PBBM, binigyang direktiba ang lahat ng ahensiya ng pamahalan at LGUs

IPINALABAS ngayon ng Palasyo ng Malakanyang ang Memorandum Circular No. 26, nagpapatibay sa Philippine Health Facility Development Plan (PHFDP) 2020-2040, binigyang direktiba at hinikayat ang lahat ng ahensiya ng pamahalaan at Local Government Units (LGUs) na suportahan ang inisyatiba sa pamamagitan ng pagtatayo ng health facilities para sa kanilang nasasakupan.

“The PHFDP 2020-2040, which is annexed to this Circular, is hereby adopted,” ayon sa circular, ipinalabas ni Executive Secretary Lucas Bersamin na may awtorisasyon ni Pangulong Ferdinand R. Marcos Jr.

“In accordance with their respective mandates, all concerned agencies and instrumentalities of the National Government, including government-owned or -controlled corporations, are hereby directed, and all LGUs are hereby encouraged, to undertake efforts in support of the implementation of the PHFDP, and the plans and programs specified therein.” ang nakasaad pa rin sa MC.

Nakapaloob din sa circular na inaatasan nito ang Department of Health (DOH), sa pakikipagtulungan sa Department of the Interior and Local Government (DILG), na pagaanin at bilisan at tiyakin ang epektibong implementasyon ng PHFDP sa local level.

Inatasan din ang DOH na tulungan at suportahan ang LGUs sa pagsasalin ng plano sa long-term local health facility development plan, at makipag-ugnayan sa LGUs sa pagbalangkas sa polisiya para sa pagtatatag ng primary care provider networks at health care providers networks.

Imo-monitor din ng departamento ang implementasyon ng development plan ng local health facilities at hikayatin ang LGUs na pumasok sa public-private partnerships (PPPs) para tugunan ang puwang sa PHFDP sa tulong ng PPP Center.

Sa kabilang dako, magpapalabas naman ang DoH ng guidelines o alituntunin para sa epektibong implementasyon ng circular at maaaring mag- request ng tulong mula sa ibang ahensiya ng pamahalaan at tanggapan sa pagbabalangkas ng alituntunin.

“Moreover, the DOH, in collaboration with the Department of Trade and Industry-Board of Investments and the Fiscal Incentives Review Board, shall study, formulate, and implement policies that will encourage both domestic and international enterprises from the private sector to invest in health facilities aimed at addressing gaps in the PHFDP,” ang nakasaad pa rin sa circular.

Ang implementasyon ng circular ay popondohan ng “existing appropriations” ng kani-kanilang ahensiya at LGUs.

Nilikha ng DOH ang PHFDP para magsilbi bilang overall strategy ng bansa para sa infrastructure at medical investment at sa huli ay tiyakin ang matibay na primary care at integrated health system para sa bawat Filipino, “consistent with the Republic Act (RA) No. 11223, or the Universal Health Care Act of 2019,” ayon sa Malakanyang.

Nakasaad naman sa RA No. 11223 na ” the State shall adopt a framework that fosters a whole-of-system, whole-of-government, whole-of-society approach in the development and implementation of health policies, programs and plans to ensure people-oriented approach in the delivery of health services.”

“The health plan operationalizes one of the strategies under the Philippine Development Plan 2023-2028, particularly on the promotion of human and social development by boosting health through an accessible, efficient, and strengthened health care system,” ayon pa rin sa Malakanyang. (Daris Jose)

Bangka tumaob: 26 patay, 40 nasagip

NASA 26 katao ang nasawi makaraang tumaob ang isang pampasaherong bangka sa Laguna de Bay malapit sa Talim Island sa Binangonan, Rizal nitong Huwebes ng hapon.

Sa inisyal na impormasyon ng Philippine Coast Guard Sub-Station Binangonan, dakong ala-1 ng hapon nang tumaob ang MBCA Princess Aya, may 30 yarda ang layo sa Talim Island sa Barangay Kalinawan sa bayan ng Binangonan.

Hinampas umano ng unos o malakas na hangin at buhos ng ulan ang bangka dahilan para mag-panic ang mga pasaherong sakay nito at nagpuntahan sa kaliwang bahagi ng bangka sanhi para maputol ang katig nito at tumaob.

“They went to the port side of the motorbanca, causing it to capsize,” ayon sa PCG.

Nasa 26 bangkay ang unang narekober habang 6 pa ang nawawala. Apatnapu naman ang nasagip at mayroong pang nawawala.

Sinabi ni PCG Spokesperson Rear Admiral Armand Balilo, nakatutok sila ngayon sa retrieval operation at inaasahan na madaragdagan pa ang bilang ng mga narerekober na katawan.

Isa sa tinitingnan na sanhi ng paglubog ng bangka ay overloading at ang hindi pagsusuot ng life vest/jacket ng mga pasahero ng bangka. Ayon pa sa lokal na Disaster Risk Reduction and Management Office (DRMMO), nasa 22 lang ang nakalagay sa manipesto ng bangka.

Ayon sa Philippine Coast Guard (PCG) ay Wala na umanong storm signal sa bayan ng Binangonan at hindi na rin kalakasan ang alon kaya pinayagan nang makapaglayag ang mga bangka na tumatawid mula sa Port of Pritil sa bayan ng Binangonan patungo sa Talim Island. (Daris Jose)

$235 milyong investments nasungkit ni PBBM sa state visit sa Malaysia

TINATAYANG nasa $235 milyon halaga ng investment commitments ang nakuha ni Pangulong Ferdinand Marcos Jr. sa tatlong araw na state visit sa Malaysia.

Ang nasabing investments ay resulta ng pakikipag-usap ni Marcos sa mga negosyante sa Malaysia.

“The investment commitments that we have received as far are valued at around $235 million, which is a good indication that there is a strong interest from Malaysia to invest in the Philippines,” sabi ni Marcos.

Naniniwala pa ang Pangulo na ang engagement sa mga kumpanya sa Malaysia at business leaders ay potensyal para sa mutual beneficial outcomes sa Malaysia at Philippine companies.

Sampung taon na pero never pang nakita ang ama: ANGELICA, ibinahagi ang pinagdaraan nila ng anak na si ANGELO

PUNUM-PUNO ng damdamin na ibinahagi ni Angelica Jones ang tungkol sa pinagdaraanan niya at ng kanyang sampung taong gulang na anak na lalaki na si Angelo.

Mula kasi nang isilang si Angelo ay never pa nitong nakaharap ang ama niya.

At dahil gaganap si Angelica bilang ina ng bidang si Beaver Magtalas sa pelikulang ‘Magic Hurts’ ay naibuhos ni Angelica ang kanyang saloobin bilang isang ina sa mismong story conference ng Magic Hurts.

“Noong sinabi sa akin ni direk kung gusto ko bang gawin itong movie na ‘to, sabi ko, ‘Direk, gusto ko yung role ko, dahil marami pa akong luhang gustong ilabas. Marami pa akong pain at hurts na kailangang maghilom.’
Baka sa Baguio baka totally maghilom yung sugat,” sinabi ni Angelica.

Ang direktor ng pelikula ay si Gabby Ramos at sa Baguio at Benguet kukunan ang kabuuuan ng Magic Hurts ng Rems Films Production.

Inihayag rin ni Angelica na masama ang kanyang loob sa ama ng kanyang anak na ayaw diumanong pirmahan ang birth certificate ng kanilang anak.

“Yung birth certificate niya kasi nawala nung pandemic. So, until now, wala pang birth certificate yung anak ko, wala hong pirma nung daddy niya.

“So kailangan yung documents na affidavit na galing sa St. Luke’s na pirma ng dad niya, para makakuha ng passport para makaalis yung anak niya.

“Plano naming pumunta ng Paris,” pahayag pa ni Angelica.

Ayon pa sa aktres, kinausap siya ng anak niya, na gusto nitong makilala ang kanyang ama. Gusto pa nga raw puntahan ng bata ang ama nito.

“So ngayon, first time lang ng anak ko na nag-request na ‘Mommy, can we go to Batangas? After 10 years, ngayon ko lang kakausapin si Daddy…’

“And para dun sa kanyang birth certificate na dapat niyang pirmahan.
“Ang nakakalungkot nga na excited na makita ng anak ko yung dad niya, ano yun, as casual na parang civil… hindi siya humarap sa anak ko. Hindi rin niya pinirmahan.”

Basag na ang boses ni Angelica habang ikinukuwento na, “Ilang days na nakita ko yung anak ko na nag-iiyak.

“Ang sabi niya sa akin, ‘Mommy, masama ba akong anak?’ Sabi ko, ‘Hindi.’

“‘Mommy, honor naman ako every year, naging mabuti naman akong anak.’

“Ang dami niyang award. Pero nung birthday, awards, medals, recognition, New Year, Christmas, kahit isang beses, hindi naalala yung anak ko.

“Kahit ibinigay ko na yung number ng dad niya sa kanya, para directly mag-text, even sa messenger, hindi rin siya sinasagot, binlock din siya ng daddy niya.”

Laking-pasasalamat naman ni Angelica na kinilala naman raw ang kanyang anak ng mga lolo at lola nito na magulang ng ama ng kanyang anak, pero pumanaw na ang mga ito.

Samantala bukod kina Angelica at Beaver ay nasa ‘Magic Hurts’ sina Mutya Orquia, Maxine Trinidad, Dennis Padilla, Ricardo Cepeda, Archie Adamos, Panteen Palanca, Whitney Tyson, Blumark Roces, Aileen Papin, Quia Barretto, Dennah Bautista at Cassie Kim.

PBBM, itutulak ang mas maraming buwis, military pension reform

UMAPELA si Pangulong Ferdinand Marcos Jr. sa Kongreso na suportahan ang mga priority legislations kabilang na ang tax measures at ang reporma sa military pension.

Sa kanyang pangalawang State of the Nation Address (SONA) sa Batasang Pambansa, Lungsod ng Quezon, nanawagan ang Pangulo sa mga mambabatas na isulong ang tax measures sa ilalim ng Medium-Term Fiscal Framework (MTFF) kabilang na rito ang excise tax sa single-use plastics, ar value-added tax (VAT) at digital services.

Kasama sa MTFF ang rasyonalisasyon ng mining fiscal regime at motor vehicle user’s charge o road user’s tax, kung saan inaasahan ng Development Budget Coordination Committee (DBCC) na makabubuo ng karagdagang P12.4 bilyong piso at P15.8 bilyong piso, ayon sa pagkakabanggit, sa unang taon ng implementasyon.

Nanawagan din ang Pangulo ng reporma sa military and uniformed personnel (MUP) pension, na kabilang sa unang marching orders kay Defense Secretary Gilbert Teodoro Jr.

Nitong Mayo, itinulak ng Pangulo ang “self-regenerating” pension plans para sa Armed Forces of the Philippines (AFP) at Philippine National Police (PNP) sa pagsisikap ng mga ito na iwasan ang senaryo kung saan ang pondo ay naubos na o nasaid na.

Ang economic team, pinamunuan ni Finance Sec. Benjamin Diokno, ay nagbabala ng consequences ng pension payments, na may kabuuang yearly payouts inaasahan na tatama sa P1-trillion mark sa 2035 mula P213 billion sa 2023.

Ang iba pang key legislations na tinukoy ng Pangulo ay kinabibilangan ng pag-amiyenda sa Fisheries Code, Anti-Agricultural Smuggling Act, at Cooperative Code, kasama ang New Government Procurement Law at New Government Auditing Code.

Ipinanawagan din ng Pangulo ang Anti-financial accounts scamming, Tatak-Pinoy (Proudly Filipino) law, Blue Economy law, Ease of Paying Taxes, LGU Income Classification, at Philippine Immigration Act.

“Hinihiling ko ang inyong tiwala at pakikiisa. Sa ganitong paraan, makakamtan natin ang ating tanging hangarin: ang maginhawa, matatag, at panatag na buhay para sa lahat ng Pilipino,” ayon kay Pangulong Marcos.

Alinsunod ito sa AmBisyon Natin 2040 na aniya “unveiled by the National Economic and Development Authority (NEDA) in 2015, covering goals for the next 25 years.”

Nanawagan din ang Pangulo para sa pagpapasa ng Department of Water Resource Management, habang ang bansa ay nahaharap sa dry El Niño phenomenon.

“Ang tubig ay kasing-halaga rin ng pagkain. Kailangan nating tiyakin na may sapat at malinis na tubig para sa lahat at sa mga susunod na salinlahi. Kasama na rito ang tubig na ginagamit natin para sa sakahan,” ayon kay Pangulong Marcos.

“Considering its fundamental importance, water security deserves a special focus. Our efforts must not be scattershot, but rather, cohesive, centralized, and systematic,” dagdag na pahayag ni Pangulong Marcos.

Habang ang Kongreso ay hindi pa inaaprubahan ang paglikha ng departamento, si Pangulong Marcos noong Abril ay nag-utos ng paglikha ng Water Resources Management Office, na naitala sa ilalim ng Department of Environment and Natural Resources (DENR).

Naglaan ang pamahalaan ng P14.6 bilyong piso para sa water supply projects ngayong taon at nagtayo ng 6,000 rainwater collection systems sa iba’t ibang bansa, sa layuning palakasin ang suplay bago pa ang dry spell. (Daris Jose)

DREAM ROLE COME TRUE: WATCH EXO’S DOH KYUNG-SOO PLAY AN ASTRONAUT STRANDED IN SPACE IN THE MOON

BEING a fan of space movies, Doh Kyung-soo had a dream of “someday being able to work on a film set in space,” shares the actor, who stars in the upcoming film The Moon.

Doh, who debuted as a member of the K-pop group EXO, is also known for his acting work, such as in the films My Annoying Brother and Along with the Gods, and the popular TV series 100 Days My Prince.

In The Moon, a gripping, epic action adventure and one of the most highly anticipated films in Korea this year, Doh expands his acting spectrum by playing a lone Korean astronaut stranded on the moon. His character, Sun-woo, is a former SEAL member and molecular physics major who joins the Narae-ho space program in Korea. He boards the spacecraft in pursuit of his father’s unrealized dream but unexpectedly becomes the sole survivor of the expedition due to an unforeseen accident.

The young actor shares that he joined The Moon because he found “the script to be excellent and wanted to challenge myself in expressing weightlessness with my body.” He adds that he hopes to vividly convey the various emotions that Sun-woo experiences, from the awe of setting foot on the moon for the first time to the fear of being left alone in the vastness of space and the unwavering determination to survive.

It looks like Doh has nothing to worry about, because he’s already impressed his director. Director Kim Yong Hwa, reuniting with Doh after their successful collaboration in the Along with the Gods movie series, states, “Doh Kyung-soo possesses a gentle persona while also having a very intense face. I thought that through the character of Hwang Sun-woo, we could showcase his hidden passion and determination, providing a fresh impression.”

In The Moon, Korea’s first manned mission to the moon ends in a tragic disaster when an explosion occurs on board. Seven years later, a second human spaceflight is launched successfully but a strong solar wind causes it to malfunction. One astronaut Sun-woo (Doh) is left stranded in space. Facing another fatal catastrophe, the Naro Space Center turns to its former managing director Dr. Kim (award-winning actor Sul Kyung-gu, known for Silmido, Peppermint Candy, Public Enemy and most recently, Kill Boksoon) to help bring Sun-woo back home safely. The film also stars Kim Hee-ae, most recently known for The World of the Married and Queenmaker.
