NAGPAHAYAG ng pagsuporta ang private holding company na Aboitiz Group sa infrastructure agenda ng administrasyong Marcos partikular na sa “energy at water solutions development.”

MULING nakapasa ang Pamahalaang Lungsod ng Navotas sa Good Financial Housekeeping (GFH) standards ng Department of the Interior and Local Government (DILG).

Nakuha na rin ng Navotas ang Commission on Audit’s Unmodified Opinion, ang pinakamataas na markang ibinigay nito sa isang LGU o ahensya ng gobyerno, sa loob ng walong magkakasunod na taon. Ito ang nag-iisang LGU sa Metro Manila na may ganoong track record.

Ang GFH na itinatag noong 2010, ay nagsisilbing kasangkapan upang suriin ang pagganap ng local government units sa mga tuntunin ng pagtatatag ng pakikipag-ugnayan ng mamamayan sa pamamagitan ng malinaw na pag-uulat ng pampublikong badyet at mga paggasta.

ISANG lalaki na nakatala bilang top 8 most wanted person ang nasakote ng pulisya sa isinagawang manhunt operation sa Caloocan City, kamakalawa ng gabi.

Ayon kay Caloocan police chief P/Col. Ruben Lacuesta, nakatanggap ng impormasyon ang mga operatiba ng Warrant and Subpoena Section (WSS) hinggil sa kinaroroonan ng akusadong si alyas “Rudy” na kabilang sa mga most wanted persons sa lungsod.

Alinsunod sa inilatag na agenda ni Chief PNP na “Aggressive & Honest Law Enforcement Operations”, kaagad nagsagawa ang mga operatiba ng WSS sa pangunguna ni PMSg Mark Andrew Bartolome, kasama ang mga tauhan ng Police Sub-Station 10 sa pangunguna ni P/Maj. Valmark Funelas ng joint manhunt operation na nagresulta sa pagkakaaresto sa akusado dakong alas-11:30 ng gabi sa San Vicente Ferrer Brgy., 178.

Ani Col. Lacuesta, ang akusado ay inaresto sa bisa ng warrant of arrest na inisyu ni Caloocan City Family Court, Branch 1, Judge Barbara Aleli Hernandez Briones noong November 21, 2023, para sa paglabag sa Lascivious Conduct under Sec. 5 (b) of R.A 7610.

BUKAS ang gobyerno ng Pilipinas na pag-usapan ang situwasyon ng karapatang-pantao sa bansa.

At ito’y may sapat na kakayahan para tugunan ang mga paglabag.

Ito ang sinabi ni Presidential Task Force on Media Security (PTFoMS) executive director Undersecretary Paul Gutierrez kasabay ng pagtatapos ng 10-day visit ng United Nations (UN) Special Rapporteur on Freedom of Opinion and Expression Irene Khan sa Pilipinas.

Sinabi ni Gutierrez na ang pagbisita ni Khan sa Pilipinas ay patunay na ang gobyerno ay transparent ukol sa sitwasyon ng karapatang-pantao sa bansa at handang makipag-usap kahit kanino ukol dito.

“Napakita po natin muli ang ating transparency, ang ating openness, ang ating pong kahandaan na makipag-dayalogo sa kahit sino,” aniya pa rin.

“[Naipakita] po ang tunay na record ng estado ng karapatang pantao at pamamahayag sa ating bansa,” dagdag na pahayag ni Gutierrez.

Winika pa nito na ang pagbisita ni Khan ang magiging daan para mapagtanto ng UN Human Rights Council (UNHRC) na ang sitwasyon sa Pilipinas ay salungat sa mga report na kanilang natatanggap.

“Nagulat lang po sya na 50… more than half of the killings na nangyari po sa hanay ng media since 1987— hindi pa po nila alam ito dyan sa United Nations, ay naresolba na po pala ng atinng gobyerno,” aniya pa rin.

“I think we have presented to Ms. Irene Khan the commitment, openness, and transparency of the Marcos administration in addressing all these issues related [to] freedom of opinion and expression, in particular, and of course in relation [to human rights],” lahad nito.

Dahil dito, sinabi ni Gutierrez na ang gobyerno ng Pilipinas ay may kakayahan na lutasin ang domestic affairs nito partikular na ang mga kasong may kinalaman sa paglaban sa karapatang-pantao.

“Matibay po ang kredibilidad ng ating gobyerno sa pagtugon po sa mga problemang ito sapagkat kumpleto naman ang ating mga proseso,” ayon kay Gutierrez.

“Ang ating mga sistema ng hustisya dito sa ating bansa ay matibay po at malakas at appreciated nga po ni Ms. Khan,” aniya pa rin.

KAPWA tinintahan ng Philippine Coast Guard (PCG) at Vietnam Coast Guard (VCG) ang isang kasunduan ukol sa pagtatatag ng “hotline” para palakasin ang komunikasyon sa pagitan ng dalawang maritime security groups.

Nilagdaan ang memorandum of understanding (MOU) sa isinagawang state visit ni Pangulong Ferdinand R. Marcos Jr. sa Vietnam kasama sina PCG Chief, Admiral Ronnie Gil Gavan, at Iba pang opisyal ng pamahalaan.

Kapwa naman sinaksihan nina Pangulong Marcos at Vietnamese President Vo Van Thuong ang paglagda sa kasunduan nina Gavan at VCG commander Maj. Gen. Le Quang Dao.

Layon ng MOU na palakasin ang “understanding, mutual trust, and confidence” sa pagitan ng PCG at VCG sa pamamagitan ng pagtalakay sa mga karaniwang usapin at interest at pagtatatag ng hotline.

Sinabi pa ni Gavan na ang MOU ang magpapalakas sa strategic partnership at pagtutulungan sa pagitan ng PCG at VCG tungo sa “promoting, preserving, and protecting mutual interest in the Southeast Asian region.”

Nauna rito, balik-Pinas na si Pangulong Marcos, araw ng Miyerkules, Enero 31, mula sa kanyang state visit sa Vietnam, na nagsimula, araw ng Lunes.

Sa panahon ng state visit, pinuri ni Thuong ang mga achievements ni Pangulong Marcos sa pagpapaunlad sa ekonomiya ng Pilipinas, foreign policies, seguridad, at tanggulan.

Sa kabilang dako, tumaas naman ang ekonomiya ng bansa ng 5.6% sa fourth quarter ng 2023.

Kabilang sa mga “major emerging economies” sa Asia na nakapagpalabas na ng kanilang economic growth performance para sa fourth quarter ng 2023, nakapagtala ang Pilipinas ng “second fastest”, pagkatapos ng Vietnam (6.7 percent) subalit naungusan ang China (5.2 percent) at Malaysia (3.4 percent). Ito ang tugon ni Pangulong Ferdinand Marcos sa tanong kung ‘buhay’ pa ang UniTeam.

“Uniteam is not just one or two or three parties. It’s the unification of all the political forces to come together for the good of the country,” ayon kay Pangulong Marcos.

“It is still there, still vibrant, still working, and we will continue to work on that basis,” dagdag na wika nito.

Ang UniTeam Alliance ay isang electoral alliance na binuo para sa Halalan sa Pilipinas, 2022 na nabuo noong Nobyembre 29, 2021 sa ilalim ng mga lider na sina Bongbong Marcos at Sara Duterte-Cardio para sa Halalang pampanguluhan sa Pilipinas,

Sa gitna ng lumalalim na hidwaan sa pagitan ng dalawang pamilya, itinalaga pa rin ng Pangulo si VP Sara bilang caretaker ng Pilipinas habang siya ay nasa Vietnam para sa state visit.

Nito lamang nakaraang Sabdo, nagpahayag ng kanyang suporta si VP Sara sa 8-point socioeconomic agenda ng administrasyong Marcos sa idinaos na Bagong Pilipinas kick-off rally sa Lungsod ng Maynila.

Ilang oras lamang ang lumipas ay dumalo naman si VP Sara sa isang prayer rally sa balwarte ng kanyang pamilya na Davao City.

Sa katunayan, napaulat na pinagbibitiw sa puwesto ni Davao City Mayor Sebastian “Baste” Duterte si Pangulong Marcos.

Ayon sa alkalde, dapat magbitiw si Pangulong Marcos kung wala itong pagmamahal at mithiin para sa Pilipinas.

“Mr. President kung wala kang pag-ibig at aspirations sa iyong bansa, resign,” mariing hamon ni Baste sa “Hakbang ng Maisug Lea­ders Forum” sa Davao City nitong Linggo, Enero 28.

Dismayado si Baste sa mga problema sa insureksiyon at droga sa kanilang rehiyon sa Davao.

Ikinumpara rin niya ang dating pamamahala ng kanyang amang si dating Pangulong Rodrigo Duterte sa kasalukuyang administrasyon sa bansa.

TINIYAK ng Malakanyang na idineklara nitong special non-working days kapwa ang Pebrero 9 at 10 sa buong bansa dahil sa pagdiriwang ng Chinese New Year.

Ito ang kinumpirma ni Presidential Communications Office (PCO) Secretary Cheloy Garafil sa gitna ng pagkalito ng ilang mga Filipino matapos na magpalabas si Pangulong Ferdinand Marcos Jr., ng Proclamation No. 453 nito lamang Enero 18, na nagdedeklara ng special non-working day sa araw ng Biyernes, Pebrero 9 para sa nasabing okasyon.

Karagdagan ito sa Proclamation No. 368, na may petsang Oktubre. 11, 2023, na nagdeklara naman sa Pebrero 10, 2024, bilang special non-working day sa buong bansa para sa Chinese New Year.

Ang pinakabagong proklamasyon, nilagdaan ni Executive Secretary Lucas Bersamin, maituturing na ang nasabing linggo ay isang “long weekend” at kauna-unahang long weekend ng taon.

Base sa Proclamation No. 453, ang holiday ay idineklara para pahintulutan ang mga mamamayan na magdiwang ng Chinese New Year.

“The declaration of 09 February 2024, Friday, as an additional special non-working day throughout the country will give the people the full opportunity to celebrate the Chinese New Year and enable our countrymen to avail of the benefits of a longer weekend,” ang nakasaad sa proklamasyon.

Inaatasan ng Proclamation No. 453 ang Department of Labor and Employment (DOLE) na magpalabas ng kaukulang circular sa pagpapatupad ng proklamasyon para sa pribadong sektor.

HINIKAYAT ni Cagayan de Oro City Rep. Rufus Rodriguez si Philippine Charity Sweepstakes Office (PCSO) general manager Mel Robles na magbitiw dahil sa kabiguan umano nitong protektahan ang kabataan, lalo na ang mga bata mula sa e-lotto o online lotto project ng ahensiya.

“It is accessible to anyone, even to young children whose welfare might be affected,” ani Rodriguez.

Ayon sa mambabatas, bukas ang e-lotto opens gambling sa mga menor de edad na may mobile phones, computers at kahalintulad na devices.

“It exposes them to the evils of gambling and erodes moral values,” dagdag nito.

Inindorso ng House committee on games and amusement na pinamumunuan ni Cavite Rep. Antonio Ferrer ang panukalang batas na nagbabawal sa online lotto.

Layon ng panukala na ipagbawal ang pagtataya sa pamamagitan ng mobile phones, laptops, tablets, personal computers, at iba pang kahalintulad na gadgets sa lahat ng lotto games.

Sa kabila nang pagkakaapruba sa panukala ng komite ay ipinagpatuloy umano ni Robles ang pagapatupad ng E-lotto test run.

Sinabi pa ni Rodriguez na sa ginawang paglulunsad ng online lotto, isinatabi umano ng PCSO ang rekomendasyon ng Office of the Government Corporate Counsel (OGCC), kabilang na ang requirement para kumuha ng approval mula sa Office of the President.

“Robles likewise has not secured approval of the E-lotto From President Marcos. I believe that the President will not allow this online lotto because this will be very detrimental to our children and the Filipino youth! The PCSO ignored the three OGCC recommendations and they must face legal sanctions accordingly,” dagdag ng mambabatas.

Dapat aniyang pagtuunan ng pansin ng PCSO ang pangunahing mandato nito, na pagbibigay tulong, gamit ang kita nito mula sa traditional revenue-raising projects sa halip na i-promote ang iba’t ibang uri ng sugal.

“We have enough gambling in our country, legal and illegal. We should not add to it because gambling destroys our values, including the value of hard work, endangers the welfare of children and ruins the lives of many people,” pagtatapos ni Rodriguez. (Ara Romero)

IPINAG-UTOS ni Pangulong Ferdinand R. Marcos Jr. sa pamamagitan ng isang executive order (EO) na muling buhayin ang Task Force El Niño.

Inanunsyo ni Defense Secretary Gilbert Teodoro Jr. ang muling pagbuhay ng  task force noong December 2023, subalit ang EO ay nilagdaan lamang noong Enero 19 at In-upload sa Official Gazette, araw ng Lunes.

“The Task Force El Niño is hereby reactivated under the Office of the President,” ang nakasaad sa EO No. 53.

Si Teodoro ang tatayong chairperson ng task force, habang ang hepe ng Department of Science and Technology ang magsisilbi naman bilang co-chairman.

Ang iba pang miyembro ng task force ay kinabibilangan ng mga Kalihim ng Department of Environment and Natural Resources, Department of Health, at National Economic and Development Authority. (Daris Jose)

MAGANDANG balita para sa mga Pag-IBIG Fund members dahil nakatakdang I-enjoy ng mga ito ang “doubled savings at higher cash loan entitlements” habang patuloy na mayroong access sa abot-kayang home loans, sa kabila ng nakatakdang pagtataas sa monthly contribution rate kapuwa sa mga miyembro at employers nito simula sa susunod na buwan.

Sa ilalim ng bagong monthly contribution rate, ang monthly savings ng Pag-IBIG Fund members para sa share ng mga empleyado at sa mga employer ay tataasan ng ₱200 kada isa mula sa ₱100.

Sinundan nito ang adjustment sa maximum monthly compensation na gagamitin sa pagko-compute ng required na 2% employee savings at 2% ng employer share for Pag-IBIG Fund members, na ngayon ay tumaas sa ₱10,000 mula sa kasalukuyang ₱5,000.

“We at Pag-IBIG Fund have long recognized the need of our members to have higher savings that shall provide them with decent and fair returns upon their retirement, as well as higher cash loans to help them during times of need. By implementing the new Pag-IBIG Monthly Savings Rates of both members and employers originally scheduled in 2021, not only would we be able to improve the benefits of our members, we would also be better equipped to finance the growing demand for home loans of our members while maintaining our affordable rates. All these are in line with the call of President Ferdinand Marcos, Jr. to provide Filipino workers with opportunities to gain comfortable and productive lives,” ang paliwanag ni Secretary Jose Rizalino L. Acuzar, pinuno ng Department of Human Settlements and Urban Development (DHSUD) at 11-member Pag-IBIG Fund Board of Trustees.

Noong 2019, inaprubahan ng mga opisyal ng ahensya na itaas ang buwanang kontribusyon ng mga miyembro nito pagsapit ng 2021 dahil sa lumalaking pautang nito.

“Our strong financial position shall allow us to again postpone the increase in our contribution rates for a year. We are happy to report that even without any increase in our rates, we were able to post record-highs in 2022 with our membership savings collections reaching nearly ₱80 billion, loan payment collections amounting to ₱127.42 billion, short-term loan releases at ₱57.69 billion and home loan takeout amounting to ₱117.85 billion,” pagbibigay-diin ni Pag-IBIG Fund chief executive officer Marilene Acosta.

Samantala, ikinatuwa naman ni Acosta ang pagsuporta ng mga stakeholder, at siniguro sa mga miyembro ang “better benefits” sa ilalim ng bagong monthly contribution rate.

“We thank the Trade Union Congress of the Philippines (TUCP), the Federation of Free Workers (FFW), the Philippine Government Employees’ Association (PGEA), Overseas Filipino Workers’ (OFW) Organizations, and the Employers’ Confederation of the Philippines (ECOP) for supporting our plans and for recognizing that raising our monthly savings rates will allow Pag-IBIG Fund to continue to provide affordable home loans to its members in the coming years,” ani Acosta.

“It is also important to note that the increase in our monthly savings rates shall benefit our members the most because every peso they save will go to their Pag-IBIG Savings. Under our new rates, they will have higher Pag-IBIG Savings that earn annual dividends, which they shall receive upon membership maturity or retirement. For example, based on our old rates, a member would receive around ₱87,000 upon reaching membership maturity. On the other hand, a member who saves under our new rates over a period of 20 years would receive ₱174,000 or double the amount. And, because of their higher savings, they shall also be entitled to higher multi-purpose and calamity loan amounts to help them with their financial needs,” litaniya ni Acosta. (Daris Jose)
