayan.

“Programs such as the Bagong Pilipinas Service Fair have a positive impact on our communities. Dahil sa mga programang ganito na gobyerno mismo ang lumalapit sa mga tao, nabibigyan ng agarang solusyon ang mga problemang hinaharap ng mga kababayan natin,” ani Cua.

“I am confident that this government has more programs in store for the people,” dagdag ni Cua.

Sumama si Cua kay Pres. Ferdinand Marcos, Jr. at iba pang opisyal ng gobyerno sa paglulunsad ng service caravan sa Camarines Sur noong Sabado.

Itinampok sa paglulunsad ng caravan ang programang “Kadiwa ng Pangulo” na naglalayong mapabuti ang access sa abot-kayang pagkain at iba pang mga produkto; passport on wheels, driver’s license registration and assistance, National ID, Pag-IBIG Fund, National Bureau of Investigation at police clearance applications.

“Sumama rin po ang PCSO para ipaalam sa mga kababayan natin na maaari silang humingi ng tulong sa ahensiya,” ani Cua.

“Ang ating Medical Access Program ay nagbibigay ng tulong pinansyal sa mga kababayan natin para sa iba’t ibang sakit, medical at laboratory procedure. Bukod pa po ito sa iba’t ibang donasyon ng PCSO sa mga LGU, ospital, at iba pang ahensya ng pamahalaan,” dagdag pa ni Cua.

Tiniyak din ni Chairman Cua na patuloy na magsusumikap ang PCSO para suportahan ang pangako ng administrasyong Marcos sa taos-pusong paglilingkod sa taumbayan. (Daris Jose)

LTO: Expiring driver’s license automatically extended hanggang 2024

NAGBIGAY ng extension ang Land Transportation Office (LTO) sa mga motoristang may expiring driver’s license simula noong April 23, 2023 hanggang April 1, 2024.

Sa gitna ng legal battle na kinahaharap ng LTO na siyang nakabalam sa paggawa ng plastic cards kung kaya’t nag desisyon ang LTO na magkaron ng extension ng mga expiring driver’s license.

Dahil nga walang production ng plastic cards, kinumpirma ni assistant secretary Vigor Mendoza na kanilang pinayagan ng magkaron ng extension ng isang taon ang mga expiring driver’s license. Maari rin ang extension naman ay hanggang ang shortage ay matugunan na at magkakaron na lamang ng bagong memorandum, kung ano man ang mauna.

“With the production on hold, the extension will be valid for one year until April 2, 2024 or until the plastic card shortage has been addressed subject to a separate memorandum, whichever comes first,” wika ni Mendoza.

Walang multa ang ipapataw sa mga motoristang may mga expired na driver’s license na nasa tamang time frame.

Mula pa noong April ang LTO ay nagbibigay na ng paper-based licenses upang maka coped-up sa kakulangan ng may higit na 1.7 million na backlogs.

Ang kontrata sa plastic cards ay dati pang ini-award sa Banner Plastic Card Inc. na may bid na P219 million. Ito ay kabaliktaran sa binigay ng AllCard Inc. na may bid na P177 million lamang subalit ang kumpanya ay na disqualified dahil sa alegasyon na ito ay may mga proyektong naantala sa central bank at iba pang ahensiya ng pamahalaan.

Subalit ang Quezon City court ay nagsabi na ang rason sa disqualification ay hindi nagkaron ng verification.

Dahil dito, ang nasabing court ay nagpataw ng 20-day restraining order (TRO) laban sa delivery ng plastic cards matapos na ilabas ng natalong bidder ang issue tungkol dito.

Ang mga motorista ay napilitan na kanilang ilaminate na lamang ang kanilang paper licenses na may official receipt at unique QR code sa likod kung saan ang traffic enforcers ay maaaring scan kung may apprehension ang isang motorista

NAVOTAS MULING NASUNGKIT ANG EDUCATION SEAL

SA ika-apat na pagkakataon, muling nakuha ng Pamahalaang Lungsod ng Navotas ang 2022 Seal of Good Education Governance (SGEG) sa pagsisikap nitong magkaloob ng de-kalidad na edukasyon para sa kabataang Navoteno.

Tinanggap ni Navotas Schools Division Superintendent, Dr. Meliton Zurbano ang parangal kasama ang iba pang mga opisyal ng paaralan at mga kinatawan mula sa lokal na pamahalaan ng Navotas.

Nagpahayag naman ng pasasalamat si Mayor John Rey Tiangco sa lahat ng education partners at stakeholders sa lungsod.

“Thank you for ensuring that our learners receive the best quality of education even amidst difficulties and challenges,” aniya.

“Let us always ensure that young Navoteños are equipped with the right knowledge, skills, and values to help them reach their full potential, achieve success, and become upstanding members of society,” dagdag niiya.

Ang Navotas ay nagbibigay ng mga scholarship sa mga mag-aaral na mahusay sa akademya, palakasan, at sining; at nagbibigay din ng digital learning device at materyales sa mga mag-aaral at guro.

Nagsasagawa rin ito ng education summit, research conference, at capacity building activities para sa mga tagapagturo at magulang.

Patuloy ding ipinapatupad ng lungsod ang Project Teach-a-Learning Child (TLC) kung saan tinutulungan ng mga volunteers ang mga mag-aaral na makayanan ang kanilang mga aralin at makahabol sa mga gawaing pang-akademiko. Mula noong 2020, mahigit 400 volunteers na mga ang tumulong sa daan-daang mag-aaral sa pagkumpleto ng kanilang pangunahing edukasyon at pagtiyak ng mataas na functional literacy rate sa Navotas.

“Indeed, it takes a village to raise a child. That is why we see to it that everyone in the community is involved in our efforts to get more of our children in school and complete their education,” sabi ni Mayor Tiangco.

Ang Seal of Good Education Governance ay iginagawad sa mga lokal na pamahalaan na muling nag-imbento ng lokal na lupon ng paaralan, kasama ang komunidad sa pagtulong sa mga bata para matuto, tumaas ang retention at cohort survival rate, at mabawasan ang bilang ng mga hindi marunong magbasa. GSIS, bibigyan ng isang “exclusive express lane” ang mga guro, tauhan ng DepEd- VP Sara

BIBIGYAN ng “ultimate customer service” ng Government Service Insurance System (GSIS) ang mga guro at iba pang personnel ng Department of Education (DepEd).

Ang tinutukoy ng GSIS na ultimate customer service ay isang exclusive express lane sa GSIS Central Office at regional branches nito para sa mga guro at tauhan ng nasabing departamento.

Sa katunayan, isang memorandum of agreement, MOA ang nilagdaan sa pagitan nina Vice President at kasalukuyang Education Secretary Sara Z. Duterte at GSIS President and General Manager Wick Veloso ukol sa usaping ito.

Maliban sa exclusive express lane, ang MOA na agad na ipatutupad, nag-aatas na dagdagan ang DepEd personnel-specific option sa GSIS hotline; magtalaga ng special officers na hahawak sa accounts ng mga guro at iba pang DepEd personnel; at nakatakdang magtakda ng yearly dialogue sa pagitan ng DepEd at GSIS.

“On behalf of all the teachers and of course, the non-teaching personnel of the Department of Education, we are truly happy that we are able to finalize the MOA for the ultimate customer experience for our teaching and non-teaching personnel,” winika ni VP Sara sa signing ceremony na isinagawa sa GSIS head office sa Pasay City.

“We cannot overstate the importance of our gathering today especially for government teachers and employees of the Department of Education. This gathering, happening while we are observing the National Teacher’s Month, is the continuing efforts that the Department of Education initiated with the Government Service Insurance System to address the concerns of our employees,” dagdag na pahayag nito.

“DepEd composed more than half of the entire GSIS membership. That is why we are really passionate about pursuing dialogues in coming up solutions to the problems that we see in our school level,” ayon kay VP Sara.

Looking forward naman si Veloso na makatrabaho ang DepEd para palakasin ang customer experience ng mga guro.

“Under the leadership of our Secretary (of) Department of Education and Vice President, we are confident that constant interaction with your team will allow us to deliver the promise of a better life not only for the teachers, but also for the rest of the Filipinos,” anito.

Floating barrier ng Chinese Coast Guard sa Baj de Masinloc tinanggal na ng Philippine Coast Guard

TINANGGAL na ang Philippine Coast Guard ang floating barriers na inilagay ng mga Chinese Coast Guard sa southeast portion ng Bajo de Masinloc o Scarborough Shoal.

Sinabi ni PCG Commodore Jay Tarriela na ang kanilang ginawa ay naaayon sa international law ganun din ang soberanya ng Pilipinas sa shoal.

Ipinag-utos mismo ni Pangulong Ferdinand Marcos Jr at at National Security Adviser Eduardo Ano na siyang namumuno ng National Task Force for the West Philippine Sea ang nasabing

Ang nasabing barrier ay nagiging hadlang sa mga mangingisda sa Bajo de Masinloc na siyang integral part ng national territory ng bansa.

Nadiskubre ng Bureau of Fisheries and Aquatic Resources (BFAR) nitong Setyembre 22 ang floating barrier na may habang 300 metro.

Maaari daw tanggalin talaga ito ng Philippine Coast Guard (PCG) ang boya o floating barrier sa Bajo de Masinloc na inilatag ng China.

Ito ang sinabi ni National Security Council (NSC) spokesperon Assistant Director General Jonathan Malaya sa Bagong Pilipinas Ngayon.

Paliwanag ni Malaya, ang Bajo de Masinloc ay napakalapit sa Zambales at nasa loob ng 200 nautical miles ng exclusive economic zone (EEZ) ng bansa.

Tinukoy rin ng opisyal ang arbitral ruling na nagsasabing may karapatan ang mga mangingisdang Pilipino na malayang makapangisda sa naturang bahagi ng karagatan.

Samantala, sinabi naman ni PCG Commodore Jay Tarriela, na hindi maaaring basta-basta putulin ng PCG ang floating barrier na nasa 300-metrong haba dahil kailangan pa ng permiso mula sa national government.

“We have to clear it with the Department of Foreign Affairs and the Department of Justice and more importantly to seek guidance from the National Security Adviser himself,” saad pa ni Tarriela.

Ang naturang barrier ay inilagay para pigilan ang mga Filipinong mangingisda na makapasok sa Scarborough.

Nakunan umano nila ng ebidensya sa pamamagitan ng camera ang ginawang paglalagay ng floating barriers ng China. Nagpadala pa umano ang China Coast Guard ng 15 radio challenges para paalisin ang barko ng Bureau of Fisheries and Aquatic Resources (BFAR) at mga bangkang pangisda ng mga Pilipino.

“All of this evidence will be presented to the Task Force West Philippine Sea. We have to be careful na walang magagawang diplomatic misstep ang Philippine Coast Guard,” paliwanag ni Tarriela. (Daris Jose)

PBBM, namahagi ng bigas sa mga benepisaryo ng 4Ps sa Maynila

BILANG bahagi ng pagsisikap ng pamahalaan na makapagbigay ng sapat na suplay ng bigas sa bawat filipino, pinangunahan ni Pangulong Ferdinand Marcos Jr., ang pamamahagi ng parte ng nakumpiskang smuggled rice sa 1,000 residente sa San Andres, Manila, araw ng Martes.

“Bilang patunay na ang pamahalaan ay seryoso sa pagsugpo ng smuggling – ang mga bitbit po naming mga bigas ngayon ay mula sa mga nakumpiskang supply sa Zamboanga Port, na napatunayang hindi dumaan sa legal na proseso ng importasyon,” ayon kay Pangulong Marcos sa kanyang talumpati.

Ang bawat benepisaryo ay nakatanggap ng 25 kilo ng bigas, bahagi ng 42,180 sako ng smuggled rice na nasamsam ng Bureau of Customs (BOC) mula sa isang bodega sa Brgy. Baliwasan, Zamboanga City na sa kalaunan ay dinonate (donate) sa Department of Social Welfare and Development (DSWD).

Winika ng Pangulo na mas mabuti na ipamahagi ang bigas sa halip na masayang ito.

Tiniyak naman ni Pangulong Marcos sa mga benepisaryo na ang nasabat na bigas ay dumaan sa legal proceedings bago pa ito ipinamahagi sa kanila.

Sa kabilang dako, muli namang inulit ng Pangulo na may sapat na suplay ng bigas sa Pilipinas.

“Sapat ang supply ng bigas dito sa Pilipinas. Ang kailangan lamang po ay ang maayos na pamamahala ng produksyon at bentahan nito,” anito.

Inihalintulad naman ng Pangulo ang smugglers, hoarders, at price manipulation bilang “bukbok” (grain weevil) na sumisira sa balanseng suplay ng bigas at presyo sa merkado.

“Ang bukbok na lubos na sumisira sa balanse ng supply at presyo ng bigas sa merkado [ay] ang hoarding at saka ang smuggling, at price manipulation na ginagawa ng mapagsamantalang mga negosyante,” aniya pa rin.

Giit ng Chief Executive, ang mga ito ay hindi katanggap-tanggap at walang puwang sa lipunan at bansa.

“Sa Bagong Pilipinas, hindi na po ito puwede… Inaatasan ko ang lahat ng mga opisyal, otoridad, at mga ahensya na higpitan nang husto ang pagpapatupad ng polisiya at batas hinggil sa isyu ng bigas,” dagdag na pahayag ng Pangulo.

“Sa Bagong Pilipinas, bawal ang smuggler, bawal ang hoarder, at bawal din ang mga mapang-abuso [at] mapagsamantala sa ating bayan,” diing pahayag ni Pangulong Marcos sabay sabing “These recent operations of collection and distribution are expected to serve as a warning to all the smugglers and hoarders of rice in the Philippines.”

Samantala, pinangunahan ni Pangulong Marcos ang pamamahagi ng bigas sa San Andres Sports Complex sa Lungsod ng Maynila.

Nauna rito, namahagi rin ng bigas ang Pangulo sa mga benepisaryo ng 4Ps sa Tungawan, Zamboanga Sibugay; Iriga City, Camarines Sur; at General Trias, Cavite. (Daris Jose)

P125 milyong confidential fund ng Office of the Vice President, inubos sa loob ng 11 araw – Quimbo

GINASTOS ng Office of the Vice President (OVP) ang P125 milyong confidential fund (CF) nito sa loob lang ng 11 araw at hindi 19 araw.

Ito ang isiniwalat kahapon ni House Committee on Appropriations vice chairperson at Marikina City Rep. 2nd District Rep. Stella Quimbo, base sa impormasyon sa mga dokumentong ibinigay sa kaniya ng Commission on Audit (COA).

Sa deliberasyon ng budget nitong Lunes, nagtanong si Gabriela Rep. Arlene Brosas kay Rep. Quimbo kaugnay ng P125 milyong confidential fund ng OVP.

“Napakaigsing panahon…Mula po sa Statement of Appropriations, Obligations and Balances (SAOB), December 13 to December 31 ang nakalagay so 19 days po ‘yan,” sabi ni Brosas.

Pero sinabi ni Quimbo na batay sa mga dokumento ng Commission on Audit (COA) ay nagamit ang naturang pondo sa loob lamang ng 11 araw.

“Madam Speaker, ang totoo po ay nagulat din po ako noong mabasa ko ang mga balita na tila nagastos po sa loob ng 19 days at tinanong ko po ang COA at tiningnan ko po ang mga iba’t ibang mga reports, pero hindi po ito nagastos sa loob ng 19 days kung hindi 11 days po, Madam Speaker,” pagsisiwalat ni Quimbo.

Ayon kay Quimbo, nagsumite ang OVP ng liquidation report noong Enero 2023 at naglabas ng mga state auditor ng audit observation memorandum (AOM) noong Setyembre 18, 2023.

Sinabi ni Quimbo na magsusumite ang COA ng ulat sa Kongreso sa Nobyembre 15, 2023 kaugnay nito.

Dahil dito, umapela si Quimbo na suportahan ang kaniyang panawagan para sa pagtatatag ng Special Oversight Committee para sa Confidential and Intelligence Funds (CIFs) para palakasin pa ang transparency at tiyakin na ang pera ng taumbayan ay nagagasta ng maayos.

Alinsunod sa kasalukuyang setup sa gobyerno ang Pangulo, Senate President at Speaker of the House ang may access sa impormasyon hinggil sa CIFs. (Daris Jose)

‘John Wick 5’ May Not Happen But ‘The Continental’ Series Could Survive Without Keanu Reeves

WHILE John Wick 5 may or may not happen, his replacement in prequel series The Continental proves the franchise can continue if Keanu Reeves exits. Just like the Mission: Impossible movies have become almost inextricably tied to the persona of Tom Cruise, it’s hard to picture the John Wick movies without Keanu Reeves.

The original film is credited with rescuing the star from a career lull and was largely dependent on his cool persona and ability to perform the movie’s intensive action sequences.

Following the supposed death of John Wick in Chapter 4, it will be interesting to see how the franchise evolves without its original lead character.

Viewers don’t have to bid goodbye to Wick entirely just yet, as Reeves will make a guest appearance in the upcoming spinoff Ballerina, starring Ana de Armas.

The true test of how the franchise will fare without Mr. Wick comes with prequel The Continental, which details how young Winston (Colin Woodell) became the manager of the titular hotel for killers during the late ’70s.

The series has the style and sleek action of the movies, but Wick himself is nowhere in sight. That said, episode 1 does have another character fulfill a similar role.

For those who worried that The Continental would lack the blistering action of its big-screen counterpart, those concerns can be laid to rest. Episode 1 opens with a heist that descends into a bloody shootout, which features plenty of the franchise’s trademark “Gun Fu” choreography.

With his long hair, scruffy beard, and fondness for shooting people in the head, Ben Robson’s Frankie fills some of the void left by John Wick’s absence. While he may lack that distinctive Reeves’ line delivery, he’s still convincing as a wrecking machine who could take down a wave of killers all by himself.

Like Wick, Frankie is also getting out of the business to be with his wife Yen (Nhung Kate), and he also has a military background and plenty of tattoos. It was a wise move for the miniseries to create a Wick substitute for audiences, as it was always clear that Winston is more of a lover than a fighter. Frankie is a good deal more talkative and haunted than Wick too, which helps make him feel distinct from Reeves’ character.

While he’s positioned as a John Wick replacement, the show pulls a bold move by killing Frankie by the end of episode 1. When he, Yen and Winston are being fired upon by a sniper, Frankie decides to sacrifice himself to buy them time to escape. He’s soon taken down by a headshot, which will undoubtedly set Winston on a path of revenge to take down the Continental’s brutal manager Cormac (Mel Gibson).

The showrunners clearly styled Frankie after John Wick, both in look and his function in the story. The fact this was something of a misdirection and he dies so early is a good rug-pull moment and will make Winston’s attempt to take down Cormac all the harder.

Still, Frankie showed that it was possible to create a compelling new hero within the world of the franchise and that if Reeves decides against a potential John Wick: Chapter 5, that doesn’t have to spell the end of the series. (source: screenrant.com)
