Mas mabigat na parusa vs illegal foreign workers

NAIS ni Bicol Saro Partylist Rep. Brian Raymund Yamsuan na mapatawan ng mas mabigat na parusa ang mga dayuhang nagtatrabaho sa bansa ng iligal kabilang na ang pagkakakulong ng hanggang 6 na taon at mataas na multa.

Sa House Bill 1279, pinatataasan nito sa P50,000 ang kasalukuyang nakasaad sa batas na P10,000 multa sa bawat taon ng pagtatrabaho nito ng iligal. Kasunod na rin ito sa pagkakaaresto nitong nakalipas na linggo ng may 37 Chinese nationals dahil sa pagpapatakbo ng illicit retail at restaurant operations sa Parañaque City.

Naghain din ang mga senadot ng resolusyon para sa pagsasagawa ng imbestigasyon sa reklamo ng ilang may-ari ng Multinational Village homeowners sa Barangay Moonwalk kaugnay sa pagdagsa ng Chinese nationals na pinagsususpetsahang sangkot sa illegal Philippine Offshore Gaming Operations (POGOs) sa naturang subdibisyon.

Inaresto din ng pulisya ang 10 Chinese nationals noong Mayo 2, sa Multinational Village, dahil sa umano’y human trafficking.

“We certainly welcome foreign nationals in our country if they have valid employment permits (EPs) and if they do not compete with our equally, and at most times better, skilled workforce. But we should draw the line when it comes to foreigners who not only work here illegally, but also pose a threat to the peace and order in our communities,” ani Yamsuan.

Nakasaad sa HB 1279, na ang mga nonresident foreign nationals na may EPs ngunit piniling magpalipat sa ibang trabaho o employer ng walang notice at pag-apruba mula sa Secretary of the Department of Labor and Employment (DOLE), ay pagmumultahin ng P50,000 hanggang P100,000.

Habang ang employer o authorized representative na nag-hire ng nonresident foreign nationals para magtrabaho ng iligal sa bansa ay pagmumultahin naman ng mula P100,000 hanggang P200,000. (Vina de Guzman)

DBM, aprubado ang paglikha ng 89 plantilla positions sa National Museum

INAPRUBAHAN ng Department of Budget and Management (DBM) ang naging kahilingan ng National Museum of the Philippines (NMP) para sa ‘organizational at staffing changes’ kabilang na ang paglikha ng 89 karagdagang permanent positions.

Ang pagpayag ng DBM ay pagkilala sa mahalagang papel ng cultural heritage at kasaysayan sa economic development ng bansa at para tumulong na madagdagan ang operasyon ng National Museum.

“We believe that these organizational and staffing changes will significantly enhance the National Museum’s operations, allowing the agency to better serve the public and fulfill its mission to preserve and promote our cultural heritage,” ayon kay Budget Secretary Amenah Pangandaman.

“Nais po ni Pangulong Bongbong Marcos na kasama sa ating national agenda ang pagpapalakas sa turismo at pangangalaga sa ating pagkakakilanlan. Kaya naman po patuloy pong bibigyang suporta ng DBM ang NMP at mga programa nito,” dagdag na pahayag ng kalihim.

Sa ilalim ng Republic Act (RA) No. 11333 o National Museum of the Philippines Act, “the NMP is regarded as the primary institution for the management and development of museums and collections of national scope or significance in the areas of arts, cultural heritage, and natural history, to protect, preserve, study, and promote national patrimony.”

“The creation of 89 plantilla positions in various units of the NMP across the country will support the existing staff of the agency, as well as further enhance its operations,” ayon sa departamento.

Ang iba pang organizational modifications na inaprubahan ng DBM ay ang pagbabago sa nomenclature ng nakatitiyak na unit upang malinaw na ipahiwatig ang ‘specific roles, functions, at activities’ nito at maging ang ‘reclassification at conversion’ ng siguradong posisyon para suportahan ang NMP sa pagganap sa mahalagang tungkulin gaya ng pagbibigay ng ‘lectures/gallery talks, paghahanda ng reports at iba pang dokumento, at pagsasagawa ng iba pang technical at general support-related tasks.

Samantala, inaprubahan din ang paglilipat ng ilang posisyon mula sa isang unit tungo sa iba pa.

Nakapaloob naman sa Notice of Organization, Staffing and Compensation Action na ipinalabas ng DBM ang pag-apruba sa ‘organizational at staffing modifications’ ng museum noong May 21, 2024. (Daris Jose)

MAS maningning at kaabang-abang ang awards night ng ‘The 7th EDDYS’ ng Society of Philippine Entertainment Editors (SPEEd) ngayong 2024.

Ang ika-7 edisyon ng The EDDYS (Entertainment Editors’ Choice) ay gaganapin sa darating na July 7, sa Ceremonial Hall ng Marriott Grand Ballroom, Pasay City.

Mapapanood naman ang delayed telecast ng idaraos na Gabi ng Parangal sa ALLTV sa darating na July 14, 10 p.m.

Muli itong ididirek ng award-winning actor at filmmaker na si Eric Quizon. Siya rin ang nagdirek sa ika-6 edisyon ng The EDDYS nitong nagdaang taon.

Ang Brightlight Productions naman ang magsisilbing line producer ng awards night.

Sa pakikipagtulungan ng Newport World Resorts, ALLTV at Sound Check, kasama pa rin ng SPEEd sa pagtatanghal ng The 7th EDDYS ang Globe Telecom bilang major sponsor.

Katuwang din ng grupo ngayong taon ang Beautéderm ni Rhea-Anicoche Tan, Unilab, Camille Villar, former Ilocos Sur Governor Chavit Singson at ang Echo Jam.

Ipagkakaloob ng 14 acting at technical awards, na pipiliin mula sa mga nominadong pelikula na ipinalabas sa mga sinehan at ilang digital platforms noong 2023.

Tulad sa mga nakaraang taon, magsisilbing highlight ng event ang pagbibigay-pugay sa bagong batch ng EDDYS Icons na itinuturing nang mga haligi ng movie industry.

Una na nga riyan ang posthumous award para sa yumaong comic strip creator, movie producer at direktor na si Carlo J. Caparas para sa natatangi niyang kontribusyon sa Philippine movie industry.

Ang Movie Icon Awards naman ngayong 2024 ay ibibigay kina Nova Villa, Leo Martinez, Lito Lapid, Eva Darren at Gina Alajar bilang pagkilala sa hindi matatawarang pagmamahal, dedikasyon at patuloy na paglaban para mas maiangat pa ang kalidad ng bawat pelikulang Pilipino.

Cellphone ban sa klase inihain na sa Senado

Isinulong na sa Senado ang panukalang ipagbawal ang paggamit ng mobile device at electronic gadgets sa mga paaralan sa oras ng klase.

Sa ilalim ng Electronic Gadget-Free Schools Act (Senate Bill No. 2706) na inihain ni Sen. Sherwin Gatchalian, sakop ng panukala ang mga mag-aaral sa kindergarten hanggang senior high school sa mga pampubliko at pribadong paaralan. Ipagbabawal din sa mga guro ang paggamit ng mga mobile devices at electronic gadgets sa oras ng klase.

Bagama’t naniniwala si Gatchalian na mahalaga ang papel ng mga mobile devices at electronic gadgets sa edukasyon, binigyang diin niya na maaari rin silang makapinsala sa pag-aaral, lalo na kapag nakakaabala sila sa oras ng klase.

Lumabas sa resulta ng 2022 Programme for International Student Assessment (PISA) na 8 sa 10 mga 15-taong-gulang na mag-aaral ang iniulat na naabala sila sa paggamit ng smartphone sa klase. Parehong bilang ng mga mag-aaral ang nagsabing naabala sila ng paggamit ng ibang mag-aaral ng smartphone sa oras ng klase. Lumalabas din sa resulta ng PISA na nauugnay ang pagkakaabala na dulot ng paggamit ng smartphone sa pagbaba ng 9.3 points sa mathematics, 12.2 points sa science, at 15.04 sa reading.

Ngunit may mga pagkakataon namang maaari pa ring gumamit ng mga smartphones at electronic gadgets. Halimbawa ng mga ito ang classroom presentation at iba pang mga gawain.

Sa 2023 Global Education Monitoring Report, 13% ng mga bansa sa mundo ang may mga batas na nagbabawal o naghihigpit sa paggamit ng mobile phones sa mga paaralan, habang 14% ang mga may polisiya, estratehiya, o mga pamantayan para sa parehong layunin.

Ipagbawal at gawing krimen ang operasyon ng POGO sa bansa, inihain ng mambabatas

PINANGUNAHAN ni House Deputy Minority Leader at ACT Teachers Party-List Rep. France Castro ang paghahain ng panukalang magbabawal at gawing krimen ang operasyon ng Philippine Offshore Gaming Operators (POGOs) sa bansa.

Sa panukalang “Anti-POGO Act,” idedeklara ang polisiya ngestado na ipagbawal o i-ban ang POGOs na “increasingly become a social menace and a source of unimaginable corruption” by mocking Philippine laws against money laundering, immigration violations, tax evasion, and other criminal offenses.

Ayon kay Castro, dala rin ng pogo ang ilang krimen na pinatunayan ng ilang police raids – tulad ng rape, murder, illegal recruitment, human trafficking, prostitution, illegal detention, inhumane labor practices, money laundering, and immigration bribery at iba pa.

Pinababawi rin ng panukala ang lahat ng lisensiyang ibinigay sa pogo.

Pagbabawalan din ang mga ahensiya ng gobyerno na magbigay ng work permits at visas na may kaugnayan sa offshore gaming, at kinakailangang magsumite ng annual compliance report mula sa kaukulang ahensiya.

Kasama ni Castro sa paghahain ng panukala sina Reps. Arlene Brosas (Gabriela Women’s Party) at Raoul Danniel Manuel (Kabataan Party-List.

Bebot na ‘tulak’ laglag sa P238K droga sa Valenzuela

MAHIGIT P.2 milyong halaga ng shabu ang nasamsam ng pulisya sa isang babae na umano’y tulak ng illegal na droga matapos madakip sa buy bust operation sa Valenzuela City, Martes ng madaling araw.

Kinilala ni Valenzuela police chief P/Col. Nixon Cayaban ang naarestong suspek na si alyas Noezel, 36, (SLI/Pusher) ng Brgy. Marulas.

Sa kanyang report kay Northern Police District (NPD) Director P/BGen. Rizalito Gapas, sinabi ni Col. Cayaban na dakong alas-4:35 ng madaling araw nang maaresto ang suspek ng mga operatiba ng Station Drug Enforcement Unit (SDEU) sa Liwayway St. Brgy., Marulas.

Nauna rito, nakatanggap ng impormasyon ang mga operatiba ng SDEU hinggil sa pagbebenta umano ng suspek ng shabu kaya ikinasa nila ang buy bust operation kontra sa kanya.

Nang tanggapin ng suspek ang isang P500 bill na may kasamang walong pirasong P1,000 boodle money mula sa pulis na nagpanggap na buyer kapalit ng isang plastic sachet ng shabu ay agad siyang inaresto ng mga operatiba.

Nakumpiska sa suspek ang nasa 35 grams ng hinihinalang shabu na may standard drug price value na P238,000.00, buy bust money, P300 recovered money, cellphone at coin purse.

Ayon kay PMSg Ana Liza Antonio, kasong paglabag sa Sections 5 at 11 under Article II of RA 9165 (Comprehensive Dangerous Drug Act of 2002) ang isasampa nila laban sa suspek sa Valenzuela City Prosecutors Office.

Pinuri naman ni Gen. Gapas ang Col. Cayaban at ang kanyang mga tauhan sa kanilang matagumpay na operation kontra ilegal na droga na nagresulta sa pagkakaaresto sa suspek. (Richard Mesa)

Lalaki himas-rehas sa panghihipo sa wetpaks ng dalagita

REHAS na bakal ang hinihimas ngayon ng 48-anyos na lalaki na dumakma at pumisil sa wetpaks ng isang dalagita matapos siyang maaresto makaraang makahingi ng tulong ang biktima sa kapitbahay nilang pulis sa Caloocan City.

Sa ulat ni P/MSg Marjun Tubongbanua kay P/Col. Nixon Cayaban, hepe ng Valenzuela Police Station, dakong alas-12 ng tanghali nang lumabas ng kanilang bahay ang 15-anyos na dalagita matapos utusan ng kanyang tiyahin na bumili sa kalapit na tindahan sa kanilang lugar sa Brgy. 171, Caloocan City.

Hindi pa nakakalayo ang dalagita nang biglang sumulpot sa kanyang likuran ang suspek na si alyas “Macaraeg” at may pagnanasang dinakma at pinisil umano ang wetpaks ng biktima.

Nang lumingon ang biktima, nakita niya ang mahalay at malisyosong pigura ng suspek kaya sa labis na takot ay nagtatakbo itong umuwi para isumbong sa tiyahin ang kamanyakan ng lalaki.

Ayon pa kay MSg. Tubongbanua, patungo na siya sa Valenzuela Police Station kung saan siya nakatalaga nang masalubong niya ang biktima na nakayapak at nanginginig pa sa takot, kasama ang kanyang tiyahin kaya tinanong niya ang mga ito kung anu ang nangyari.

Matapos namang sabihin ng biktima ang ginawa sa kanya ng suspek at ang itsura saka ang suot nitong damit ay kaagad na tinugis ni MSg. Tubongbanua si ‘Macaraeg’ hanggang makorner, may 100-metro ang layo sa pinangyarihan.

Nanlaban pa at nagtangkang tumakas ang suspek subalit, nagawa siyang padapain ng pulis hanggang tuluyang madakip habang positibo namang kinilala ng biktima si ‘Macaraeg” na siyang nag-manyak sa kanya. (Richard Mesa)
