INAPRUBAHAN ng Inter-Agency Task Force (IATF), araw ng Huwebes, Hunyo 3, 2021, na isailalim ang Davao City sa Modified Enhanced Community Quarantine (MECQ) simula Hunyo 5 hanggang Hunyo 20, 2021.
Bukod dito, inaprubahan din ng IATF ang General Community Quarantine status ng General Santos City simula Hunyo 5 hanggang Hunyo 30, 2021.
Sa naging kahilingan naman ng Professional Regulation Commission (PRC), “provisionally approved” ng IATF ang pagsasagawa ng professional licensure examinations para sa buwan ng Hulyo sa Setyembre 2021, “subject to conditions,” gaya ng PRC’s health at safety protocols at pagsunod sa minimum public health standards, ang pagpapalabas ng PRC-DOH-PNP guidelines, at community quarantine classification ng mga kinauukulang lugar.
Samantala, inaprubahan din ng IATF ang guidelines ng inbound international travel sa kahit na anumang port ng Pilipinas ng lahat ng “fully vaccinated individuals” na naturukan sa Pilipinas.
” An individual shall be considered as having been fully vaccinated two or more weeks after receiving the second dose in a 2-dose series, or two or more weeks after receiving a single-dose vaccine,” ayon kay Presidential spokesperson Harry Roque.
Ang isa aniyang “fully vaccinated individual” ay kailangan na dala ang kanyang vaccination card, na dapat beripikado bago pa ang kanyang departure, at dapat na iprisinta sa kinatawan ng Bureau of Quarantine (BOQ) para sa re-verification sa Department of Transportation (DOTr) One-Stop Shop kapag dating sa Pilipinas.
“All inbound fully vaccinated individuals shall be required to undergo a 7-day facility-based quarantine upon arrival. The BOQ shall ensure strict symptom monitoring while in the quarantine facility for 7 days,” ang pahayag ni Sec. Roque.
Gagawin lamang ang RT-PCR test kapag ang indibiduwal ay nag- manifests ng COVID-19 symptoms sa loob ng 7-day quarantine.
Matapos na makompleto ang 7-day facility-based quarantine, magpapalabas naman ang BOQ ng Quarantine Certificate na nagpapakita ng vaccination status nito.
Kaugnay nito, inatasan naman ng IATF ang Department of Health (DOH), Department of Finance, Department of Trade and Industry, Department of Foreign Affairs at National Economic and Development Authority na mag- convene at magbigay ng rekumendasyon para mas lalong pagaanin ang ” testing and quarantine protocols’ para sa “certain classes of travelers.”
Samantala, maliban sa , repatriation programs ng Philippine government, nagdesisyon naman ang IATF na gawing exempted ang non-Philippine government repatriation efforts sa entry restrictions na ipinatutupad sa mga travelers mula India, Pakistan, Nepal, Sri Lanka, Bangladesh, Oman, at sa United Arab Emirates.
Sa kaso naman ng Philippine government-organized repatriation, ang Department of Foreign Affairs at Overseas Workers Welfare Administration ay magsasagawa ng paunang koordinasyon kasama ang DOH-BOQ, DOTr at ang One-Stop Shop nito at ang Civil Aviation Authority of the Philippines, at National Task Force Against COVID-19 Task Group for the Management of Returning Overseas Filipinos, “at least 48 hours prior to the departure from the country of origin.”
Sa kaso naman ng non-Philippine government repatriation, ang lahat ng Filipino repatriates mula sa mga bansang mayroong travel restrictions ay kailangan na mag-presenta ng negative RT-PCR test result na kinuha sa kanila sa loob ng 48 hours bago pa ang boarding sa aircraft o vessel.
“The airline or the shipping line is responsible to check on this requirement. A copy of the negative RT-PCR test result of the repatriate shall be submitted to the BOQ upon arrival in the port of entry in the Philippines,” aniya pa rin.
“Moreover, prior approval from the BOQ is needed for the entry of flight or vessel carrying Filipino repatriates prior to its movement from point of origin. In this connection, the concerned local manning agency (in the case of seafarers), the Philippine recruitment agency (for land-based workers), or the sponsoring Philippine government agency shall submit an exemption request to the DOH-BOQ, the approval of which is tantamount to IATF’s approval on the repatriation effort,” dagdag na pahayag ni Sec. Roque.
Ni-require naman ng IATF ang lahat ng repatriates mula sa mga bansang mayroong travel restrictions “in effect to be placed on a strict 14-day facility-based quarantine from the date of arrival in the Philippines, with the date of arrival being the first day.”
Sa ibang usapin naman, pinayagan na ng IATF ang mga foreign nationals na may hawak na Special Resident Retiree’s Visa nanpumasok ng Pilipinas na walang kakailanganing entry exemption document.
At sa huli ay pinayagan na ng IATF ang Philippine Racing Commission ng dalawang racing days simula Hulyo 1, 2021, “subject to approved health and safety protocols” at paggamit ng “fully functional contact tracing application/s of off-track betting stations.” (Daris Jose)
