National IDs ‘di tinatanggap na pruweba sa government offices

WALA umanong silbi ang PhilSys ID o ang national ID dahil hindi ito tinatanggap na pruweba ng pagkakakilanlan ng isang indibidwal sa mga tanggapan ng gobyerno at iba pang mga opisina dahil umano sa kakula­ngan ng lagda.

 

“Without a specimen signature on it, the Philip­pine National ID has apparently been rendered useless as a proof of identity for its owner because it does not bear the holder’s signature,” ayon kay Surigao del Norte 2nd District Rep. Robert Ace Barbers.

 

 

Sinabi ni Barbers, chairman ng House Committee on Dangerous Drugs ay isa sa may-akda ng Republic Act (RA) 11055 o ang PhilSys, anim na taon na simula ng maisabatas ito pero hanggang ngayon ay marami pa rin ang naghihintay ng kanilang ID.

 

 

Bagaman may multa ang mga hindi kikilalanin ang national ID, ipinunto nito na ang simpleng sagabal sa missing na lagda ‘di tulad ng iba pang mga valid IDs gaya ng passports, driver’s license at iba pa ang sanhi kung bakit nawawalan ng silbi ang PhilSys ID.

 

 

Sa ilalim ng RA 11055  na naisabatas noong Agosto 8, 2018 ang PhilSys national ID ay magsisilbing valid identification na maaring gamitin sa transaksiyon sa negosyo sa gobyerno at ma­ging sa pribadong sektor.

Strengthened Efforts, Expert Insights, and Collaborative Strategies in Davao City

The Davao City Health Office (CHO) disclosed a staggering revelation: a total of 6,252 confirmed dengue cases were reported within the locality from January to December 2023. This alarming figure represents a significant 65.4 percent surge compared to the previous year’s tally of 3,758 confirmed cases. Tragically, the dengue mortality rate in the city has also witnessed a distressing escalation, with recorded deaths soaring from 21 in 2022 to a heartbreaking 51 in 2023.

 

 

 

Thus, as part of the city’s strengthened anti-dengue efforts, the Philippine Pediatric Society Davao Southern Mindanao Chapter (PPS-DSMC), in partnership with the DOH Region 11 and Takeda Healthcare Philippines, organized a dengue awareness lecture at Barangay Talomo Proper in Davao City.

 

 

 

Empowering local communities to fight dengue

 

Dengue is an acute mosquito-borne viral infection common in tropical countries like the Philippines. The dengue virus (DENV) is transmitted through a bite of dengue infected Aedes aegypti and Aedes albopictus mosquitoes. According to the Department of Health (DOH), during warmer, summer months these mosquitoes can lay eggs in any space or container that holds clear and stagnant water like a bottle cap, dish dryer, plant axil, gutter, trash can, old rubber tire, and similar vessels. They usually bite between 2 hours after sunrise and 2 hours before sunset and can be found inside and outside the house.

 

 

 

During the awareness campaign lecture, Kagawad Rizza Blanco, Chairperson of the Barangay Committee on Health and Sanitation, Dr. Farrah Faro, the dedicated barangay health officer, and over 80 participants, including health workers, sanitation personnel, community social workers, and representatives of community organizations, gathered with a shared purpose: to enhance their knowledge and skills in the battle against this relentless disease.

 

 

 

Embarking on a mission to empower communities, Dr. Diana Dadia, a Pediatric Intensivist, and Marie Cris Modequillo, a dedicated medical technologist from DOH Region 11, shared invaluable insights on dengue prevention, control, and disease management. Their expertise shed light on the critical aspects of this relentless disease.

 

 

 

According to Dr. Dadia, recognizing the symptoms of dengue is vital. These include high fever, severe headache, joint and muscle pain, red spots on the body, fatigue, nausea, and vomiting. In severe cases, dengue can progress to dengue hemorrhagic fever or dengue shock syndrome, characterized by abdominal pain, bleeding, difficulty breathing, and a significant decrease in blood pressure. Diagnosis involves blood tests, while treatment focuses on symptom relief, hydration, and supportive care, as there is currently no specific antiviral medication. Severe cases may require interventions such as intravenous fluid replacement, blood transfusions, and intensive care monitoring. It is crucial to note that dengue can have long-term side effects, underscoring the importance of seeking immediate medical attention for suspected cases, particularly in endemic areas.

 

 

 

Meanwhile, Ms. Modequillo emphasized the significance of communication campaigns on cleanliness, the use of insecticide-laced mosquito nets and repellents, as well as the implementation of local government health ordinances and initiatives. These strategies play a pivotal role in prevention, ensuring that communities are equipped with the knowledge and resources to combat dengue effectively.

 

 

 

The Davao CHO also announced the strict implementation of Ordinance No. 0401-20, Series of 2020, which mandates the creation of a Dengue Task Force in barangays as part of strengthening efforts to combat dengue.

 

 

 

“In our commitment to dengue advocacy, we have fortified our programs and activities against the rising dengue cases. Dengue is no longer a seasonal concern but a persistent endemic challenge, necessitating heightened efforts,” said Dr. Cleofe Llanos, President PPS-DSMC. “Our collaboration with the Department of Health (DOH) and City Health reflects our dedication to raising awareness and educating the public on different diseases and vaccinations.”

 

 

 

Strengthening public health interventions

 

Immunization programs are considered among the most important public health interventions. Governments diligently enhance national immunization programs by consistently bolstering their infrastructure, implementing rigorous monitoring mechanisms, and expanding outreach initiatives. These proactive measures aim to fortify vaccine coverage, ensuring comprehensive protection against a spectrum of preventable diseases.5

 

 

 

“In the National Immunization Plan, the assessment considers the vaccine’s impact, analyzing how many vaccinated individuals will be protected, even those not directly vaccinated. It’s essential to focus on vulnerable age groups,” highlighted Dr. Rontgene Solante, President of the Philippine College of Physicians.

 

 

 

The WHO’s Strategic Advisory Group of Experts on Immunization (SAGE) recommends considering the use of a live-attenuated tetravalent second-generation dengue vaccine, for introduction in areas with high dengue disease burden and transmission intensity, particularly for children aged 6 to 16, targeting the age-specific peak incidence of dengue-related hospitalizations, which should be 1- 2 years earlier.

 

 

 

One of the dengue vaccines, TAK003, is currently available for children and adults in the private market in more than 30 countries across Europe, Indonesia, Thailand, and Brazil.

 

 

 

“Our primary goal is to regain the public’s confidence, alleviate fears, and enhance trust to address vaccine hesitancy,” noted Dr. Ma. Delta Aguilar, Pediatric Infectious Disease Consultant. “Adopting a patient-centered health paradigm is crucial. This involves examining vaccine hesitancy within families and among healthcare professionals, addressing trust issues, and building confidence.”

 

 

 

Partnerships are crucial in protecting public health from the menace of dengue. By cultivating collaborations, communities can establish an extensive network committed to increasing awareness, executing proactive healthcare initiatives, and strengthening defenses against dengue. This strategy not only emphasizes the vital role of collective action in preserving and advancing public health, but also serves as a powerful reminder of the importance of unity and collaboration in our pursuit of a healthier future.

AMINADO ang kasaluyang at magaling na MTRCB chairman na si Ms.Diorella Sotto- Arellano na hindi madali ang magiging pinuno ng Movie Tevision Review and Classification Board. Kaya hindi naniniwala si Ms. Lala na may mga taong naiinggit sa posisyon niya.

 

 

Pero sa totoo lang naman higit na mas marami ang naniniwala na karapat dapat sa posisyon niya ang dating kunsehala ng Quezon City. Bilang isa sa lumaki na rin naman sa mundo ng showbiz st pulitika dahil sa mga magulang niyang sina Helen Gamboa at Senator Tito Sotto ay naranasan din naman ni Chair Lala na may mga nakikiusap sa kanya para lang maipasa at makuha ang ratings na gusto ng mga ito. But in a nice way, ay nagawa ni Ms. Lala at napakiusapan din niya ang mga Ito. Kumbaga, kung ano ang desisyon na inilabas ng mga board members niya ay yun ang masusunod.

 

 

Pinapayuhan na lang niya na ipa-adjust ang mga materials na isinabmit nila for review na batay sa regulasyon ng MTRCB. Hindi rin naman itinanggi ni MTRCB chairwoman na bilang isang ordinaryo din namang televiewers and moviegoers ay may mga paborito rin naman siyang actor at actress. Pero hindi pa rin naman daw yun rason ma papaboran niya o mas bibigyan ng magandang ratings ang mga yun. Dapat sundin pa rin ng mga ang guidelines ng MTRCB. Ibinulgar na rin naman ni Chair Lala na isa raw talaga sa paborito niyang panoorin sa telebisyon ngayon ay maaksiyon na teleserye.

 

 

Pero hindi naman niya deretsahang masagot ang tanong kung sino kina Coco Martin ng “Batang Quiapo” at ni Ruru Madrid ng “Black Rider” ang gusto niyang Panoorin. Incidentally, abangan ng lahat ang ilalabas na bagong anunsyo ng MTRCB na makatutulong lalo para maibalik nang husto ang sığla ng mga moviegoers.

3 most wanted persons nabitag ng Valenzuela police

NALAMBAT ng pulisya ang tatlong most wanted persons sa ikinasang manhunt operations sa magkakahiwalay na lugar sa Valenzuela City.

 

 

Ayon kay Valenzuela police chief P/Col. Salvador Destura Jr., dakong alas-12:30 ng tanghali ng February 27, nang maaresto ng pinagsamang mga tauhan ng Warrant and Subpoena Section (WSS) ng Valenzuela CPS at Northern NCR Maritime Police Station, Navotas City ang isang lalaking akusado sa Blk. 17, Lot 2, M. Delos Reyes Street, Lupang Sinilangan, Barangay Gen. T. De Leon.

 

 

Binitbit ng pulisya ang akusado sa bisa ng warrant of arrest na inisyu ni Presiding Judge Mateo B Altarejos ng Regional Trial Court (RTC) Branch 16, Valenzuela City noong February 26, 2024, para sa kasong Acts of Lasciviousness under the RPC in rel. to Sec. 5(b) as amended by R.A. 11648 – The Anti-Rape Law of 1997.

 

 

Nauna rito, ala-1:00 ng madaling araw nang madakip naman ng mga tauhan ng Malinta Police Sub-Station 4 sa pangunguna ni SS4 Commander P/Cpt. Doddie Aguirre, kasama si PSMS Roberto Santillan at EX-O Mark Guerrero at tanod na si Argie Gamo ang akusado na si alyas “Raily Francisco”, 26 ng Pinalagad, Brgy. Malinta.

The Ilocos Way: Unveiling Best Practices for Dengue Prevention

Dengue, a relentless mosquito-borne disease, has emerged as a formidable global challenge, leaving no corner of the globe untouched. From bustling urban centers to remote rural areas, the impact of dengue is felt far and wide, as it continues to spread its insidious grip.

 

On a global scale, the World Health Organization (WHO) has identified a staggering 3.9 billion individuals at risk of contracting dengue, a mosquito-borne viral infection. This disease has established its prevalence in 129 countries, with the Americas, Southeast Asia, and Western Pacific regions shouldering the highest burden. In the Southeast Asian region, the Philippines has been continuously experiencing an alarming surge in dengue cases.From January 2023 to January 2024, the country reported the highest number of cases in Southeast Asia, surpassing 195,000, tragically resulting in 657 deaths.

 

 

Recognizing the urgency of addressing the burden of dengue disease, the Department of Health (DOH) emphasizes the importance of implementing extensive prevention measures. As part of a comprehensive dengue awareness campaign, the Philippine Pediatric Society Northern Luzon Chapter has been organizing lecture programs nationwide. These programs bring together medical experts who discuss effective dengue prevention strategies.

 

The initiative is carried out in collaboration with the Ilocos Norte Medical Society and receives support from the Ilocos Norte Provincial Health Office and Takeda Healthcare Philippines, Inc.

 

 

Strengthening healthcare programs

The Ilocos region in the Philippines is celebrated for its awe-inspiring landscapes and vibrant culture. What’s even more remarkable is that it has one of the lowest incidence rates of dengue in the entire country.

 

As part of an ongoing campaign led by the Philippine Pediatric Society Northern Luzon Chapter, in collaboration with the Ilocos Norte Medical Society, the Ilocos Norte Provincial Health Office, and Takeda Healthcare Philippines Inc., a lecture campaign was also organized in Ilocos. In this forum, they shared invaluable best practices to promote preventive measures and effectively manage dengue occurrences within the community.

 

Ilocos Norte provincial health officer Dr. Rickson Balalio discussed the health programs implemented by the local government to ensure that communities are supported, educated, and empowered to make better healthcare choices. One of these programs is the Capitol Express, an initiative led by Ilocos Norte Governor Matthew Manotoc to deliver a comprehensive, one-stop shop service to the communities.

 

Dr. Balalio stated, “The Capitol Express has provided invaluable support to thousands of residents, enabling them to access a wide range of government programs and services, including medical and livelihood assistance.”

 

“So, instead of requiring individuals to personally visit the Capitol to request assistance or access government services, the Capex team has implemented a proactive approach. They have scheduled visits to various villages in Ilocos Norte, ensuring that people are informed about the available programs and services they may benefit from,” he continued.

 

During Capex scheduled visits, which are often conducted in village halls, schools, public markets, or municipal auditoriums, people would line up at the venue where Capitol workers assist them with an array of specific programs and services being offered.

 

Meanwhile, in a seperate dengue awareness forum held at Mariano Marcos Memorial Hospital (MMMH), infectious disease expert Dr. Noreen Cala-Malubay, and Dr. Darwin Ranada, representatives of MMMH discussed dengue signs, symptoms, and prevention tips. The local government of Ilocos Norte focused on a proactive healthcare system and on fostering partnerships.

 

“Dengue is [a threat] all year round. Prevention is important. We conduct lectures and information campaigns to remind the communities about best prevention practices and the 5S program of the DOH,” said Dr. Cala-Malubay. ”

 

Continuing her statement, she expressed gratitude, saying, “We are fortunate to receive support for all our awareness projects and endeavors. Our goal is to ensure widespread knowledge, reaching our local community and the entire province.”

 

 

Strengthening public health

 

“Dengue is a public health concern in the Philippines. Aside from vector control, the dengue vaccine is an integral part of integrated dengue control. There are newer vaccines with improved vaccine design to elicit an enhanced immune response for the prevention of infection and severe dengue,” said Dr. Arthur Dessi Roman, Vice President of Microbiology and Infectious Disease (PSMID) during his lecture on dengue awareness and prevention.

Dr. Nievera also shared that the Committee for Medicinal Products for Human Use (CHMP) of the European Medicines Agency (EMA) and the United Kingdom Medicines and Healthcare Products Regulatory Agency (MHRA) have all recommended the approval of TAK003 for dengue prevention and protection. TAK-003 is available and approved for use in more than 30 countries including Europe, Indonesia, Thailand, and Brazil.

 

Collaboration plays a pivotal role in safeguarding public health against the threat of dengue. Through fostering alliances, communities can create a comprehensive network dedicated to raising awareness, implementing proactive healthcare programs, and fortifying defense against dengue.

 

This approach ensures a shared responsibility in the fight against the disease, reinforcing the importance of collective action in preserving and promoting public health.

West Philippine Sea, ang ‘real flashpoint’, hindi ang Taiwan-Amb. Romualdez

SINABI ni Philippine Ambassador to US Jose Manuel Romualdez na ang West Philippine Sea (WPS) ang “real flashpoint” para sa armed conflict sa Asya at hindi ang isyu ng Taiwan.

 

 

Sa pagsasalita ni Romualdez sa Consular Corps of the Philippines, nagpahiwatig ito na ang tensyon sa mga nakalipas na buwan sa pagitan ng Pilipinas at China ay mas nakaaalarma kaysa sa posibilidad na Asian power sa pagsalakay sa Taiwan.

 

 

“The real problem and the real flashpoint, which is why I’m telling you how critical it is for us. The real flashpoint is in the West Philippine Sea,” ayon kay Romualdez.

 

 

Ang West Philippine Sea ay ang opisyal na pagtatalaga ng pamahalaan ng Pilipinas sa mga silangang bahagi ng Dagat Timog Tsina na nakapaloob sa eksklusibong sonang ekonomiko ng Pilipinas. Malimit ding ginagamit ang katawagan kahit hindi angkop upang matukoy ang kabuoan ng pinagtatalunang dagat.

 

 

Winika ni Romualdez na ang umiigting na tensyon sa pagitan ng Tsina at Taiwan ay maituturing na “key concern” subalit ang pag-takeover ng China ay kalkuladong panganib.

 

 

Kinonsidera kasi ng Beijing ang Taiwan bilang isang ‘rogue province’ matapos na mahiwalay ito mula sa mainland noong 1949.

 

 

Ayon kay Romualdez, si Chinese President Xi Jinping “is not going to make a move unless he is absolutely sure that he can militarily take over Taiwan.”

 

 

“Deterrence is the only way to stop them from going into that kind of situation. So we’re hoping that every morning when President Xi wakes up he’s going to say, ‘Today’s not the day’,” aniya pa rin.

 

 

Makailang ulit nang nakaranas ng mapanganib na pagmamaniobra ang Philippine vessels para sa pagpa- patrol at resupply missions sa Philippine-claimed features sa resource-rich waters mula sa Chinese ships, kabilang na ang laser-pointing incident, nagresulta ng muntikang banggaan sa karagatan.

 

 

“The aggression that we are now facing is very real,” ayon kay Romualdez na hindi naman pinangalanan ang Tsina sabay sabing “Never in our lifetime even during World War II did we face such a challenge because this country will not let up on their claim in many of our territorial waters.

 

 

Ang mga hindi inaasahang sitwasyon sa katubigan ang dahilan naman kung bakit hindi makatulog sa gabi si Pangulong Ferdinand Marcos Jr. at iba pang opisyal ng bansa.

 

 

“All of these skirmishes that are happening there, there can be one major accident and either one of our countries the US or the Philippines can invoke the MDT and when we do, a commitment made by the US or the commitment we made will happen and then all hell breaks loose,” ayon kay Romualdez.

 

 

Samantala, ang Mutual Defense Treaty ay isang defense agreement na tinintahan noong 1951 sa pagitan ng Maynila at Washington. Kapuwa nangako ang dalawang magkaalyado na magtulungan sa oras na ang isa ay maging ‘subject’ ng armed attack sa rehiyon.

 

 

Sa gitna ng umiinit na situwasyon sa pagitan ng Pilipinas at Tsina, paghahain ng daan-daang diplomatic protests, demarches, at pagsa- summon sa mga envoys, sinabi ni Romualdez na “diplomacy is still the best option to pursue rather than engage in any conflict.”

 

 

“That’s what we are working hard on. We want to avoid having to find a situation where we will have to call each other saying we want to invoke the Mutual Defense Treaty, you have to defend us because the Chinese are already on our shores,” aniya pa rin.
